with the new year and I’ve found myself swept away in those efforts.
The City Ordinance defines tree poles as concealed facilities and not stealth; and was deliberately defined that way by
the City Council for a number of reasons – explained in part below.

Introduction

In reference to the plan check incomplete letter re attached for ease of reference please could we set up a
time to discuss ?
I must say I’m a little confused and disappointed by Global Comments item #3 Permit Withdraw as I have
spent a considerable amount time with Cameleon engineering (design team) and yourself in an attempt to
come up with the best solution that would meet the City’s design requirements and standards.
Plan Check Items to discuss:
Item #2 Context of Review & Maximum Building Height
Any facility other than a stealth facility must comply with this maximum height limit (35ft ). The proposed tree pole at +/-
61 feet would therefore be ineligible for consideration at the proposed height
Response:
1. Why would the proposed tree not be considered stealth ? per the information you kindly provided on
9/5/19 detailed below (tree poles are considered concealed facilities)
This was decided by the council for a number of reasons; including to more clearly direct permit process, assign decision
making body, and apply more/less limiting development standards and criteria based on design approach.
2. A significant gap in coverage does exist and an alternate site analysis can be provided if this would
remedy plan check item #2. Please advise?
Note: Per your prior statement also detailed below “As a commercial site is a preferred location, and in
consideration you’re replacing an existing pole, we will not require an alternative site assessment and I think it is
reasonable to not require an assessment of the surrounding buildings at this time for alternative installation methods
(i.e. stealth) – as you’re proposing to replace an existing tower”.
You’ll need to demonstrate a significant gap would occur, that also can’t be remedied by an alternative design approach.
I previously agreed to delay providing an alternative assessment – but now it is apparent what you’re asking for doesn’t
meet height requirements of the zone district. This raises the bar substantially and requires a more full assessment of the
approach – including an alternative site assessment and assuming the outcome of that doesn’t resolve the issue,
information/exhibits demonstrating a significant gap in coverage would occur unless the requested height is granted.
Item #3 Permit Withdraw
I have great deal of experience in the wireless industry and have taken the time to do due diligence for this
project area, and feel confident I can provide if necessary adequate documentation to justify an exhaustive
search has been complete and the Proposed Facility is the least intrusive means to fill the significant gap of the
alternatives investigated by AT&T. Additionally denial of AT&T’s application would materially inhibit AT&T’s
ability to provide and improve service in this portion of the city.
This task is more informational; I wanted to draw to your attention the opportunity to resubmit after conducting the
assessment now that you have a more thorough/complete review of your proposal. Staff review is exceedingly limited
from courtesy email reviews and now that you have a formal response to the proposal it may change the merits of the
project or your own approach. Many cities do not offer reimbursement of any kind; we do but only if that decision is
made early and before we expend the fees in review.
Additional Information
Item #3 Visual Simulations
“Please provide a visual simulation showing the maximum expansion of the facility”
Response: This was prepared by Cameleon engineering and provided at the time of submittal (re attached for
ease of reference )
What we’re after here is a little different; I’m after an exhibit not showing what you’re exactly proposing but what you’d
potentially seek under a subsequent EFR application (Section 6409). In other words, a tree pole may be approved at “X”
feet, but EFR’s allow an expansion of an existing facility up to 10% of the height of the tower or the height of extension
needed to accommodate one additional antenna array with a maximum separation of 20‐feet from the nearest existing

antenna. This is very nuanced as you can tell – but if you’re willing to simply state that the proposed height is the
maximum height and is your intention to be so limited as it factors into the concealment method/stealth decision of the
facility on the plans, that would also be acceptable. In other words, you’d be agreeing that the specified height as
proposed is as tall as that tree could ever be since making it any taller would defeat the concealment method (trees only
grow to a certain height after all; and one really tall tree in the middle of nowhere can defeat a concealment method).
Item #6 Alternative Sites Analysis
This can be provided; however was not at the time of application submittal as you had stated prior and
detailed below “As a commercial site is a preferred location, and in consideration you’re replacing an existing pole, we
will not require an alternative site assessment and I think it is reasonable to not require an assessment of the surrounding
buildings at this time for alternative installation methods (i.e. stealth) – as you’re proposing to replace an existing tower”.
Formal review of the application determined that this is now required; for a number of reasons – but most obviously
since you’re proposing a pole that exceeds the maximum height of the zone district. We need to at least review and
consider other options first – recognizing there are a number of other prominent/tall towers and building in the area (on
and off‐site) that could likely meet your coverage demands.
Item #7 Design Requirements
As discussed prior also detailed below Cameleon engineering has been engaged for this project as you stated
the City used Cameleon stealth tree products in preparation of the City’s Wireless Facility Design
Requirements .
Also Cameleon 3D Models and sample board were provided at the time of application submittal.
I’m generally onboard here; I’m just looking for additional information about the material longevity. I plan to add a
condition of approval saying the branches and bark need to be replaced every “X” years; I don’t know what “X” is,
without knowing from them how long it generally lasts. This avoids disagreements down the road when the branches are
disintegrating and it hard for a carrier to grant a work order to replace them to maintain the concealment design of the
facility. I don’t like forcibly revoking permits just to get the branches replaced – it is a fair bit more work, that this
comment helps resolve upfront based on my years of experience.
Item b.
“Please explain why a Eucalyptus was selected as the appropriate species based on the surrounding trees in the area”
Response:
1. A Eucalyptus was recommend by Cameleon engineering for this project as it is “V” shaped in design
and will provide the best camouflage for existing and proposed equipment.
Help me help you make a better case here. That response wouldn’t be adequate for Planning Commission. Granted a
Eucalyptus is a V‐shape; what other V‐shape trees are available? What other trees in in the surrounding area that are
closest to those available? Is eucalyptus the best true‐to‐species match based on those they make that are V‐shaped?
Item c.
“Please provide a written response and/or exhibits demonstrating compliance with each of the standard requirements for
faux trees (a. through j.) specified on Sheet 10 of the City's Design Requirements for Wireless Facilities”.
Response:
1. Cameleon engineering state the Chameleon Products provided to the City at the time of application
submittal meet all the requirements of the city and say they are probably the only company that can
legitimately do so.
Our project review/staff report will need to dive into each point. Having a brief letter confirming that each point will be
satisfied is required as it isn’t obvious from the plans. Alternatively, have the project plans updated to show the level of
detail necessary for staff to confirm compliance with a. through j. as specified.

the text in yellow as well as the overall suitability of the site in relation to trees in the surrounding area.
I. Visual simulations. A visual analysis that includes (1) scaled visual simulations that show
unobstructed before-and-after construction daytime and clear-weather views from the four most
prominent angles, together with a full-color map that shows the location of each view angle; (2) a
color and finished material palate for proposed materials juxtaposed against the existing material it
seeks to match (if applicable); (3) a photograph of a completed facility of a similar design and setting
as the proposed wireless communication facility (if applicable); and (4) a visual simulation showing
the maximum expansion of the facility which could occur as a result of a future eligible facility request
pursuant to Section 6409(a) and FCC rules implementing Section 6409 of the Spectrum Act, codified
at 47 U.S.C. 1455.

Introduction
I hope this mail finds you well. To follow on from the information you kindly provided below. I am happy to
report the vendor AT&T will be using for the proposed faux tree is Chameleon engineering. I provided
Chameleon engineering with a copy of the City of Campbell WFDS and Chameleon representatives informed
my office that virtually all the photos that the City of Campbell use in the WFDS document of “successful”
trees are Chameleon products. Needless to say, Chameleon engineering are confident they can meet all the
requirements of the city and probably the only company that can legitimately do so.
Also Chameleon engineers have now reviewed the proposed location to determine the appropriate species for

best with the surroundings, and provide the best camouflage for the existing and proposed antennas.
Additionally Chameleon engineers are confident they can capture all the design requirements detailed on
page 10 of the WFDS, and they can provide samples to the city like the one attached down to the individual
foliage tips. Chameleon are also the only company that can do accurate 3D models of the proposed tree if you
feel necessary.

Hi Carl,
We should document which trees are nearby to determine appropriate species; without a cluster of
redwoods/pines nearby – a Eucalyptus (or similar V‐shaped tree species) generally provides the best coverage
at the top where the antennas are placed and are generally preferred, but you may find other V‐shaped tree
species nearby which may make be a better fit if a company makes the material/branches we need. When
detailing the tree make sure to capture all the design requirements on page 10 – like detailed 3d bark, branch
density, etc. as we’ll be confirming that you meet all those criteria as part of the project review.
As a commercial site is a preferred location, and in consideration you’re replacing an existing pole, we will not
require an alternative site assessment and I think it is reasonable to not require an assessment of the
surrounding buildings at this time for alternative installation methods (i.e. stealth) – as you’re proposing to
replace an existing tower. To correct a prior statement, we need a Conditional Use Permit (not administrative
site and arch. permit) – which you’ll find through the same application link previously provided. There
appears to have been an error in Table 3‐6 of our Ordinance when transcribed by our Code Publisher which
I’m working to correct. Table 3‐6 should read as follows (tree poles are considered concealed facilities):

Introduction
To follow on from our pleasant email correspondence detailed below, and after spending considerable time
going over the City’s wireless ordinance, design requirements and preferred placement of wireless facilities. I
have come up with the following analysis that I would like to discuss and or get your feedback on.
1. I would like to continue and follow the City’s preferred approach of “colocation” for the AT&T proposal
“to minimize visual impacts and aesthetic concerns of wireless communications facilities and encourage
collocation of those facilities” .
2. Stealth Facilities – Again meeting the City’s requirement AT&T proposes to replace the existing
Monopole tower structure (the City’s least preferred category of facility) with a faux tree (such as
Eucalyptus) as they offer the greatest screening where antennas are mounted, and blends with the
surrounding area. Additionally a faux tree (such as Eucalyptus) can be designed to allow for future
carrier colocation if necessary.
3. Unfortunately due to the limited height of existing buildings in the area Completely integrated
facilities, Concealed Facilities, Roof mounted and Façade mounted options are Not feasible due to the
inadequate height for AT&T’s proposed antennas, and would not close AT&T’s significant service
coverage gap.
Conclusion
I have attached a few examples of a Eucalyptus faux tree design from (1) of the many vendors I work with for
your consideration and feedback. Additionally I open to any suggestions and or preference of tree species you
may feel would be more suited for the area ?
Also Stephen I have considered alternate structures other than a tree design for the proposal; however due to
the limited space at the existing site it would require taking up valuable parking space, and that also is not a
preferred under the City’s wireless ordinance.

Thanks for your email. While I agree with your approach in concept ‐ one of the requirements for an eligible
facility request is for the facility to be ‘existing’. Once we remove and replace the ‘existing’ pole, it is fair to say
we lose that distinction, not to mention the ‘applicable permit process’ for a faux tree facility necessitates an
assessment of the appropriate tree species (e.g. eucalyptus, pine..), shape, and size as well as the color, finish
and longevity of materials (e.g. branches, bark..) – which we can’t facilitate through the EFR process. The
City’s Design Requirements for Faux Trees includes requirements you can find, in part, on page 10 & 11. A

While I don’t disagree that a faux tree would be visually preferable over a 20‐foot extension of the existing
slimline, our Wireless Ordinance would require review and approval of an administrative site and
architectural review permit. The link to this permit application can be found online as follows:

Before you submit, please read over the design requirements (they’d require changes to your tree design) and
consider whether or not a tree is really our best option in this case. While I recognize we have an existing pole
that would be upgraded, our Ordinance sees poles as a less preferred option in general, especially when not
located in a ‘grove’ of trees of a similar species as the faux tree proposed.
You’ll need to discuss with me, I imagine, a few times before getting your package squared away – so after

Introduction

I recently had the pleasure of discussing AT&T’s colocation proposal with Cindy McCormack of your office for
the above referenced site, and wanted to enquire if you could provide assistance and or guidance with the
pending AT&T colocation application. Unfortunately the existing slimline Monopole is not co‐locatable and

therefore would need to be replaced and or upgraded to enable colocation and the installation of AT&T’s
proposed equipment.
SOW
Under existing Federal Laws Facility Modification ‘‘eligible facilities request’’ Section 6409 of the Middle Class
Tax Relief and Job Creation Act of 2012, and per federal laws and the height extension allowances 20’ or 10%
of the original height of an existing facility (whichever is greater). In this case it is the 20’, as AT&T will need to
increase the existing slimline Monopole by 20ft to enable the installation of AT&T’s proposed equipment and
provide separation from existing equipment. (ZD’s attached).
Conclusion
In my experience I feel a 20’extension of the existing slimline monopole would be a greater visual impact to
the area, than if AT&T were to replace the existing tower with a stealth Monopine tree tower.
