HomeMy WebLinkAboutCC Resolution 13185 - Authorizing the Execution of Purchase Order with Ford Credit Municipal Finance for Three Police Vehicles RESOLUTION NO. 13185 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL: 1) AUTHORIZING THE EXECUTION OF A PURCHASE ORDER WITH FORD CREDIT MUNICIPAL FINANCE, IN THE AMOUNT OF $67,131, FOR THE PROCUREMENT OF THREE (3) POLICE VEHICLES FROM FOLSOM LAKE FORD, BY WAY OF THE CALIFORNIA E-PROCUREMENT STATEWIDE CONTRACT, AND AS PROGRAMMED IN THE APPROVED PUBLIC WORKS VEHICLE AND EQUIPMENT MAINTENANCE OPERATING BUDGET FOR FY 25; AND 2) APPROVING THE ISSUANCE OF SUBSEQUENT PURCHASE ORDERS FOR FOUR (4) ADDITIONAL YEARS, IN THE TOTAL AMOUNT OF $335,655, FOR THEIR ASSOCIATED FINANCING COSTS OVER A FIVE-YEAR TERM. WHEREAS, the City's Police Department has a fleet of fourteen marked patrol vehicles, and four un- marked police vehicles, all of which are maintained by the Public Works Department — Fleet Maintenance Section; and WHEREAS, despite adhering to regular maintenance schedules, many Police vehicles experience increasing costs for fuel, maintenance, and repairs as they age, while their trade-in or surplus values decrease over time; and WHEREAS, to mitigate these increasing costs and create more stability in the yearly budget, staff has researched options to standardize the procurement process for the City's fleet inventory; and WHEREAS, in June 2021, staff identified a timely and efficient funding mechanism to facilitate the City's procurement of Police vehicles through use of the California e-Procurement Statewide Contract, which allows the City to procure goods and services from pre-qualified vendors and dispense with its standard bidding procedures as authorized under Campbell Municipal Code Sections 3.20.050 and 3.20.070; and WHEREAS, from the State's list of approved vendors, staff has selected Folsom Lake Ford as the preferred vendor for fulfilling the vehicle and equipment requirements of the City's Police fleet; and WHEREAS, through the State contract, Folsom Lake Ford will apply discounts to the bottom-line manufacturing prices of the vehicles and offer the City the flexibility to choose its preferred payment method for the associated costs upon delivery; and WHEREAS, staff is recommending the use of the Ford Credit Municipal Finance (FCMF) program, designed to help public agencies replace older, less efficient vehicles in their respective fleets through fixed annual payment plans, and interest rates locked in at the time of vehicle delivery; and WHEREAS, with recent supply chain delays, staff has placed orders for the City's Police Fleet up to six months in advance to allow for extended lead times and prevent critical service disruptions; and WHEREAS, in May 2024, staff placed an order with Folsom Lake Ford to replace two of the City's police vehicles that had met their respective year and mileage replacement criteria; and WHEREAS, shortly after, staff ordered an additional marked vehicle, to increase the City's marked fleet inventory to fifteen vehicles and align the City's replacement schedule with FCMF's five-year financing terms; and WHEREAS, based on the individual price quotes received from Folsom Lake Ford, and the proposed financing plan from Ford Credit Municipal Finance, the City would pay a fixed annual amount of $67,131 for all three vehicles over a five-year term; and WHEREAS, with $80,000 allocated for police vehicle expenses in the approved FY 25 Public Works Vehicle and Equipment Maintenance Operating Budget, the proposed financing plan is the more cost-effective option compared to their combined outright purchase value of$285,557; and WHEREAS, staff is requesting City Council's authorization to execute a purchase order with Ford Credit Municipal Finance, in the amount of$67,131, to procure three (3) police vehicles from Folsom Lake Ford by way of the California E-Procurement Statewide Contract, and as programmed in the approved Public Works Vehicle and Equipment Maintenance Operating Budget for FY 25; and WHEREAS, staff is also requesting City Council's approval to issue subsequent purchase orders for four (4) additional years, in the total amount of $335,655, to cover their associated financing costs over that five-year term; and WHEREAS, sufficient funds are available in the approved Public Works Vehicle and Equipment Maintenance Operating Budget to address these financing costs in FY 25; and WHEREAS, staff anticipates that the revenue received from the sale of the two Police vehicles being replaced will partially offset the City's first-year financing costs by approximately $30,000; and WHEREAS, with a five-year financing term and fixed annual payment of$67,131, staff will program this amount into the City's Operating Budget each fiscal year, over the next four (4) years, to ensure sufficient funds are available for the City's annual financing costs through that five-year term. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell hereby: 1) authorizes the execution of a purchase order with Ford Credit Municipal Finance, in the amount of $67,131, for the procurement of three (3) police vehicles from Folsom Lake Ford, by way of the California E-Procurement Statewide Contract, and as programmed in the approved Public Works Vehicle and Equipment Maintenance Operating Budget for FY 25, and 2) approves the issuance of subsequent purchase orders for four (4) additional years, in the total amount of $335,655, for their associated financing costs over a five-year term.
