Gentlemen, here is the draft of changes to the C‐3. zoning. I assume the next step is to have a joint meeting with Planning Staff after
all have had an opportunity to review. I am happy to make any comments prior if that is easiest. The format transfer to Word was
difficult. I did my best to use track changes.
Rich, it reflects our conversations and Council direction to revise the language to focus on what is not permitted as opposed to a
limited list of what is allowed. Several limitations for side streets were also eliminated. The conditional use list is changed.
Thinking in the negative was a bit of a puzzle. I ended up reviewing all zoning designations for what was and wasn't allowed, so the
list is longer than originally thought by the council. I did combine several uses such as manufacturing and fabricating. Staff and the
city attorney will likely suggest better wording. Council should review the list with the intent to adjust for clarity and intent.
Based on our conversation, below is a list of incentives that the city should consider to promote retail. There are probably other
good ones. This would be a good topic for the Priority Session.
1. Reinstate funding facade improvements for new retail. This is a win for property owner, tenant and city as permanent
improvement in the downtown streetscape. Can set a limit, but not based on merit, rather on need. Application through civic
improvement commission.
2. Initiate a grant application for updating facades of existing businesses‐retail and restaurant, etc. Administered competitively
through civic improvement commission.

Related to conversion of uses, particularly retail to restaurant, council discussed requiring a parking in‐lieu fee for all required stalls
not provided as part of a project's scope. The in‐lieu amount could be determined by the stall cost of the recently completed
Creekside structure. There is cost efficiency in a large structure, but a place to start.
I added the council's previous discussion for historic structures.
Exception: Structures on the city's historic inventory may:
a. maintain current uses on ground and upper floors such as office, animal clinic and funeral home;
b. Are not required to have retail or restaurant uses on the ground floor.
Adjustment brought forward here is the boundary of downtown and the C‐3 zoning district. Language referenced east of Second
Street. This has been deleted to align with the C‐3 zoning map.
There are some modest changes to the signage and sidewalk section that reflect, I hope, the councils recent discussion and decisions
to assist staff. I stuck in a few ideas for awnings...just suggestions, not important but based on business input.
