The following items need to be addressed prior to the issuance of a building permit: 1. Site Plan - The site plan submitted is incomplete and does not meet the submittal requirements. The following information needs to be included on the site plan: a. Property Dimensions - Indicate the property dimensions as they appear on the recorded map. Our records indicate the lot dimensions are 70 feet by 145.50 feet. b. Revised project summary to reflect the correct property size, lot coverage, and floor area ratio calculations. c. Distance from centerline of adjacent street to the property line. d. All trees with a trunk diameter larger than four inches and if any trees are proposed to be removed as part of this project. e. Indicate all detached accessory structures and if they are to be removed or retained. 2. Elevations - The following information needs to be included on the elevations: a. Existing and proposed construction. b. Window placement on the floor plan does not correspond with the windows on the elevations. Details regarding the window style and window trim treatments should be detailed on the plans. These architectural elements should match the existing home unless the entire exterior elevation is being replaced to match the new addition. Please illustrate the extent of the new brick veneer and window trim/window styles for the addition. d. The exterior building materials and colors of the addition shall match the existing exterior building materials and colors. Provide details on the elevations that indicate this requirement. 3. Architecture - The following requests are intended to ensure compliance with the San Tomas Area Neighborhood Plan Design Guidelines: a. Staff recommends that the new roof on the new second floor addition be changed to a gabled roof to match the existing roof forms of the home. b. To reduce the privacy impacts on the adjacent southern property, staff recommends that the bathroom window facing the southern property be removed. 4. Fences: As discussed in my previous letter dated March 11, 2002, the non- conforming fence in the front yard area will need to be brought into conformance with the Section 21.59.090 of the Campbell Municipal Code. A Fence Exception may be requested to keep the fence in its current configuration or the fence will need to be modified to meet the requirements. The property is presently zoned R-I-I0 and is located in the San Tomas Neighborhood, which is subject to the development standards and design guidelines of the San Tomas Area Neighborhood Plan (ST ANP). The proposed development will require site and architectural approval by the Community Development Director. The Planning Division completed the review of the pre-application and has the following comments regarding the proposal: I. Plans: I have enclosed a checklist that indicates all the information that is required by the Planning Division to be shown on the plan submittal for your Building Permit. These plans shall include a high level of detail and if needed should be prepared by a licensed architect. 2. Project Summary: A project summary should be provided on the title sheet of the plans. The project summary should include existing and proposed square footage and a lot coverage and floor area ratio calculation. 3. Trees: Please indicate the size and species of all existing trees on your site plan and if any trees are proposed to be removed as part of this project. 4. Fences: Pursuant to Section 21.59.090 of the Campbell \1unicipal Code, a fence not exceeding six feet in height may be allowed no closer than 15 feet from the front property line and is permitted up to and along the side and rear property lines, exclusive of the required IS-foot front yard setback. Our records indicate that a Fence Exception was never approved for this non- conforming fence; therefore, a Fence Exception may be requested to keep the fence in its CUITent configuration or the fence will need to be modified to meet the requirements. 5. Architecture: The following requests are intended to ensure compliance with the San Tomas Area Neighborhood Plan Design Guidelines: . The design of homes should avoid long unarticulated wall planes, especially on two-story elevations. Changes within the wall plane can be accomplished when one of the forms is setback several feet. Staff recommends that the second floor addition be setback from the first floor addition on the front elevation to better articulate this wall plane. The first floor roof on the southern elevation can be carried around the comer to the front eleyation to tie the two roofs together. . Staff recommends that the roof on the front and rear eleyations be hipped to eliminate the awkward transition between the existing roof and the new roof and to minimize the perceived height and mass of the addition. . Most privacy impacts are due to the number, placement, and size of second floor windows. In order to reduce privacy impacts on the adjacent home, the second floor windows along the southern elevation should be remoyed. . Architectural elements of additions should be compatible with the existing home. Details regarding the use of exterior building materials and colors, roof material, window style, and window treatments should be indicated on the plans. All of these architectural elements should match the existing home unless the entire exterior elevation is being replaced to match the new addition. Your application was distributed to the Public Works Department, Building Diyision, Planning Division, County Fire Department, and the City's Architectural Adyisor. In addition to the Planning Diyision and Architectural Advisor's comments contained in this letter, please find enclosed comments and preliminary conditions of approyal from the Building Diyision and Public Works Department. Work in the Public Right-of-Way: Prior to doing any work in the public right-of-way, the applicant shall obtain an encroachment permit, proyide plans, pay fees and deposits, post security, and provide insurance. 2. Water Meter(s) and Sewer Cleanout(s): Existing and proposed water meter(s) and sewer c1eanout(s) shall be installed on private property behind the public right-of-way line. 3. Utilities: All new on-site utilities shall be installed underground per Section 20.36.150 of the Campbell Municipal Code for any new or remodeled buildings or additions.
