A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
COMMENDING TODD CAPURSO FOR CLOSE TO TWELVE YEARS OF SERVICE
WITH THE CITY OF CAMPBELL UPON HIS RETIREMENT
WHEREAS, In June 2013, Todd Capurso joined the City of Campbell as the Public
Works Director; and
WHEREAS, Todd has made an impact in local government public service for 38 years
including 22 years in the City of San Jose as Deputy Director of Public Works, 5 years
as Director of Parks and Public Works in the Town of Los Gatos, and close to 12 years
in the City of Campbell as Director of Public Works; and
WHEREAS, In Campbell, Todd built a supportive culture in which each member of staff
in the Department is valued and treated with respect; bringing out the best in everyone
who worked with him; and
WHEREAS, Todd emphasized the importance of coordination across the organization,
internal and external; and
WHEREAS, Todd upheld the City of Campbell's Mission Statement to maintain a safe
and pleasant environment, and provide the efficient delivery of public services in a
professional and timely manner; and
WHEREAS, Todd successfully managed to deliver on Council Priorities; and
WHEREAS, under the Long Term Land Use Planning and Housing Priority, Todd
represented Campbell in long range regional transportation planning efforts as a regular
member of the Valley Transportation Authority (VTA) Technical Advisory Committee,
involved in engaging the community in establishing a plan to create land use and
transportation standards for the Campbell Village Neighborhood Plan, and guided the
development of the Citywide Parks and Recreation Facilities Master Plan; and
WHEREAS, under the Measure 0 Priority, Todd managed the conceptual design and
implementation of the Police Operations Building and renovation Campbell Library; and
WHEREAS, under the Financial Stability Priority, Todd spearheaded the
comprehensive Inventory and Condition Assessment of all City Facilities and supported
staff in seeking and managing grant funds for projects that would benefit the community;
and
WHEREAS, under the Sustainability Priority, Todd implemented water conservation
strategies including turf conversion projects and irrigation controller upgrades for the
Community Center and sports fields, provided support to the Solid Waste Management
Authority with the new solid waste hauler agreement and associated requirements,
provided support to the West Valley Clean Water Authority when implementing the
regional stormwater permit, spearheaded the Energy Services Companies (ESCO)
contract to improve and identify energy conservation and decrease operations and
maintenance costs of City infrastructure; and
WHEREAS, under the Community Health and Safety, Todd spearheaded the effort to
create the City's first Traffic Calming Program which was adopted by the City Council in
2016 to establish policies and procedures for residential neighborhoods when
requesting for traffic calming measures; and
WHEREAS, as an advocate for well maintained parks and trails, Todd has been a huge
supporter of the City's annual Arbor Day, Keep America Beautiful as well coordinating
volunteer park clean-up projects with the City of San Jose; and
WHEREAS, Todd's professional contributions to the well-being of public facilities in
Campbell, San Jose, and Los Gatos are legacies to be enjoyed by future generations;
and
WHEREAS, Todd has demonstrated a high regard for the service and commitment to
improving the City of Campbell organization and the community of Campbell; and
WHEREAS, Under Todd's leadership, he has left the Public Works Department in a
position to better address future challenges.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell
does hereby express its appreciation to Todd Capurso for 12 years of dedicated,
professional, and valuable service to the Campbell community and its best wishes for a
fulfilling retirement.
