CALL TO ORDER
The Regular Planning Commission meeting of January 14, 2025, was called to order at 7:00 pm by
Chair Kamkar, and the following proceedings were followed

1. Approval of Minutes of December 10, 2024 (Roll Call Vote)
Recommended Action: That the Planning Commission approve the regular meeting
minutes of December 10, 2024.

NEW BUSINESS
2. Parks and Recreation Master Plan Presentation
➢ Staff presentation by Recreation and Community Services Director
Natasha Bissell, Recreation and Community Services Director, presented the draft Parks
and Recreation Master Plan. Main discussion points included:
• The plan is a 10-year framework for parks, recreation, and open space, focusing on
priorities like funding, facility upgrades, and accessibility.
• Community engagement included surveys, focus groups, workshops, and online
prioritization tools.
• Health equity and access mapping identified areas with limited park accessibility.
• Key recommendations include revitalizing the community center pool, expanding
passive parks, and forming partnerships with local schools.
Commissioner Discussion: Commissioners commended the thoroughness of the plan and
highlighted the importance of balancing long-term maintenance needs with community demands
for new amenities. They emphasized equitable access to parks in underserved areas, sustainable
funding strategies, and clear prioritization of projects. Concerns were raised about the need for

actionable health equity initiatives and the feasibility of implementing partnerships with local
schools.
3. Receive presentation on new State Land Use and Housing Laws
➢ Staff presentation by Senior Planner Rose
Planning staff provided an overview of significant new state legislation affecting land use
and housing, including:
• SB 450: Amends SB-9 to further streamline single-family home permits and
standardizes development standards.
• SB 1123: Amends SB-684, which allowed up to 10 units on single-family lots under
specific conditions.
• SB 1211: Removes uncovered parking requirements and further reduced accessory
dwelling unit (ADU) restrictions, including allowing up to 8 ADUs on a multi-family
property.
• AB 894: Requires “unbundling” of parking and enables shared parking
arrangements within 2,000 feet of underutilized spaces.
Staff is working on comprehensive ordinances to align local codes with state
requirements. Public hearings will follow before implementation.
Commissioner Discussion: Commissioners expressed concerns about the potential
impacts of SB 1123 on single-family neighborhoods and the challenges of balancing
housing density with community character. They supported the permit streamlining
measures under SB 450 but emphasized the need for proactive public communication to
ensure transparency. Parking challenges stemming from AB 894 were also discussed, with
suggestions for leveraging shared parking agreements where feasible. Overall,
commissioners encouraged staff to implement the legislative changes thoughtfully and
consistently. Staff also indicated that the City Council had adopted an interim ordinance
to implement SB-450.
4. Receive presentation on Planning Commissioner Training and Onboarding
➢ Staff presentation by CDD Director
Community Development Director Rob Eastwood conducted a training session:
• Reviewed commissioner responsibilities, the Brown Act, and the importance of
transparency in decision-making.
• Emphasized maintaining equity of information, avoiding conflicts of interest, and
adhering to the city’s code of conduct.

• Encouraged participation in the upcoming Planning Commissioners Academy in
March for professional development.
Commissioner Discussion: Commissioners appreciated the refresher training and suggested
incorporating case studies to better understand decision-making processes. They emphasized the
importance of staying updated on legislative changes and requested additional training on
specific topics, such as accessory dwelling unit (ADU) regulations and urban lot splits. Concerns
were raised about ensuring clear communication with the public and maintaining impartiality
during deliberations.
5. Report of the Community Development Director
➢ Community Development Director Rob Eastwood provided the Director’s report:
• Commissioner Davis and Commissioner Majewski will be attending the Planning
Commissioners Academy at the upcoming League of California Cities conference.
• City is moving towards having Commissions and Board workplans adopted by City
Council. The Planning Commission will review and provide input on their work plan
in the next few months.
