A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
APPROVING A STATE OF CALIFORNIA MULTIPLE AWARD SCHEDULE (CMAS)
CONTRACT WITH JEFFREY S. PETERSON CO. AND AUTHORIZING THE CITY
MANAGER TO SIGN THE CONTRACT FOR THE PURCHASE AND INSTALLATION
OF A BOSCH SECURITY CAMERA AND GUNSHOT DETECTION SYSTEM AND
FUSUS CORE DEVICE FOR THE CAMPBELL COMMUNITY CENTER
WHEREAS, American Rescue Plan Act (ARPA) funding for the procurement of a
security camera and gunshot detection system at the Campbell Community Center in
the amount of$200,000 was allocated by the City Council; and
WHEREAS, this project is in alignment with Police Department's ongoing efforts to
utilize advanced camera and software systems to improve responses to potential gun
violence incidents, while simultaneously enhancing security and safety in and around
public spaces; and
WHEREAS, the Campbell Community Center and City Parks are routinely subject to
vandalism and other crimes; and
WHEREAS, the Campbell Community Center houses schools, a day care facility, youth
programs, and large public gatherings; and
WHEREAS, the installation of a Bosch security camera and gunshot detection system,
connected to the Police Department's Real Time Information Center, will improve
responses to emergencies, help to prevent and solve crime, and limit potential civil
liability; and
WHEREAS, the purchase of a Fusus Core device will allow the Police Department to
ingest the cameras and alerts into the Police Department's Real Time Crime Center;
and
WHEREAS, the State of California Multiple Award Schedule (CMAS) provides a
streamlined and cost-effective procurement process by leveraging pre-negotiated
pricing and pre-approved vendors, ensuring compliance with state contracting
guidelines; and
WHEREAS, utilizing a CMAS contract eliminates the need for a formal bid process,
reducing administrative burdens and expediting project timelines while maintaining
transparency and fairness;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
approves a State of California Multiple Award Schedule (CMAS) contract with Jeffrey S.
Peterson Co. and authorizing the City Manager to sign the contract for the purchase
and installation of a Bosch security camera and gunshot detection system in the amount
of$192,697.15 and the purchase of a Fusus Core device in the amount of$4,662.11.

Scope of Jeffrey S Peterson Co.proposes to provide and install a complete Bosch Surveillance Security System for the
Work: City of Campbell Community Center located at 1 W. Campbell Avenue, Campbell, CA. The Surveillance
Security System will consist of One(1)DIVAR IP All-In-One 7000 Management Appliance equipped w/
216TB of storage providing a minimum of I year of recorded video footage.All designated cameras will be
hardwired and connected to Gigabit POE ethernet switches throughout the Community Center and uplinked
to the existing Local Area Network infrastructure.A wireless ethernet bridge will be installed to west
parking lot light pole and connected to power box(provided by others) providing connectivity for Pan-Tilt-
Zoom camera and Multi-Directional Antenna to cover parking lot and sidewalk areas.A wireless ethernet
bridge will be installedfrom west parking lot light pole to skate park to provide connectivity for two Multi-
Imager cameras to cover skate park and restroom surroundings. There will be four Gun Shot Detection
cameras strategically located throughout Community Center for "active"alerts to First Responders in the

Terms and Conditions
A. LIMITED WARRANTY
1. Equipment.All equipment,materials,parts,components,and peripheral equipment("Equipment"),described in the scope of
work and supplied and/or installed by Jeffrey S.Peterson pursuant to the attached Agreement,are warranted to be free of defects under
normal use for the period of the manufacturer's written warranty.All assignable manufacturers'warranties applicable to such Equipment
will be assigned to the Client upon installation.Any extended warranty available from the manufacturer of such Equipment may be made
available to the Client.All equipment warranties are subject to,and limited by,the terms and conditions imposed by the written
warranties extended by the respective manufacturers of the Equipment.
2. Labor. All labor and/or services("Labor"),provided by Jeffrey S.Peterson as described in the Scope of Work and provided
pursuant to the attached Agreement,is warranted to be performed in a competent and professional manner,and be free of defects under
normal use for one(1)year from the date such labor is provided.
3. Repair or Replace. Except as otherwise provided in the Manufacturer's written warranties,within the Limited Warranty periods
set forth above,as to any defects in Equipment and/or Labor installed or supplied by Jeffrey S.Peterson pursuant to the attached
Agreement,the extent of Jeffrey S.Peterson's liability is limited to the repair or replacement of such Equipment with similar item,free
from defects in question,or the re-performance of such services without such defects.
4. No Consequential Damages. In no event shall Jeffrey S.Peterson be liable for any incidental or consequential damages arising
from or related to any alleged defect in the Equipment and/or Labor.Jeffrey S.Peterson shall have no responsibility for,nor any other
liability or warranty for,defects,damages,or delays caused by the actions or inactions of persons or entities not affiliated with Jeffrey S.
Peterson,or caused by,or attributable to any reason beyond Jeffrey S.Peterson control.
5. No Other Warranties.The Limited Warranties provided herein are exclusive of,in lieu of,and the Client hereby waives,any and
all other warranties,guarantees,remedies,or liabilities,expressed or implied,arising by law or otherwise,including,without limitation,
any warranty of merchantability,or fitness for a particular use.The Limited Warranty is only effective upon the Client's payment in full
of all sums due to Jeffrey S.Peterson pursuant to the attached Agreement.This Limited Warranty cannot be extended,altered,or voided,
except by written agreement signed by Jeffrey S.Peterson and Client.
B. Limitation of Actions. Jeffrey S.Peterson shall be relieved of all obligations and liability under this Limited Warranty if Client
fails to report the defect,in writing,to Jeffrey S.Peterson within twenty(20)days after such defect becomes reasonably apparent.No
action,including,without limitation to,contract and/or tort actions,relating to the Equipment and/or Labor supplied and/or performed by
Jeffrey S.Peterson,may be brought by the Client more than one(1)year after the cause of action for same accrues.
C. Payment Terms. Unless otherwise specified in the attached Agreement,payment of all amounts that are due to Jeffrey S.Peterson
are due when each invoice is rendered.Invoices remaining unpaid after thirty(30)days from the date of invoice shall bear interest at the
rate of one and one-half(1.5%)per month.Jeffrey S.Peterson reserves the right to suspend all work if Client's account becomes
materially past due.By executing the attached Agreement,client also agrees to pay ALL costs incurred by Jeffrey S.Peterson to collect
the amounts due to Jeffrey S.Peterson but not limited to:legal fees,in-house attorney costs and fees,collection service costs,etc.
D. Creation of Lien. It is expressly understood and agreed by Client that a mechanic's lien in favor of Jeffrey S.Peterson shall be
created against the property where the Equipment and/or Labor are installed or provided.Said lien shall take effect immediately upon the
installation of such Equipment and/or Labor.Jeffrey S.Peterson agrees that the said lien will not be recorded or foreclosed unless Client
fails to timely pay for the Labor and Equipment furnished by Jeffrey S.Peterson.
E. Condition of Premises: Client shall bear full responsibility for the condition of the building and premises in which said Labor
and/or Equipment is to be installed.Client shall make any and all alterations or repairs to said building or premises that are reasonably
necessary to accommodate such installation,and shall provide reasonable and adequate access to said premises.
F. Non-assignable. The rights and duties and Client and Jeffrey S.Peterson cannot be assigned by either party,without the advance
written consent of the remaining party to the attached Agreement,which consent shall not be reasonably withheld.
G. Governing Laws. This Limited Warranty and the attached Agreement shall be governed by,and in accordance with the laws of
the State of California where such Equipment and/or Labor was/is supplied by Jeffrey S.Peterson.

As part of the National Defense Authorization Act, Section 889 (NDAA 889), United
States government agencies are prohibited from procuring covered
telecommunications and video surveillance equipment from select manufacturers. The
Bosch GSA schedule provides an accurate list of products that are currently both
NDAA and TAA compliant. Additional products not currently listed on the Bosch GSA

Bosch video systems are installed in the highest level of federal government facilities
and select products have been confirmed for reliability and functionality through the
Department of Defense and Department of Homeland Security test agencies.
All Bosch IP cameras are offered with artificial intelligence (Al) as a built-in standard.
Their Al capabilities enable them to understand what they're seeing and to add
meaning to captured video with metadata. Machine learning technology enables
tailoring the camera's built-in Video Analytics to detect the things that matter most.
The cameras integrate seamlessly with Bosch products from across the portfolio as

Early detection of perimeter breaches can be challenging for operators monitoring
standard raw video, and they can miss important events. Bosch is a leader in the
development of commercial off-the-shelf(COTS) solutions for perimeter intrusion
detection systems (PIDs) that use video sensors to automatically detect and alert to
line crossing, area breaching, objects left behind, and loitering. Using a combination of
thermal and moving cameras provides long-distance detection for early intervention in
critical areas and the ability to automatically track objects or people as they move
throughout the area. These capabilities are possible using a complete solution from
Bosch or by integrating Bosch cameras with third-party offerings. PID solutions
incorporating Bosch products are field proven in U.S. federal government applications
around the world.
