CC Resolution 13242 - Market Adjustments for Specified Classifications Within Represented Labor Groups
RESOLUTION NO. 13242 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL AMENDING THE CITY OF CAMPBELL'S CLASSIFICATION AND SALARY SCHEDULE TO INCLUDE ADJUSTMENTS TO JOB CLASSIFICATIONS WITHIN REPRESENTED LABOR GROUPS THAT ARE BELOW LABOR MARKET MEAN, AS SPECIFIED. WHEREAS, Government Code Sections 20636 and 7522.34 and California Code of Regulations Sections 570.5 and 571.1 require that the City's pay rates be reported pursuant to a publicly available pay schedule that has been duly approved and adopted by the employer, in accordance with applicable public meeting laws; and WHEREAS, Title 2, Section 2.16.020 of the Campbell Municipal Code provides that the City Council may, from time to time, by resolution, change the compensation of employees of said City, and may, by resolution, adopt salary and wage scales; and WHEREAS, pursuant to Memorandum of Understanding (MOU)s negotiated in 2022 with Campbell Municipal Employees Association (CMEA), Campbell Police Civilian Employees Association (CPCEA), and Carpenters Local 405/Northern California Carpenters Regional Council (CARP), in year 3 of the respective contracts, a total compensation study was required to be performed; and, benchmarked classifications that were found to be below the labor market mean would be adjusted to the labor market mean; and WHEREAS, the results from the total compensation studies with CMEA, CPCEA and CARP included three job classifications that were below the labor market mean — Dispatcher, Lighting & Traffic Signal Technician, and Maintenance Worker II; and WHEREAS, the compensation adjustments to the Classification and Salary Schedule and their effective dates are set forth below; Labor Group Position(s) %of Effective Date of Adjustment Requiring Adjustment Adjustment CMEA NONE N/A N/A CPCEA Dispatcher .72 % 1st PPD in September 2024 CARP Lighting&Traffic 5.46 % 15t PPD Including July 1, 2024 Signal Tech CARP Maintenance Worker .11 % 1st PPD Including July 1, 2024 I I NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does hereby approve the attached Classification and Salary Schedule (Exhibit A) which adjusts the compensation for those classifications identified in the table above as below the labor market mean; and, per previous City Council Resolution 13242, adds a new job classification and salary range for an Economic Development Manager position.
