Dear Ms. Carroll:
The Community Development Director has conditionally approved your application for a Tree Removal
Permit (PLN2004-102) to remove twenty-nine (29) Tulip trees, 6 of which have a diameter greater than
12 inches, located in a landscape area adjacent to the driveways and parking areas on property located at
3589 S. Bascom Avenue in an P-D (Planned Development) Zoning District, subject to the following
condition of approval for tree replacement:
1. The applicant is required to plant six (6) 24-inch box trees and twenty-three (23) 15 gallon trees
in the locations specified by the approved replanting plan on or before December 5, 2004.
The Tree Removal Permit has been approved based upon the City's determination, with a supporting
recommendation by a Certified Arborist, that the Tulip trees are diseased or planted in restricted planting
areas and thus cannot be controlled or remedied through reasonable preservation and/or preventative
procedures and practices such that the public health or safety requires their removal. ,
It is recommended that the tree be removed by persons who are experienced and bonded for the removal
of trees and that the stumps be ground out and the roots removed so there will not be re-growth of the
trees,
This approval is final in 10 calendar days, unless an appeal is received in writing at the City of Campbell
City Clerk's Office, 70 N. First Street, Campbell, on or before Fridav. November 5. 2004 at 5:00 p.m.
The trees may not be removed until after the 10-day appeal period has passed and no appeals have been
received.

NOTICE OF TREE REMOVAL PERMIT APPLICATION
Notice is hereby given that the Community Development Director of the City of
Campbell has received an application for a Tree Removal Permit (PLN2004-136) to
remove (29) twenty-nine diseased Tulip trees, of which (6) six trees have trunk diameters
greater than 12 inches, located in landscape areas adjacent to driveways and parking
areas on property located at 3589 South Bascom Avenue (Hidden Lane Homeowners
Association) in an P-D (Planned Development) Zoning District (see map on reverse). If
the tree removal application is approved, the owner shall be responsible to replant these
trees with 24 inch and 15 gallon trees that are more appropriate for the associated
landscape areas. The applicant has submitted an arborists report identifying these trees as
diseased and or planted in restricted areas, thus necessitating their removal.
The Community Development Director will be rendering a decision after 10 calendar
days from the date of this notice. Any comments regarding this application must be
submitted to the Community Development Department before 5 :00 p.m. on Monday,
November 1,2004. Questions or comments regarding the proposed tree removal may be

I.
Call to Order: The meeting was called to order at 6: 16 pm by Ron Zuccaro, Board
President others present were Nick Labash Karen Rathmell and Qiana Carroll.
II. Additions/ Deletions to the Agenda: Ron Zuccaro adds Speed Bumps under pending business

Approval of Minutes: The Board reviewed the minutes as presented by Management.
Karen Rathmell motions to approve the minutes as presented, Ron Zuccaro seconds the
motion and the minutes are unanimously approved.
Pending Business
A. Tree Removal Bid: The tree removal bid was reviewed by the Board prior to the meeting.
The Bid addresses the removal of the diseased trees throughout the property. This work
will include the cost of stump grinding, removal and replanting. Karen Rathmell motions
to approve the bid for tree removal Ron Zuccaro seconds the motion and the motion is
unanimously approved. The proposal will be processed by MA and MA will coordinate
the work with the tree company.
B. Amended Tree Bid: This item was removed from the agenda as the Board made the
decision to approval the tree work in its entirety.
C. Gutter Cleaning: Management presented the Board with a proposal for gutter cleaning
from Commercial Gutter. The Board discussed the gutter cleaning work that was
completed last year. Karen Rathmell motions to approve the Bid as presented. Ron
Zuccaro seconds the motion and the motion is unanimously approved. The Board requests
that MA have Draeger go out to perform a post cleaning gutter inspection to make sure the
gutters are secure and if not nail and or seal them as necessary. MA to coordinate gutter
inspection work with Draeger.
D. Landscape Proposal: Management presented the Board with a proposal to create a border
of flowers in front of the sign for Hidden Lane. The proposal was submitted by Little
Varmints Landscaping in the amount of$518.42. Karen Rathmell motions to approve the
proposal as presented, Nick Labash seconded the motion and the motion was unanimously
approved. MA to process Little Varmints proposal via work order.
E. Document Revision: MA provided the Board with information received from the Attorney
regarding the CC&R revision. There are still 5 yes votes needed to enable the attorney to
push the documents through the courts. MA suggests that they perform a target mailing
that will go out to new homeowners and homeowners who did not return previous ballots
to obtain the needed votes.
F. Comcast UPDATE: MA met with Comcast on property today to discuss the driveway
trenching and the cable box repair. MA obtained information on who to contact when
there is problems on the property stemming from work that Comcast is performing on the

property. Management informed Comcast that they would need to provide notice of any
work to be done on property prior to the work beginning.
G. Power Washing: This item was tabled until the tree work has been completed.
H. Hearing Notice Unit 31: The Board decided that the vehicle for this unit would be towed
immediately if found parked in the fire lane or in front of the garage area.
1. Newsletter Articles: No Homeowner Planting, existing planting will be removed unless
claimed by Sept 30, 2004 Speeding, Vendors on Property, Maintenance of Backyard
Areas, Towing, Unit Maintenance (Blinds)
J. Speed Bumps: Ron Zuccaro request that MA obtain a bid to perform asphalt resealing and
speed bump installation throughout the property.
New Business: There was no new business discussed at this meeting.
Schedule Next Meeting: The next regular Board meeting was scheduled for Tuesday,
September 21,2004 poolside at 6:00 p.m.
Adjournment: There being no further business before the Board the meeting was adjourned
at 8:15 p.m.
