City Council (2016-02-17)Downtown Mix of Uses –Follow Up City Council February 17, 2015 Tonight’s Meeting Staff Presentation Council/Staff Q&A Public Comment Council Discussion Conclusion and Council Direction Vision for the Downtown Downtown Development Plan: The vision for Downtown Campbell is to continue to reinforce its place as the center for community activity,cultural and civic events,and as a vibrant central business district.It is intended that the Downtown be an active,walkable central business district that attracts local residents and visitors to experience a variety of retail businesses and restaurants.The ground level along East Campbell Avenue is slated for retail and restaurant to provide a vibrant,pedestrian- oriented streetscape. Land Use Policies General Plan Downtown Development Plan Policies, Strategies, and Goals Day and evening activities Services within walking distance Compatible mix of uses Variety of retail businesses Diversification of eating establishments Distinctive retail and restaurant experience Self sustaining commercial district Economically viable business district Redevelopment Plan Why Are We Here? Staff is hearing that the “mix of uses” may be out of balance: March 5, 2013 – Council Study Session (mix of uses) July 16, 2013 – Council Study Session (zoning amendment) A Changing Mix of Uses 2007 Retail: 29% (64K) Restaurant: 28% (61K) 2015 Restaurant: 41% (95K) Retail: 23% (52K) Alcohol-Serving Establishments 2003 to 2015 11 26 Establishments Past Policy Decisions Parking Standards DT Alcohol Policy Parking In- Lieu Fee Increased Seating Increased Certainty Reduced Cost Limiting Other Uses Reduced Competition Success in attracting new restaurants Observed Issues Loss of Retail Character A place to eat and drink, rather than shop Less Daytime Activity Some restaurants not open for lunch Parking Supply Restaurants have a greater demand Neighborhood Impacts Neighborhood parking, noise, vandalism, and nuisance activity Council Direction Question: Does the Council view the Downtown’s increasingly restaurant-oriented mix of uses as a problem? If so, a matter of Policy or Policy Implementation? If a Policy Issue: Consider new vision and policies as part of the Comprehensive General Plan Update Subsequent revisions to the Downtown Development Plans Direct Land Use Control Maximum Number of Restaurants Maximum Square-Footage of Restaurants Prohibit New Restaurants Increased Land Use Discretion Require a CUP for conversion to Restaurant Use Tighten the DT Alcohol Policy to address over- concentration and perhaps curtail closing times Policy Implementation Options If Policy Implementation is the issue, several options: Encourage Retail and Other Non-Restaurant Uses Reevaluate types of allowable uses Provide opportunities for other non-restaurant uses that provide daytime activity. Establish a grant program Assist retailers with interior “tenant improvements” Need to identify source and amount of funding Policy Implementation Options Passively Discourage of New Restaurants Eliminate Parking Exception (reducing seating capacity) Reinstate Parking in-Lieu Fee Council Direction Action to be taken, if any. Moratorium (Urgency Ordinance)? 4/5 Majority Vote Initial 45 Day Duration, up to 2 years Questions?
