Subject:City Council Study Session Wrap-Up
Hi Mark – As a recap of Tuesday’s City Council Study Session, the next steps should include the following:
1. Need to coordinate a joint PC/CC meeting, preferably not on a Tuesday evening.
2. Main priority is “mix of uses”. Second priority is “parking.” What was not discussed is how certain uses create
impacts beyond insufficient parking such as noise, late night operations, violence, and indecent acts.
3. Staff will bring forward the following for discussion:
a. Ideas to reinstate the parking in‐lieu fee. The fee amount to be determined and may need a study since
staff has not determine how the previous $6,000 was established.
b. Look at how the fee will be assessed, such as for use changes requiring a higher parking demand from
what is existing and floor area increases (including outdoor dining, maybe).
c. Council provided staff latitude to express an opinion that mix of use could result in an
overconcentration. Need to look at zoning text changes to allow such discretion, process, and maybe
development standards such as separation requirements.
d. Look at allowance of other uses not currently permitted such as office, salon, studio and what that
would mean in terms of consistency with Downtown Master Plan.
e. Look at “food retail” as comparable to a restaurant use and reconsider the definition of “restaurant” to
include such uses.
