I researched the muni code as it applies to a sales permit, and I found it does cover the sale of certain components. The term "repair" can often be mistaken for the term modification. This is a residence, and the applicant claims that the firearms will be brought to his house for repair, from the customer’s place. Planning does not restrict this type of use in a residence.
