Pre-App-Adult Day Care - 2003January 15, 2004 Mr. Oleg Kinder, President Golden Castle ADHC Center 1137 San Antonio Road, Suite B Palo Alto, CA 95008-1423 Subject: PRE2003-63 540 Division Street - Adult Day Care Facility Dear Mr. Kinder, Thank you for your pre-application submittal for the establishment of an adult day care facility of approximately 13,556 square feet within an existing office/industrial building of approximately 35,540 square feet. The referenced property is zoned C-M (Controlled Manufacturing) and is designated as a Research and Development land use by the city's General Plan. A Conditional Use Permit would be required to establish your business at this location. The establishment of a day care use requires approval of a Conditional Use Permit within any zoning district. A Conditional Use Permit is a mechanism, whereby the Planning Commission may consider uses on a case by case basis at a public hearing and may impose conditions to ensure compatibility with neighboring uses. The Planning Commission in its review of the Conditional Use Permit must find that the site is adequately improved to accommodate the proposed use and that the use is compatible with other neighboring uses. Issues of adequate parking and access as well as compatibility with surrounding uses would need to be addressed. The Community Development Department is not supportive of this proposed facility at this location. This conclusion is based upon findings that: 1. The day care use is not located in reasonable proximity to other community facilities and is isolated in this research and development neighborhood; 2. That there may be some inherent conflicts with other permitted uses in this zoning district in that manufacturing, warehousing, and processing uses are permitted in the Controlled Manufacturing District; and 3. That the building was not originally design to accommodate a day care use for 100 adults as proposed and does not provide desirable amenities for such a facility as outdoor areas, windows and easy access to the facility. PLAN PREPARATION: This project requires plans prepared under the direction and oversight of a California licensed Engineer or Architect. Plans submitted for building permits shall be "wet stamped" and signed by the qualifying professional person. 5. SITE PLAN: Application for building permit shall include a competent site plan that identifies property and proposed structures with dimensions and elevations as appropriate. Site address and parcel numbers shall also be clearly called out. Site parking and path of travel to public sidewalks shall be detailed. 6. TITLE 24 ENERGY COMPLIANCE: California Title 24 Energy Standards Compliance forms shall be blue-lined on the construction plans. We are submitting this pre-application for consideration of a Conditional Use Permit to allow an Adult Day Care Facility with a licensed capacity of one hundred participants to operate at 540 Division Street, a 13,556 square feet space (part of larger 35,540 square feet facility). The elderly population in the United States will increase tremendously in the next 20 years. It is projected that in California this population will increase by 154% by the year 2020. By 2010, 1 in 5 Californians will be age 60 or over and 1 in 62 will be more than 85 years old. Given these statistics, the need for outpatient healthcare service will grow significantly. Facilities providing adult day health services are licensed community based day programs providing a variety of health, recreational and social services. The program stresses partnership with the participant, the family, the physician, and the community in working towards maintaining personal independence for the older adults. An availability of these services benefits the community by allowing the older adults' access to needed services in their local community and preventing inappropriate and/or personally undesirable institutionalization. Thus allowing the person to remain in their and community. The establishment of this program will not negatively impact the neighboring properties because it does not create a nuisance or increase traffic in the surrounding neighborhoods. Each Adult Day Center program has a multidisciplinary team of healthcare professionals who conduct a comprehensive assessment of each potential participant to determine and plan the Adult Day Center services needed to meet individual needs. On a typical day, participants arrive at the Center by 9:00 am (via the Center's transportation resources), have breakfast and participate in the exercise program. Throughout the remainder of the day participants take part in the Center's activities, such as table games, English classes, exercise program, social services, outings, etc. The day concludes with lunch at 1 :OOpm after which participants are transported home. The program operates Monday through Friday from 8am to 2pm. The program provides transportation for participants from their home and back. The California Department of Health Services licenses each program and the California Department of Aging administers the program. Services provided by the program include medical services, social services, recreational program, meals and transportation. The Center will employ approximately ten full-time staff members. Golden Castle ADHC Cer'o_I' Page 2 Adult Day Center clientele includes older adults who require services to restore and maintain optimal capacity for self-care. Majority of these clients live independently and are ambulatory. Impact on traffic and parking needs is minimal since approximately ninety percent of the participants are brought to the Center by the Center's vehicles. The remainder is transported by family members or drive themselves. The adjacent uses are predominately administrative offices and distribution sites.
