'We agreed: 1) Public 'Works will prepare an encroachment permit for the small portion of your building on City property to "sanction" the current situation. 2) An alternative solution, involving the fee ownership of the land, and perhaps all the City property at the northeast corner of Central Avenue and Civic Center Drive, will be part of the discussions between Metropolis 'West and the City. These discussions will cover a number of issues, including the site clean-up, and will begin soon. In accordance with the terms of our P.D. permit, the landscaping is not complete at this time, however, we intend to complete it within the next 90-days. At this time we are in contact with Southern Pacific Railroad to obtain clearance to increase our landscaped area on the railroad side of this project. Mr. Helms of your Public Works Department, is familiar with this matter and has been assisting us. Working with the railroad takes considerable time, therefore, we may need additional time to complete the landscaping since it is our desire to do it all at the same time. We further agree that no occupancy of tenants will take place in the tenant improvement areas until permits have been obtained, approved, and inspections made on a one-by-one basis.
