THE CITY OF CAMPBELL, GRANTING A SITE AND
ARCHITECTURAL APPROVAL TO ALLOW THE

After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as follows
with respect to application PLN2001-30:
1. The proposed project is consistent with the R-I-IO (Single family residential, 10,000 square
foot minimum lot size) Zoning District, as required per the Zoning Ordinance and the San
Tomas Area Neighborhood Plan.
2. The proposed project is well designed and is architecturally compatible with the surrounding
neighborhood and with the San Tomas Area Neighborhood.
3. The development of the property will result in a density of 2.5 dwelling units per gross acre,
which is consistent with the General Plan density of less than 3.5 dwelling units per gross
acre for this area.
Based upon the foregoing findings of fact, the Planning Commission further finds and concludes
that:
1. The proposed project is consistent with the City's General Plan.
2. The proposed project, as conditioned, will aid in the harmonious development of the
immediate area.
The applicant is hereby notified, as part of this application, that he/she is required to meet the
following conditions in accordance with the ordinance of the City of Campbell and the State of
California. The lead department with which the applicant will work is identified on each
condition where necessary. Additionally, the applicant is hereby notified that he/she is required
to comply with all applicable Codes or Ordinances of the City of Campbell and the State of

1. Approved Project: Approval is granted for a Site and Architectural Review Permit to allow
the construction of a new 4,002 square foot two-story, single-family residence at 1355
Burrows Road. Project approval shall substantially comply with project plans that were
received by the Planning Department on March 20, 2001, except as rnodified by the
Conditions of Approval herein.
2. Architectural Details:
a. Prior to issuance of building permits, the applicant shall provide details of the building
materials including a window and door schedule.
3. Site and Architectural Approval Expiration: The Site and Architectural approval (PLN2001-
30) for this project is valid for a period of one (1) year from the Planning Commission
approval. All conditions of approval specified herein must be completed within one year
from the date of approval, or the permit shall be void.
4. Permits Required: A building permit application shall be required for the proposed structure.
The building permit shall include ElectricallPlumbinglMechanical fees when such work is
part of the permit.
5. Construction Plans: The conditions of Approval shall be stated in full on the cover sheet of
construction plans submitted for building permit.
6. Size of Plans: The maximum size of construction plans submitted for building permits shall
be 24 inches by 36 inches.
7. Soils Report: Two copies of a current soils report, prepared to the satisfaction of the
Building Official, containing foundation and retaining wall design recommendations shall be
submitted with the building permit application. This report shall be prepared by a licensed
civil engineer specializing in soils mechanics.
8. Site Plan: Application for building permit shall include an accurate site plan that identifies
property and proposed structures with dimensions and elevations as appropriate. The site
plan shall also include site drainage details.
9. Foundation Inspections: A pad certificate prepared by a licensed civil engineer or land
surveyor shall be submitted to the project building inspector upon foundation inspection.
This certificate shall certify compliance with the recommendations as specified in the soils
report and the building pad elevation and on-site retaining wall locations and elevations are
prepared according to approved plans. Horizontal and vertical controls shall be set and
certified by a licensed surveyor or registered civil engineer for the following items:

10. Title 24 Energy compliance: California Title 24 Energy Compliance forms CF-lR and MF-lR shall
be blue-lined on the construction plans. 8% by 11 calculations shall also be submitted.
11. Special Inspections: When a special inspection is required by u.B.c. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to
the Building Official for approval prior to issuance of the building permits, in accordance
with u.B.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from
the Building Inspection Division Counter.
12. Non-Point Source Pollution Control: The City of Campbell, standard Santa Clara Valley
Non-point Source Pollution Control Program specification sheet shall be part of plan
submittal. The specification sheet (size 24" by 36") is available at the Building Division
service counter.

15. Property Maintenance: The property is to be maintained free of any comb;,¡stible trash, debris
and weeds until the time that actual construction commences. Any vacant existing structures
shall be secured, by having windows boarded up and doors sealed shut, or be demolished or
removed from the property (Section 11.201 and 11.414, 1985 Ed. Uniform Fire Code).

16. Parking and Driveways: All parking and driveway areas shall be developed in compliance
with the standards in Chapter 21.50 of the Campbell Municipal Code.
17. Tree Protection Plan: The applicant shall submit a tree protection plan in accordance with
the City's Water Efficient Landscape Guidelines (WELS) and the Tree Preservation
Ordinance to indicate how trees to be retained on site will be protected during construction,
prior to issuance of building permits.
18. Landscaping: The applicant shall be required to provide a minimum of one (1) tree per 2,000
square feet of net lot area of the subject property. Existing trees within the net lot area of the
subject property shall be included in the total. All new trees shall be planted within the net
lot area and shall be noted on plans to be submitted to the Community Development
Department prior to issuance of building permits and shall be located to minimize privacy
impacts on adjacent properties.
19. Demolition of Existing Structures: All existing structures (including the existing single-
family residence and storage shed) on the subject property shall be removed before the
Certificate of Final Occupancy will be issued for the new residence.
20. Removal of Existing Non-conforming Fence in Front Yard: The existing non-conforming
fence (due to excessive height) in the front yard shall be removed before the Certificate of
Final Occupancy will be issued for the new residence.
PUBLIC WORKS DEPARTMENT
21. Water Meter(s) and Sewer Cleanout(s): Existing and proposed Water Meter(s) and Sewer
Cleanout(s) shall be installed on private property behind the public right-of-way line.
22. Utilities: All new on-site Utilities shall be installed underground per Section 20.36.150 of
the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant
shall comply with all plan submittals, permitting, and fee requirements of the serving utility
companIes.
23. Utility Installation Plan: Prior to issuance of building permits for the site, the applicant shall
submit a Utility Installation Coordination Plan and Schedule for approval by the City
Engineer for installation of street improvements and/or abandonment of all utilities. Streets,
which have been resurfaced within the previous 5 years, will require boring and jacking for
all new utility installations. Applicant shall also prepare pavement restoration plans for
approval by the City Engineer prior to any utility installation or abandonment.
24. Storm Drain Area Fee: Prior to issuance of any grading or building permits for the site, the
applicant shall pay the required Storm Drain Area fee which is $2,000 per acre.

25. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination
System (NPDES) permitting requirements and the California Storm Water Best Management
Practices handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley
Water District and the City of Campbell Municipal Code regarding Storm Water Pollution
Prevention.
26. Reimbursements: Prior to issuance of any grading or building permits for the site, the
applicant shall reimburse the City for previously constructed public improvements along the
property frontage.
27. Site Plan: Upon submittal of a formal application, the developer shall provide a complete
and accurate Site Plan in accordance with the Planning Division's checklist.

DISCUSSION
Applicant's Proposal: The applicant is requesting approval of a Site and Architectural Review
Permit to allow the construction of a new two-story, single-family residence at 1355 Burrows
Road. The project site is located on the west side of Burrows Road, directly across from the
intersection of Burrows Road and Steinway Avenue. The project site is surrounded by single-
family residences.
Background: An existing 1,477 square foot single-story residence with an attached garage that
was built in approximately 1930 will be demolished.
ANAL YSIS
General Plan Designation: The General Plan land use designation for the project site is Low
Density Residential (less than 3.5 units per gross acre). The density of the proposed project site
is 2.5 units per gross acre, which is consistent with the General Plan land use designation.
The project site is located in the San Tomas Neighborhood and is subject to the San Tomas
Neighborhood Area Plan (STANP) development guidelines. Staff finds the proposal consistent
with the development guidelines.
Zoning Designation: The zoning designation for the project site is R-l-lO (Single-Family
Residential, 10,000 square foot minimum lot size). The proposed project is consistent with the
zoning designation and meets the minimum setbacks, height restriction, lot coverage, building
area, floor area ratio and parking requirements of the R-I-I0 Zoning District.
Site Layout and Architecture: The proposed project includes the development of a two-story
residence with an attached three-car garage on the subject property. The front entry and garage
doors of the home face Burrows Road.
The proposed residence utilizes hip roof forms, stucco exterior and composition shingle roofing.
Additional architectural features include multi-paned window treatments on all windows
surrounding the house, ledgestone masonry veneer, and a large front porch with ledgestone
veneer columns and hipped porch roof. Staff finds that the building design is consistent with the
design criteria of the San Tomas Area Neighborhood Plan.
The residence will have a 48-foot front yard setback to the porch and a 59-foot setback to the
garage and front living area. Other setbacks provided include a 67- to 71- foot rear yard setback,
and side yard setback that range from 13 to 24 feet 6 inches on the south side and 12 to 22 feet 8
inches on the north side.

The proposed colors for the home include a light beige color and a cream colored trim. The roof
will be a medium brown color.
Trees/Landscaping: There are fourteen existing trees on site. Two existing pine trees are
proposed for removal due to poor health; they do not meet the species criteria to be protected
under the City's Tree Protection Regulations. Eight trees are required to be present on the site
under the San Tomas Area Neighborhood Plan and the existing trees meet this requirement.
Street Improvements: Standard street improvements (curb, gutter and sidewalks) were installed
on Burrows Road recently and a Condition of Approval requires the applicant to reimburse the
City for the previously constructed public improvements along the property frontage.
Site and Architectural Review Committee: The Site and Architectural Review Committee
reviewed this application at its meeting of March 27, 2001, and is supportive of the submitted
plans with the following changes:
1. The ledgestone treatment on the front façade should be added to the bottoms of the porch
columns;
2. Window sills should be added to the windows on all four elevations; and,
3. The driveway should be colored concrete, or other decorative treatment.

My husband and I bought our home in June of 1993, a small home, one bedroom, about
1000 square feet, on a good size lot. We have been very happy. Our yard is like a park
(people tell us). Recently, August of99 we added to our family a child. Since that time
the three of us have been sharing our one bedroom home. After much discussion my
husband and I have finally decided on a floor plan for our new home.
We have decided to place the new house almost center of our lot, which brings the front
of the new house, just to the back of our current home. We will live in our current home
until just prior to the final. At which time (with much pleasure) we will tear down the
existing house and move into the new home. We live on a busy street and plan to have
more children. For safety as well as nose we have the house 59 feet from the street and
still have 70 feet of backyard.
We plan to start the building of our new home a few days after permits are issued. So,
May 15,2001 is our target date. Of course we would like to have our final in 6 months
but expect it to be about 9 months. Completion target date February/March 2002. My
husband is a general contractor and will be acting as such during this project.
We have included with our plans the views to each neighbor as well as front and back
views and the materials we propose to use. We have also taken the time to speak with
most of our neighbors and will have spoken with all by April 10, 2001. Thus far we have
had no objections and expect none.
We are very excited to start and complete our home.
