A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
AMENDING THE CLASSIFICATION AND SALARY SCHEDULE TO ADD THE
ECONOMIC DEVELOPMENT MANAGER CLASSIFICATION
WHEREAS, The City Manager is required by Section 2.12.030 of the Campbell Municipal
Code to prepare and submit to the City Council recommendations for the reorganization of
offices, departments, and positions which are considered to be in the best interest of
efficient, effective and economical conduct of the municipal services provided by the City;
and
WHEREAS, Title 2, Section 2.16.020 of the Campbell Municipal Code provides that the
City Council may, from time to time, by resolution, change the compensation of employees
of said City, and may, by resolution, adopt salary and wage scales; and
WHEREAS, on April 2, 2024, the City Council adopted a new Economic Development Plan
intended to create a vibrant, resilient and diversified economy in Campbell fostering
business growth, creating local jobs, and increasing tax revenue; and
WHEREAS, the City Council subsequently adopted the City's Fiscal Year 2024-2025
Budget which included funding to hire an Economic Development Manager to oversee the
implementation of the 2024 Economic Development Plan and manage economic
development programs within the City; and
WHEREAS, in accordance with Section 3.0 (Classification Plan) of the City's Personnel
Rules and Regulations, staff has drafted a proposed job specification and salary range for
the Economic Development Manager classification;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does
hereby approve adding a new job classification and salary range for an Economic
Development Manager position to the City's Classification and Salary Schedule.

ECONOMIC DEVELOPMENT MANAGER
DEFINITION
Under direction of the City Manager or the City Manager's designee, plan, develop, organize,
implement, and administer the City's economic development programs, plans, activities, policies,
and procedures related to the Economic Development Division. This position is responsible for
economic development programs, including business attraction, business retention/expansion,
small business assistance, and marketing/communications, including collaboration with other City
divisions and departments, businesses, community organizations, City management, and
stakeholders.
TYPICAL DUTIES
• Develop and maintain a business-friendly climate in the City through processes and
procedure which are responsive to the needs of the business community;
• Develop and implement the goals, objectives, policies,and priority recommendations of
the City's Economic Development Plan;
• Represent the City and establish and maintain positive working relationships with
representatives of community organizations, non-profits, business organizations, state
and local agencies and associations, city staff, and the general public;
• Develop and oversee a City-wide business retention,and expansion program to retain and
attract businesses that are compatible with the community and with the key drivers of the
City's economy;
• Work closely with other City departments to identify barriers for businesses locating,
expanding or doing business in Campbell;
• Work with property owners, prospective tenants, brokers and investors, and developers
to match available vacant and underutilized properties with desired commercial and
industrial business activities; ,
• Identify, pursue, and oversee grant and alternative funding opportunities that leverage City
resources for economic development activities;
• Assist with the preparation of the Economic Development Division operating budget; assist
in budget implementation; participate in the forecast of additional funds needed for
staffing, equipment, materials, contract services, and supplies; and administer approved
budget;
• Stay abreast on pertinent local, State and Federal regulations that affect businesses and
economic development;
_ • Provide consistent communication with businesses„ property owners, stakeholders,
broker networks, developers and investors. Provide technical assistance, tools, and
techniques used for commercial and downtown revitalization and redevelopment;
• Manage economic development tools including GIS mapping systems, demographic
research and real estate data gathering tools, and Customer Relationship Management
(CRM) systems or tracking systems;
• Identify, monitor, develop, and analyze data to assess market trends, issues, and
opportunities that expand tax revenues and support business expansion;
• Recommend revisions to City ordinances and policies to assist business operations in the
City's economic centers and other business corridors to improve economic conditions,
functionality, aesthetics and public safety;
• Plan, prepare, and implement marketing strategies and promotions, special events and
activities, and business assistance services for the City's Downtown, commercial, and
industrial areas; and
• Perform other related duties as required.
. EMPLOYMENT STANDARDS
Education and Experience: Equivalent to a Bachelor's degree from an accredited college or
university in business administration, public administration, urban
planning, economics, or a closely related field; and, five years of
increasingly responsible experience in economic development, real
estate financing and development, redevelopment, and planning,
including one year of supervisory responsibility. A Master's degree
in a related field may be substituted for one year of the required
experience. Experience working in or with the public sector is
highly desirable.
Knowledge of:
• Principles, practices; policies and current trends of public administration, economic
development, land use, real estate development, and redevelopment;
• Pertinent Federal, State, and local rules and regulations related to economic development,
public land acquisition, and redevelopment;
• Federal, State, and local programs and resources for economic development and
business assistance;
• Joint public and private sector approaches and techniques to stimulate economic activity
in urban areas;
• Techniques used for commercial and downtown revitalization and redevelopment;
• Public financial reporting, budgeting, fiscal and economic analysis for development and
policy impacts;
• Public tax revenue monitoring;
• Principles and practices of business correspondence and report writing;
• Principle and practices of public information and marketing such as social media, web
pages, and email distribution lists;
• Principles and practices of organization, administration, budget, leadership and personnel
management; and
• Principles and practices of workplace safety.
Ability to:
• Organize, direct, and implement comprehensive economic development programs;
• Implement all strategic initiatives and priority actions of the City's Economic Development
Plan;
• Prepare and administer an operating budget;
• Conduct complex economic and market analysis;
• Negotiate and manage professional consulting service contracts;
• Establish and execute comprehensive work plans in a timely and competent manner;
• Prioritize assignments and workload appropriately and respond to deadlines effectively;
• Make oral presentations, as needed, to clearly convey information and concepts;
• Develop effective marketing, and outreach materials;
• Exercise good judgment and sound decision making;
• Problem-solve and implement creative solutions;
• Supervise and mentor staff, and exercise informal authority to build consensus and foster
innovation at all levels;
• Establish and maintain a positive and effective working relationships with those contacted
in the course of work;
• On a continuous basis, sit at desk and in meetings for long periods of time;
• Intermittently twist to reach equipment surrounding desk;
• Perform simple grasping and fine manipulation;
• Communicated effectively, both orally and in writing; and
• Lift or carry weight of 30 pounds or less.
