OCTOBER 12, 2021 REMOTE ON-LINE ZOOM MEETING
The Planning Commission meeting on October 12, 2021, was called to order at 7:30 p.m. by Chair Ostrowski and the following proceedings were had, to wit:

APPROVAL OF MINUTES Motion: Upon motion by Commissioner Krey, seconded by Commissioner Zisser, the Planning Commission minutes of the meeting of September
14, 2021, were approved with edits to pages 12, 13, 14 and 18. (6-0-0-1; Vice Chair Ching abstained)

PUBLIC HEARINGS Chair Ostrowski asked if there were any disclosures from the Commission. There were none.
Chair Ostrowski read Agenda Item No. 1 into the record as follows: 1. PLN-2021-82 Public Hearing to consider the application (PLN-2021-82) of Margaret Williams on behalf of the Santa Clara County Central
Fire Protection District for a Conditional Use Permit and
Parking Modification Permit to allow establishment of a "government office and facility" within an existing research and development building and a Tree Removal Permit to allow removal of two trees, on property located at 1315 Dell Avenue
in the C-M (Controlled Manufacturing) Zoning District. Planning
Commission action final unless appealed in writing to the City Clerk within 10 calendar days. Project Planner: Daniel Fama,

Mr. Daniel Fama, Senior Planner, provided the staff report.
Chair Ostrowski asked if there were any questions for staff. Commissioners asked questions about differences in parking standards between research
and development and office uses; whether there is a landscaping plan from the original
development of this site; asked how heavily the site’s parking is used now; asked what the use of Parcel 3 is, which is granting parking rights to Parcel 1 (1315 Dell Ave); and whether there have been any complaints about parking issues from this property;
Planner Daniel Fama responded to all questions.
Chair Ostrowski opened the Public Hearing for Agenda Item No. 1. Margaret Williams, Project Architect and Representative, spoke.
Chief David Snow, Applicant and Property Owner, spoke. Chair Ostrowski asked if there were questions from the Commission for Chief Snow.

Several Commissioners asked Chief David Snow questions about remote staffing and the placement of the generator.
Chief David Snow replied that there is no hard and steadfast policy for remote work as their
staff needs to be available to assist the public.. He explained that there is a PG&E easement issue to consider that impacts the generator placement options. He concluded that he is okay with the placement of the generator in the middle of the lot, as it is less invasive and less of an eyesore.
Chair Ostrowski closed the Public Hearing for Agenda Item No. 1. City Attorney William Seligmann asked Chair Ostrowski if she had offered opportunities for members of the public to address this project.
Chair Ostrowski asked if there were any members of the public present who would like the opportunity to address this project. There were none. There were no people in the Zoom waiting room.
Chair Ostrowski asked for Commission deliberations. The Commissioners all spoke briefly about this proposal.
Motion: Upon motion of Commissioner Buchbinder, seconded by Commissioner Rivlin, the Planning Commission adopted Resolution No.4625 approving a Conditional Use Permit and Parking Modification Permit to allow establishment of a "government office and facility" within an existing research and development building
and a Tree Removal Permit to allow removal of two trees, on property located at 1315 Dell Avenue, by the following roll-call vote: AYES: Buchbinder, Ching, Kamkar, Krey, Ostrowski, Rivlin, and Zisser NOES: None
ABSENT: None ABSTAIN: None Chair Ostrowski advised that this action is final unless appealed in writing to the City Clerk within 10 calendar days.
COMMUNITY DEVELOPMENT DIRECTOR’S REPORT Director Rob Eastwood provided a brief oral report reminding the PC of the October 19th Joint Session with Council that will begin at 5:30 p.m.; stated that the intent of this joint
session is to provide a Housing Element Update and Educational Briefing; reported on
outreach efforts that are in place for “Campbell’s Plan for Housing;” that includes mailing postcards, sending 4,300 emails, staffing an informational booth at both the Farmer’s Market last weekend and at Downtown’s Oktoberfest this coming weekend; stated that the goal is to be as inclusive as possible in determining how best to achieve 3,000 new housing

units in Campbell; informed that there will be three public outreach meetings held; advised that Assistant Planner Naz Healy left Campbell for an Associate Planner position with Town of Los Alto and the Assistant Planner position is posted with a filing deadline of October
22nd; discussed the “soft opening” that begin on Monday, October 11th and will allow members of the public to either continue to book remote one on one meetings with a planner or come into City Hall with an appointment to meet in person. ADJOURNMENT
The Planning Commission meeting adjourned at 8:25 p.m. to the next Regular Planning Commission Meeting on October 26, 2021, which will likely be conducted on Zoom.
