I have reviewed the documentation attached to your memo of June 10, 1996. Based on this
information and a site visit, I have the following observations:
1.
Based on the information by Hughes Dental Care, the maximum number of parking
spaces appears to be approximately 20: 5 for doctors, 5 for patients being served, 5
for next hour patients, and 5 for support staff. The requirement would be 30 spaces
if each doctor served 2 patients at once, which apparently is not realistic these days.
2.
I have only one question concerning the the data collection and methodologies
contained in the parking analysis performed by Barton-Aschman. The counts were
done when the office space was not fully leased, and the occupancy data should be
adjusted to reflect the occupancy factor. However, even with such an adjustment, I
am certain that there would be at least three empty parking spaces throughout the day.
My concern is not with the parking analysis but its relevance. The nearest parking
space in the office/restaurant complex at 250-286 E Hamilton is 650 feet away from
the front door of the 100 E. Hamilton building. It would be difficult if not impossible
to have three patients utilize spaces in this lot. This shared-parking arrangement
works on paper but in real life probably would not be used. The only way that it
would work would be to have three designated employees pa(in this lot. And those
who drew the short straws not only would not be pleased but probably would not park
in the lot. The intervening lots hold two restaurants. As the number of parking
spaces for Golden West is more than the parking lot is supposed to support, there is
no likelihood of obtaining shared-parking at this location. And the other restaurant,
Carrows, probably is also not interested in a shared-parking arrangement.
What most likely will happen is that patients/employees will utilize street parking on
Esther Avenue if the off-street lot is full. I see no problem with considering parking
spaces in front of commercial property that is currently not being utilized. There is
space for approximately 6 spaces on the west side of Esther and one space on the east

side. These spaces would more than offset the three deficient spaces.
My recommendation is that the 150 feet on the west side of Esther be considered in the
calculation of parking spaces for the facility, which would allow the facility to meet its
parking requirement. This recommendation is based on the small number of deficient spaces
(three) and the anticipated parking demand (20) being less than the number of on-site spaces
(27). I would suggest placing residential parking signs where residential lots begin and end,
respectively, for the southbound and northbound directions so that any potential parking
impacts could be mitgated. I would also suggest that the applicant provide $500 to the City
so that it can perform an on-site parking study approximately three months after occupancy
to assess whether or not any parking problems exist. If entering into a shared-parking
arrangement with the Hamilton Business Park would ease the process administratively for
project approval, I would have no objection; but, as indicated, it would likely have no impact
on where employees or customers parked.

vations, Exhibit B entitled Development Schedule, Exhibit C entitled Map

All parking and driveway areas to be developed in compliance with
Section 21.50 of the Campbell Municipal Code. All parking spaces
to be provided with appropriate concrete curbs or bumper ~uards.
Underground utilities to be provided as required by Section
20.16.070 of the Campbell Municipal Code.
Plans submitted to the Building Department for plan check shall
indicate clearly the location of all connections for underground
utilities including water, sewer, electric, telephone and tele-
vision cables, etc.
Sign application to be submitted in accordance with provisions of
the Sign Ordinance for all signs. No sign to be installed until
application is approved and permit issued by the Building Depart-
ment (Section 21.68.030 of the Campbell Municipal Code).
Ordinance No. 782 of the Campbell Municipal Code stipulates that
any contract for the collection and disposal of refuse, garbage,
wet garbage and rubbish produced within the limits of the City of
Campbell shall be made with Green Valley Disposal Company. This
requirement applies to all single-family dwellings, multiple apart-
ment units, to all commercial, business, industrial, manufacturing,
and construction establishments.
Trash container{s) of a size and quantity necessary to serve the
development shall be located in area{s) approved by the Fire De-
partment. Unless otherwise noted, enclosure{s) shall consist of
a concrete floor surrounded by a solid wall or fence and have
self-closing doors of a size specified by the Fire Department.
All enclosures to be constructed at grade level.
Applicant shall comply with all appropriate State and City re-
quirements for the handicapped.
Noise levels for the interior of residential units shall comply
with minimum State (Title 25) and local standards as indicated
in the Noise Element of the Campbell General Plan.
Applicant is hereby notified that he will be required to pay
Park Dedication In-Lieu Fee which will be assessed at the time
the subdivision map is submitted.
STANDARD FIRE HAZARD ABATEMENT COMMENT: The applicant is hereby notified that
the property is to be maintained free of any combustible trash, debris and weeds,
until the time that actual construction commences. All existing structures shall
be kept secured by having windows boarded up and doors sealed shut, or be demolish-
