A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO SUBMIT A SAFE STREETS
FOR ALL PROGRAM PLANNING GRANT APPLICATION TO THE UNITED STATES
DEPARTMENT OF TRANSPORTATION FOR THE
CAMPBELL COMPREHENSIVE TRAFFIC SAFETY ACTION PLAN
WHEREAS, on October 6, 2022, the Santa Clara Valley Transportation Authority (VTA)
Board of Directors adopted the Countywide Local Roads Safety Plan (CLRSP) to provide
participating Member Agencies with a framework for identifying, analyzing, and prioritizing
roadway safety improvements on surface streets to reduce the number of fatal and severe
injury collisions to zero deaths; and
WHEREAS, Campbell was included in the CLRSP; and
WHEREAS, the Bipartisan Infrastructure Law (BIL) established the Safe Streets and
Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over 5
years, 2022-2026; and
WHEREAS, in February 2024, the United States Department of Transportation (USDOT)
issued a Notice of Funding Opportunity (NOFO) for the Safe Streets and Roads for All
(SS4A) Fiscal Year (FY) 2024 Program; and
WHEREAS, the SS4A Program supports the development of comprehensive safety
action plans (referred to as an "Action Plans") that identify the most significant roadway
safety concerns in a community and the implementation of projects and strategies to
address roadway safety issues; and
WHEREAS, there are two types of SS4A grants: 1) Planning and Demonstration Grants
and 2) Implementation Grants; and
WHEREAS, Planning and Demonstration Grants have a minimum to maximum award
range of$100,000 to $10 million; and
WHEREAS, Implementation Grants have a minimum to maximum award range of $2.5
million to $25 million; and
WHEREAS, SS4A requires an eligible Action Plan to be in place before applying to
implement projects and strategies; and
WHEREAS, preparing a Campbell Comprehensive Traffic Safety Action Plan would be
consistent with the City's General Plan Action T-6.a; and
WHEREAS, the Campbell Comprehensive Traffic Safety Action Plan would seek to build
upon the VTA's CLRSP; and
WHEREAS, the SS4A Program Guidelines outline eight required Action Plan
Components; and
WHEREAS, the CLRSP did not include the level of public engagement and collaboration
that the SS4A Program requires; and
WHEREAS, the Campbell Comprehensive Traffic Safety Action Plan would incorporate
public engagement and collaboration; and
WHEREAS, grant applications are due to the USDOT by August 29, 2024; and
WHEREAS, for planning projects, a minimum SS4A grant request is $100,000 and a
minimum 20% local match of non-federal dollars or $25,000 is required; and
WHEREAS, staff recommends a combination of Vehicle Impact Fees and/or Gas Tax
revenues to serve as the local match.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell that
the Public Works Director is hereby authorized to submit a SS4A grant application for
Fiscal Year 2024 to the USDOT for the Campbell Comprehensive Traffic Safety Action
Plan.
BE IT FURTHER RESOLVED that the City of Campbell will provide a 20 percent local
match for the Campbell Comprehensive Traffic Safety Action Plan with local matching
funds from Vehicle Impact Fees and/or Gas Tax revenues to serve as the local match
