Campbell Avenue, Campbell, Santa Clara County, CA 95008 Environmental Assessment Specialists, Inc. (EAS) is under contract with Client to submit this proposed telecommunication site information to Native American tribal groups and other interested parties for review. This
submittal is being requested for compliance with Federal Communications Commission (FCC) Section 106 of the National Historic Preservation Act (NHPA) to determine if the site will impact historic places and/or archaeologically sensitive sites. Below please find the proposed site description for the above-referenced telecommunications facility. Site Location and Description The lease area lies in S34 T7S R1W as shown on the USGS San Jose West, CA 7.5-minute quadrangle map. The
Client proposes to modify an existing telecommunications facility at this location: The proposed modification is to include antenna and equipment change outs, and installation of a new FRP screen on an existing building, older than 45 years. No new ground disturbance but new building penetrations are proposed.
Field assessment for both historic properties and archaeological sites have been conducted, and a determination has been made of the project’s direct and indirect effects on eligible properties. Consulting parties are invited to provide
information concerning historic or archaeological properties already listed in the National Register or that could be eligible for listing in the National Register.
• Direct APE: The results of the site investigation indicate that it is unlikely precontact cultural resources will be affected by the proposed modifications to the existing telecommunications facility. Evaluation following Section 106 of the NHPA determined that the candidate property is not eligible for the NR. When these conditions are established and following SHPO recommendations, additional mitigation is not required for SF70610M. Therefore, EAS does not recommend additional mitigation prior to construction.
• Visual Indirect APE: The candidate is not located within 250-feet of the boundaries of a NR listed or eligible historic district. In addition, there are four individual listed or eligible historic properties located in the Visual APE. The candidate is not visible from any of the properties due to distance and buildings. Therefore, EAS is requesting a finding of No Effect on Historic Properties in APE for Visual Effects.
