Pre-Application for a permit to allow the conversion of an office building into a
church and approval of a second story addition
Dear Mr. Hwang,
Thank you for your preliminary application for the establishment of a church and a second story
addition to an existing commercial building at 1570 La Pradera Drive.
The project site is located in a P-O (Professional Office) Zoning District and the General Plan
Designation is Professional Office.
Your application was distributed to the Public Works Department, Building Division, Planning
Division, and the County Fire Department. Comments from the Building Division, Public
Works Department and the County Fire Department are attached. Below, please find comments
from the Planning Division. Please note that these are intended as preliminary only and
additional comments and requirements may be forthcoming with a formal application submittal.
Zone Change:
Churches are not listed as a permitted use within the Professional Office zoning district.
Churches, however, are permitted within the P-F (Public Facilities) Zoning District. subject to
approval of a conditional use permit. To pursue a church on this property the following
applications would need to be processed:

A General Plan Amendment - Land use change from Professional Office to Public
Facilities
A Zone Change from P-O (Professional office) to P-F (Public Facilities) and
A Conditional Use Permit application requesting approval to establish a church at this
location. The Conditional Use permit application would incorporate an architectural
approval to allow the proposed building addition.

Land Use Change:
A change in the land use and zoning is not supported for this property. The mid-block location
of this property and its proximity to single family residential uses does not create a desirable
land use pattern nor a desirable residential interface and consequently staff would not support
such a change.
Parking
The site plan within the Planning Division's records indicate the provision of 11 on-site
parking spaces. The proposed assembly hall could accommodate up to 106 persons (one person
for each 7 square feet). The parking requirement for 106 seats in a fixed seating arrange would
require the provision of 27 parking spaces at a ratio of one parking space for each four seats.
Consequently, the site appears to be significantly under parked for this church use.
This analysis additionally, does not take into consideration the proposed second floor nor the
other rooms on the ground floor without specified uses.
Traffic
Potential traffic and spillover parking will be an issue with this project. A more detailed traffic
analysis may be required as part of the Conditional Use Permit application.

COMMENTS
It is understood that there will be a change of use or significant exterior improvements. The
street pavement is in poor condition and scheduled to receive an AC overlay ion FY 02/03. It is
understood that no new utilities will be installed. The curb, gutter, sidewalk, and driveway
approach were recently repaired by the City in accordance with Project No. 02-72. The tree roots
were also trimmed.
PUBLIC WORKS DEPARTMENT PRELIMINARY CONDITIONS OF APPROVAL
1.
Street Improvements: Prior to issuance of any permits or clearances for the site, the
applicant shall execute a street improvement agreement and shall cause plans for public
street improvements to be prepared by a registered civil engineer, pay various fees and
deposits, post security and provide insurance necessary to obtain an encroachment permit
for construction of the standard public street improvements, as required by the City
Engineer. The fee for a non-utility encroachment permit application is currently $255.00.
The plans shall include the following:
a. Removal of the existing non-compliant driveway approach and installation of a new
ADA-compliant approach.
b. Construction of conforms to existing public and private improvements, as necessary.
2.
Utilities: All new on-site utilities shall be installed underground per Section 20.36.150 of
the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant
shall comply with all plan submittals, pennitting, and fee requirements of the serving utility
companIes.
3.
Drainage System: Prior to occupancy clearance, the applicant shall refurbish, remodel, and
reconstruct the on-site drainage system, as necessary, to demonstrate that the facilities are
functioning normally in accordance with the requirements of the City.

Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination
System (NPDES) permitting requirements and the California Storm Water Best
Management Practices Handbook prepared by the Storm Water Quality Task Force, Santa
Clara Valley Water District and the City of Campbell Municipal Code regarding storm
water pollution prevention.
The City will provide the applicant with information to assist in complying with this
condition of approval. The primary objective is to improve the quality and reduce the
quantity of storm water runoff to the Bay.
5.
Site Plan: Upon submittal of a formal application, the developer shall provide a complete
and accurate site plan in accordance with the Planning Division's checklist.

Note: No building code issue has been reviewed at Development Review Conunittee; it will be reviewed in the
Building Permit process. Please be aware that building codes are changing constantly; plans submitted for building
permit shall comply with the code in effect at that time. Submit permit application together with required
documents to the Building Inspection Division to obtain a building permit. No construction can be conunenced
without an appropriate building permit.
It is reconunended that this item be forwarded to the Planning Conunission for review, with the following

PERMITS REQUIRED: A building permit application shall be required for the proposed
alterations to the existing structure. The building permit shall include
ElectricallPlumbinglMechanical fees when such work is part of the permit.
2.
CONSTRUCTION PLANS: The conditions of Approval shall be stated in full on the cover sheet
of construction plans submitted for building permit.
3.
SIZE OF PLANS: The minimum size of construction plans submitted for building permits shall
be 24 in. X 36 in.
4.
PLAN PREPARATION: This project requires plans prepared under the direction and oversight
of a California licensed Engineer or Architect. Plans submitted for building permits shall be "wet
stamped" and signed by the qualifying professional person.
5.
SITE PLAN: Application for building permit shall include a competent site plan that identifies
property and proposed structures with dimensions and elevations as appropriate. Site plan shall
also include site drainage details. Site address and parcel numbers shall also be clearly called out.
Site parking and path of travel to public sidewalks shall be detailed.
6.
TITLE 24 ENERGY COMPLIANCE: California Title 24 Energy Standards Compliance forms
shall be blue-lined on the construction plans. Compliance with the Standards shall be
demonstrated for conditioning of the building envelope and lighting of the building.

SPECIAL INSPECTIONS: When a special inspection is required by URc. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to the
Building Official for approval prior to issuance of the building permits, in accordance with URC
Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from the Building
Inspection Division Counter.
The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control Program
specification sheet shall be part of plan submittal. The specification sheet (size 24" X 36") is
available at the Building Division service counter.
TITLE 24 ACCESSIBILITY - COlvlMERCIAL: On site general path of travel shall comply with
the latest California Title 24 Accessibility Standards. Work shall include but not be limited to
accessibility to building entrances from parking facilities and sidewalks.
10.
TITLE 24 ACCESSIBILITY - COMMERCIAL: Projects seeking to use the Title 24 Hardship
exemption clause shall blue-line completed, City of Campbell "20%" exemption form on
submitted construction plans. Form is available at Building Division service counter.
13.
APPROVALS REQUIRED: The project requires the following agency approval prior to issuance
of the building permit:
a. West Valley Sanitation District
b. Santa Clara County Fire Department
c. Bay Area Air Quality Management District (Demolitions Only)

The Church in Santa Clara/ A Brief History
The Church in Santa Clara was established in September, 1994, after
much prayer and fellowship among its members, and began to meet near Benton
St. and Lawrence Expressway in Santa Clara. At that time, the congregation
totaled nearly 100 members; there were appox. 50 English-speaking and 50
Chinese-speaking believers who began to meet as the church in Santa Clara.
Since that time, the congregation has enjoyed the rich blessing of the Lord and
continues to see a constant increase in membership. In the fall of 1997, a
Spanish speaking meeting was begun in order to accommodate those fluent in
Spanish and in 1998, a Korean speaking meeting was added, as well. Today,
church membership totals more than 200 functioning members who meet in four
different languages to worship and serve the living God.
We are Christians who have received the Lord Jesus Christ and have been
regenerated with the very life of God to be His children. According to 2 Peter, we
are partakers of the divine nature. As Christians, we are, above all, believers. We
believe in the Bible, in God, in Christ, in the Holy Spirit, and in God's redemption
and salvation. Also, we believe that membership in the Body of Christ is based
upon regeneration with the divine life and is, therefore, organic.
We believe the Scriptures are the divinely inspired Word of God, revealing
God's eternal purpose for man.
We believe that God is one, yet He is three. He is the three-one or Triune
God. He is the Father, Son and Spirit, Who reaches man as the life-giving Spirit.
We believe that our Lord's death on the cross accomplished an all-inclusive
redemption for fallen man that we may be returned to our original owner, God.
We have been fully redeemed according to 1 Peter 1:18-19. Christ's redemption
issues in our salvation, a salvation not merely from eternal perdition, but much
more a living salvation in life (Romans 5: 10). Our salvation is the very God,
whom we lost through the fall of Adam, becoming our eternal portion for us to
enjoy! To participate in this salvation, one need only to repent and believe.
In addition, according to John 4, we meet regularly to worship God and to
enjoy the very presence of the Lord Jesus.
We warmly invite you to come and visit us on Sunday morning at
3550 Benton St. in Santa Clara. Our 11:00 a.m. fellowship meeting
focuses on the mutual speaking of all the members, centering on the
Word of God. We have classes for children up through the age of junior
high school. We look folWard to meeting you and your family.
. The property will be used as Christian church with the regular church services:
(1) Sunday worship - from 1O:00AM - 13:00PM. About 35-40 adults. Held every
week.
(2) Tuesday prayer meeting - 7:30PM - 9:00PM. About 10-15 adults and 3-5
children. Held every week.
(3) Sunday school -- from 10:00AM - 13:00PM. About 10-15 children. Held at the
same time with Sunday worship.
. The assembly hall area is about 745 square feet and will be setup with movable
chairs. Various rooms are used as children classroom, book room and office.
