First Street, Campbell, CA 95008 Operation Statement Re: Proposed AT&T Colocation Wireless Facility (cell site) Site Ref# CVL01280/ Wings Shopping Ctr. Located at: 1770 W Campbell Ave, Campbell, CA 95008 APN: 403-02-053 & 403-02-054 Introduction AT&T proposed colocation on an existing wireless facility (cell tower). AT&T proposes replacing the existing (41) ft. Monopole tower with a New 61 ft. stealth Monotree design tower, to enable AT&T to install (9) New panel antennas and relocate the (3) existing panel antennas onto the New Monotree tower. Additionally, AT&T proposes to install (3) new outdoor equipment cabinets inside its (89) sq. ft. lease area within the existing 278 sq. ft. compound. Colocation AT&T seeks to fill a significant gap in service coverage using the least intrusive means under the values expressed in the City of Campbell Wireless Ordinance. Thus, AT&T is guided by the City’s Wireless Facility Design Requirements, in particular the siting guidelines and requirements. AT&T seeks to meet the Code preferred requirements of colocation and provide the best available design by replacing the existing tower with a stealth Monotree design in a commercial zone at the minimum height needed to address the significant service coverage gap. Visual Considerations Chameleon engineers (Tower Manufacturer) have reviewed the proposed location to determine the appropriate species for the proposal, and in research suggest a 61ft Eucalyptus Mono tree tower (V-shaped tree species) would blend best with the surroundings, and provide the best camouflage and concealment for the existing and proposed antennas. on behalf of 605 Coolidge Drive Suite 100 Folsom, CA. 95630 Fax (916) 781-5927 Project Justification. AT&T Wireless is currently improving the existing wireless network in the City of Campbell. The proposed colocation and installation of AT&T’s telecommunication equipment will improve wireless coverage to the area and will also increase network capacity. This network will provide an extremely valuable service to those who live, travel, and do business in the local area. It will give people the ability to call for emergency services in the event of an accident, the ability to communicate with employees or clients outside of the office, and the ability to communicate with family members when needed. The project engineer has indicated that the proposed location will provide the necessary coverage and capacity with the ability to hand off the wireless signal to the next telecommunications site. This will enable travelers and community members to have reliable and continuous wireless coverage. • Operation of the project will occur 12 months a year, 7 days a week, 24 hours a day consistent with the continuous schedule of normal telephone company operations. • The facility is "unmanned" and will be visited on an "as needed" basis only. No more than two technicians will attend the facility. Their schedule will be on a 24 hour basis. No more than two service vehicles, being either a van or a small pickup truck will visit the facility. • The equipment located within AT&T’s lease area will be used for telephone operations. • There will be no supplies or materials stored on the site. • There will be no noise, glare, dust or odors associated with the facility. Conclusion AT&T would like to apply for a Conditional Use Permit for the colocation project. The Proposed Facility is the least intrusive means by which AT&T can close its significant service coverage gap in this portion of the City of Campbell. Denial of AT&T’s application would materially inhibit AT&T’s ability to provide and improve service in this portion of the city. Existing ATT sites near the proposed location are undergoing extreme congestion during the busy times of the day. In addition to this, it will improve service along with Campbell Ave, and San Tomas Aquino Road especially indoor service for residential and commercial properties along with Campbell Ave and San Tomas Aquino Road. Site will fill in coverage gaps as well as enhance user experience where coverage currently exists. This is especially true for those who rely on the ATT network for broadband data services. Providing improved indoor service to residents will allow them to take advantage of ATT’s high speed wireless network including the new 4G LTE network. In- building service is critical as customers increasingly use their mobile phones as their primary communication device (landlines to residences have decreased significantly) and rely on their mobile phones to do more (E911, GPS, web access, text, etc.). 4G LTE is capable of delivering speeds up to 10 times faster than industry-average 3G speeds. LTE technology also offers lower latency, or the processing time it takes to move data through a network, such as how long it takes to start downloading a webpage or file once you’ve sent the request. Lower latency helps to improve the quality of personal wireless services. What's more, LTE uses spectrum more efficiently than other technologies, creating more space to carry data traffic and services and to deliver a better overall network experience. AT&T designs and builds its wireless network to satisfy its customer service standards, which ensure customers receive reliable in-building service quality.” RAD height, antenna quantity and array configuration as shown in the drawings is necessary in order to meet the objectives as stated in the RF Statement and depicted in the attached exhibits.
