A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL: 1) APPROVING THE
SPECIFICATIONS AND AUTHORIZING THE SOLICITATION OF BIDS FOR CONTRACTUAL
LANDSCAPING SERVICES FOR THE CITY'S MEDIAN ISLANDS AND PUBLIC RIGHT-OF-
WAYS); 2) APPROVING THE SUBSEQUENT AWARD OF A SERVICE CONTRACT, IN AN
AMOUNT NOT TO EXCEED $86,000, TO THE LOWEST, RESPONSIVE BIDDER FOR A
PERIOD OF UP TO ONE YEAR, PLUS OPTIONS FOR THE CITY TO RENEW UP TO FOUR
ADDITIONAL ONE-YEAR CONTRACTS, FOR A TOTAL OF UP TO FIVE YEARS, AND
SUBSEQUENT CONTRACT AMOUNTS NOT TO EXCEED THE AMOUNT OF FUNDS
PROGRAMMED IN THE PARKS MAINTENANCE OPERATING BUDGET (207.775.7432) FOR
EACH FISCAL YEAR DURING THAT FIVE-YEAR TERM LIMIT; AND 3) THE CITY MANAGER
TO EXECUTE SAID AGREEMENT AS SPECIFIED IN CAMPBELL MUNICIPAL CODE
SECTION 3.20.100
WHEREAS, the City of Campbell (City) — Public Works Department's Maintenance Division (Public
Works) maintains approximately 365,000 square feet (8.4 acres) of median islands and other right-
of-way areas to promote safe travel conditions for pedestrians and vehicles; and
WHEREAS, the City is responsible for implementing services to maintain elements of their
landscaping such as trees, shrubs, and ground covers (e.g., mulch, bark, flower beds, etc.); and
WHEREAS, many of the City's median islands are situated along major traffic arterials, which are
highly visible to the public and require consistent maintenance of their landscaped features; and
WHEREAS, the City also maintains sections of landscaping located in other right-of-ways and C3
stormwater treatment areas; and
WHEREAS, ongoing construction and various development projects have expanded the
landscaping in some of these areas that fall under the City's maintenance jurisdiction; and
WHEREAS, the efforts to maintain these landscaped features demand a considerable amount of
time and resources to implement; and
WHEREAS, the City has contracted its landscaping services to professional providers who
possess the necessary training and equipment to maintain the landscaping on the City's medians
and other public right-of-ways in a prompt and efficient manner; and
WHEREAS, upon the approval of the City's annual budget for FY 18, funds were allocated in the
Public Works Parks Maintenance Operating Budget (207.775.7432) to increase the frequency of
contractual landscaping services for the City's medians and other right-of-way areas; and
WHEREAS in 2019, the City awarded a one-year service contract to Brightview Landscape
(Brightview) to provide landscaping services for the City's medians and other right-of-way areas
through the end of FY 20, plus the option to renew four additional one-year service contracts, for a
total of up to five years with services to conclude at the end of FY 24; and
WHEREAS, with the Brightview contract set to expire in June of 2024, a new contract will be
required to continue these services for the current fiscal year and beyond; and
WHEREAS, to facilitate the timely award of a multi-year contract before the current one expires,
staff has developed a scope of work and the specifications to be advertised with the request for
bids to solicit services from qualified professionals to maintain the landscaping on the City's median
islands and other right-of-ways; and
WHEREAS, staff is requesting that the City Council approve the specifications and authorize staff
to solicit bids from qualified contractors to provide contractual landscaping services as programmed
in the Public Works Parks Maintenance Operating Budget for FY 25; and
WHEREAS, in accordance with the City's purchasing guidelines, staff will .complete a
comprehensive.evaluation of the bids received and select a contractor based on the results from
the lowest, responsive bidder and their qualifications to perform the work; and

WHEREAS, staff is also requesting the City Council's approval to award a one-year service
contract to the lowest, responsive bidder, in an amount not to exceed $86,000, and the option for
the City to renew up to four additional one-year service contracts, for a total of up to five years, and
subsequent contract amounts not to exceed the amount of funds programmed in the Parks
Maintenance Operating Budget for each fiscal year during those terms; and
WHEREAS, staff requests that the City Council authorize the City Manager to execute said
agreement as specified in Campbell Municipal Code Section 3.20.100; and
WHEREAS, the costs associated with this action will be $86,000 in FY 25, however, funding in this
proposed amount has been programmed in the Public Works Parks Maintenance Operating Budget
(207.775.7432) for FY 25, and upon budget approval, will be available to award a contract and
implement services during FY 25; and
WHEREAS, the authority to renew four additional one-year service contracts, for a total of five
years, is consistent with the agreement's terms of service and the option to renew pending the
City's landscaping needs and amount of funds programmed in the Public Works Parks
Maintenance Operating Budget; and
WHEREAS, if required, budget adjustments will be made accordingly to accommodate the service
needs of future contract years and to offset any_impacts on the budget at that time.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell hereby 1)
approves the specifications and authorizes the solicitation of bids for contractual landscaping
services for the City's median islands and public right-of-ways; 2) approves the subsequent award
of a service contract to the lowest, responsive bidder, in an amount not to exceed $86,000, for a
period of one year, plus options for the City to renew up to four additional one-year contracts, for a
total of up to five years, and subsequent contract amounts not to exceed the amount of funds
programmed in the Public Works Parks Maintenance Operating Budget (207.775.7432) for each
fiscal year during that five-year term limit; and 3) authorizing the City Manager to execute said
agreement as specified in Campbell Municipal Code Section 3.20.100.
