Pre-Application - 2003September 22, 2003 Mr. Ami Molaie The Floor Center 1311 Camden Avenue Campbell, CA 95008 Re: Preliminary Application File No.: PRE2003-44 -1311 Camden Avenue Dear Mr. Molaie: Thank you for your submittal of a preliminary application for the construction of an addition to an existing retail building located at 1311 Camden Avenue. The subject property is presently zoned C-2-S (Central Commercial) and is designated as Central Commercial on the City's General Plan Land Use Map. The construction of an addition requires approval of a Site and Architectural Approval Permit and would go to the Planning Commission for consideration at a public hearing. This process takes approximately 45-60 days. Your application was distributed to the Public Works Department, Building Division, Planning Division and the County Fire Department. In addition to the Planning Division's comments contained in this letter, please find enclosed comments from the Building Division and Public Works Department. Please note that these comments are meant to be preliminary. Conditions of approval from each department would be developed when a formal application is submitted. The Planning Division has the following comments regarding your proposal: 1. Parking/Driveways: The proposed retail/storage building would generate a parking demand of 21 parking spaces (one space per each 200 square feet) whereas your site plan depicts 14 parking spaces. The Planning Commission has the authority to vary parking standards for specific uses. Your application needs to demonstrate a lesser parking demand for your use and may restrict the specific usage of the building in the future. 2. Landscaping: Typically ten percent of a commercial industrial site is landscaped. A landscaping percentage was not provided as a part of the submittal. Additionally, no rear elevation of the building has been provided. A concern is expressed that the rear of the proposed building may overwhelm the adjacent convalescent use to the rear. Preliminary Title Report: Prior to issuance of any grading or building permits for the site, the applicant shall provide a current Preliminary Title Report. 2. Right-of-Way for Public Street Purposes: Prior to issuance of any grading or building permits for the site, the applicant shall cause additional right-of-way to be granted for public street purposes along the Camden A venue frontage to accommodate adequate right- of-way. The applicant shall cause all documents to be prepared by a registered civil engineer/land surveyor, as necessary, for the City's review and recordation. 3. Street Improvements: Prior to issuance of any grading or building permits for the site, the applicant shall execute a street improvement agreement, cause plans for public street improvements to be prepared by a registered civil engineer, pay various fees and deposits, post security and provide insurance necessary to obtain an encroachment permit for construction of the standard public street improvements, as required by the City Engineer. The fee for a non-utility encroachment permit application is currently $260.00. The plans shall include the following: a. Removal of existing driveways, and curb, gutter and sidewalk related to driveways. b. Install two (2) ADA compliant driveways. c. Remove and replace damaged sidewalk areas. d. Replace street light with new street light, conduits, conductors, and related facilities in accordance with the City of Campbell's Street Lighting Policies. e. Construction of conforms to existing public and private improvements, as necessary. 4. Water Meter(s) and Sewer Cleanout(s): Existing and proposed water meter(s) and sewer cleanout(s) shall be installed on private property behind the public right-of-way line. Utilities: All new on-site utilities shall be installed underground per Section 20.36.150 of the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant shall comply with all plan submittals, permitting, and fee requirements of the serving utility companIes. 6. Utility Coordination Plan: Prior to issuance of building permits for the site, the applicant shall submit a utility coordination plan and schedule for approval by the City Engineer for installation and/or abandonment of all utilities. Streets that have been resurfaced within the previous five years will require boring and jacking for all new utility installations. Applicant shall also prepare pavement restoration plans for approval by the City Engineer prior to any utility installation or abandonment. 7. Grading and Drainage Plan: Prior to issuance of any grading or building permits for the site, the applicant shall conduct hydrology studies based on a ten-year storm frequency, prepare an engineered grading and drainage plan, and pay fees required to obtain necessary grading permits. The plans shall comply with the 1998 edition of the California Building Code including Chapters 10, 11, 18,33, and Appendix Chapter 33. 8. Drainage System: Prior to occupancy clearance, the applicant shall refurbish, remodel, and reconstruct the on-site drainage system, as necessary, to demonstrate that the facilities are functioning normally in accordance with the requirements of the City. 9. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building permits, the applicant shall comply with the National Pollution Discharge Elimination System (NPDES) permitting requirements, the California Storm Water Best Management Practices Handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley Water District requirements, and the City of Campbell Municipal Code regarding storm water pollution prevention. The City will provide the applicant with information to assist in complying with this condition of approval. The primary objective is to improve the quality and reduce the quantity of storm water runoff to the Bay. 10. Lot Line Adjustment: Prior to issuance of any grading or building permits for the site, the applicant shall submit a lot line adjustment application for approval by the City Engineer. The current application processing fee is $750. 11. Vacation of Public Street and Easements: Prior to issuance of any grading or building permits for the site, the applicant shall submit a vacation of excess right-of-way application for approval by the City Engineer.
