2024.11.26 PC Min PLANNING COMMISSION REGULAR MEETING MINUTES Tuesday, November 26, 2024 I 7:00pm City Hall Council Chamber CALL TO ORDER The Regular Planning Commission meeting of November 26, 2024, was called to order at 7:00 pm by Chair Zisser, and the following proceedings were had to wit. ROLL CALL Staff Present: Rob Eastwood, Director Victoria Thompson, City Attorney Larissa Lomen, Assistant Planner Roger Storz, City Engineer COMMUNICATIONS Two Desk Items for Item 1. Came in late, and were amended to the November 26, 2024 Planning Commission Agenda posted online, and emailed to the Commissioners. AGENDA MODIFICATIONS OR POSTPONEMENTS None. ORAL COMMUNICATIONS Planning Commissioners Present: Alan Zisser, Chair Matt Kamkar, Vice Chair Adam Buchbinder Michael Krey Cori Majewski Davis Fields Planning Commissioners Absent: Maggie Ostrowski Campbell Planning Commission Meeting Minutes – November 26, 2024 Page 2 of 4 This portion of the meeting is reserved for individuals wishing to address the Planning Commission on matters of community concern that are not listed on the agenda. In the interest of time, the Chair may limit speakers to five minutes. Please be aware that State law prohibits the Commission from acting on non-agendized items, however, the Chair may refer matters to staff for follow-up. No members of the public came forward to speak PUBLIC HEARING Commissioners Zisser, Krey, and Majewski disclosed visiting the project site. Chair Zisser also disclosed residing within 500 feet of the site but stated that, as a renter and not the property owner, there is no legal conflict requiring recusal, as confirmed by the City Attorney. 1. 90 E. Latimer Avenue – Minor Housing Development Permit Project and Tentative Vesting Subdivision Map (Resolution/Roll Call Vote) – Reso 4726 Public Hearing to consider the application by Granite Ridge Properties to allow the construction of 20 townhome units across four buildings and creation of 20 private lots and two common lots, with associated site improvements; and use of Density Bonus Law waivers and a concession from the Zoning Code and Multi-Family Development and Design Standards (MFDDS), on property located at 90 E. Latimer Avenue. The application(s) under consideration includes a Minor Housing Development Project Permit and Tentative Vesting Subdivision Map, with use of Density Bonus Law (DBL) submitted under an SB-330 preliminary application filed in compliance with Government Code § 65941.1. File No.: PLN- 2024-92. Staff is recommending that this item be deemed Categorically Exempt from CEQA. Planning Commission action is final unless appealed in writing to the City Clerk within 10 calendar days. Project Planner: Larissa Lomen, Assistant Planner. Recommended Action: That the Planning Commission adopt a Resolution approving a Minor Housing Development Project Permit and Tentative Vesting Subdivision Map with use of Density Bonus waivers and a concession. Summary of Discussion: • Commissioners discussed the project's compliance with multifamily design standards, setbacks, and height requirements. • Public concerns included privacy, parking impacts, and the project’s compatibility with the neighborhood's character. • Staff clarified state law limits the Commission’s discretion, particularly under the Housing Accountability Act and Density Bonus Law. • Environmental studies confirmed the project would not exceed CEQA thresholds, and stormwater treatment systems were incorporated into the design. Motion: Upon motion by Commissioner Krey, seconded by Commissioner Kamkar, the Planning Commission motioned to approve A Minor Housing Development Project Permit with use of Density Bonus Law (DBL) waivers and a Concession from the Campbell Planning Commission Meeting Minutes – November 26, 2024 Page 3 of 4 Zoning Code and Multi-Family Development and Design Standards (MFDDS) to allow construction of 20 townhome units across 4 buildings, with associated site and landscaping improvements; and a Vesting Tentative Subdivision Map to allow creation of 20 residential lots, 2 common lots, and related public and private easements, on Property located at 90 E. Options Concerning the Site and Architectural Review Committee (SARC) The Commission reviewed a staff report discussing potential modifications to the SARC process, including: 1. Restricting SARC reviews to commercial and industrial projects. 2. Moving SARC evaluations earlier in the process to identify design issues without delaying project approval. Summary of Discussion: • Commissioners noted SARC reviews often duplicate Planning Commission discussions, causing unnecessary delays. • Staff emphasized the importance of early-stage feedback on projects in areas with clear design guidelines, such as the downtown core. • Suggestions included streamlining SARC to focus on significant projects and aligning it with the city’s multifamily development standards. Action: The Commission directed staff to draft ordinance revisions combining the two primary options—limiting SARC to certain projects and shifting its input to earlier stages in the review process. This proposal will be included in a larger ordinance package expected to be presented next month. 3. Report of the Community Development Director Director Eastwood provided updates on: • The city’s housing goals and compliance with state mandates. • An upcoming ordinance addressing SARC and other procedural revisions. • Wishing the Commission and staff a Happy Thanksgiving.
