Dear Mr. Kittler:
Thank you for your submittal of a preliminary application for the establishment of a personal
training facility in an existing commercial building on the referenced property. The subject
property is presently zoned P-D (Planned Development) and is designated as mixed use area
allowing residential/office and commercial/retail uses on the City's General Plan Land Use Map.
The proposed use is a permitted use in this zoning district assuming that the proposed training use
is on a one on one fitness training basis and by appointment. This determination is based upon an
interpretation that your personal training use is similar to a beauty salon that provides personal
commercial services.
If the training facility changes to a class format without an appointment basis a Conditional Use
Permit will be required.
1. Conditional Use Permit: Projects in a P-D Planned Development Zoning District with an
estimated construction cost of less than 50 thousand dollars may be considered under a
Conditional Use Permit process. The conditional use permit approves the proposed use, site
plan, elevations, and landscape plan for the subject property. The purposes of the Conditional
Use Permit review is to allow consideration of uses on a case by case basis. This approval
process takes into to consideration the location of the use as well as on-site improvements.
An application for a Conditional Use Permit is enclosed. A processing tim~ of 45-60 days is
typical for a Conditional Use Permit and requires consideration by the Planning Commission
through a public hearing process.
2. Building Permits: Please submit plans to the building department for any interior structural or
mechanical changes.
3. Parking: The proposed training facility typically would require one parking spaces for each
200 square feet in gross building area. Your proposed 2143 square foot space would generate
a parking demand of 11 parking spaces.
4. Signing: It is recommended that signing for the businesses be incorporated into the building
design and be building mounted versus freestanding. A sign permit will be required for new
signage.
5. Business License: Please obtain a city business license.

RECOMMENDATION:
Note: No building code issue has been reviewed at Development Review Committee; it will be reviewed in the
Building Permit process. Please be aware that building codes are changing constantly; plans submitted for
building permit shall comply with the code in effect at that time. Submit permit application together with
required documents to the Building Inspection Division to obtain a building permit. No construction can be
commenced without an appropriate building permit.
It is recommended that this item be forwarded to the Planning Commission for review, with the following
conditions.
TO THE SA TlSF ACTION OF THE BUILDING DIVISION MANAGER/BUILDING OFFICIAL:
1.
PERMITS REQUIRED: A building permit application shall be required for the proposed Tenant
Improvements to the (e) structure. The building permit shall include
Electrical/Plumbing/Mechanical fees when such work is part of the permit.
2.
CONSTRUCTION PLANS: The conditions of Approval shall be stated in full on the cover
sheet of construction plans submitted for building permit.
3.
SIZE OF PLANS: The minimum size of construction plans submitted for building permits shall
be 24 in. X 36 in.
4.
PLAN PREPARATION: This project requires plans prepared under the direction and oversight
of a California licensed Engineer or Architect. Plans submitted for building permits shall be
"wet stamped" and signed by the qualifying professional person.
5.
SITE PLAN: Application for building permit shall include a competent site plan that identifies
property and proposed structures with dimensions and elevations as appropriate. Site plan shall
also include site drainage details. Site address and parcel numbers shall also be clearly called
out. Site parking and path of travel to public sidewalks shall be detailed.
6.
TITLE 24 ENERGY COMPLIANCE: California Title 24 Energy Standards Compliance forms
shall be blue-lined on the construction plans. Compliance with the Standards shall be
demonstrated for conditioning of the building envelope and lighting of the building.

SPECIAL INSPECTIONS: When a special inspection is required by U.B.C. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to the
Building Official for approval prior to issuance of the building permits, in accordance with
U.B.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from the
Building Inspection Division Counter.
The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control Program
specifteationsheet shall be part of plan submittal. The specification sheet (size 24" X 36") is
avàilab1e at the Building Division service counter.
TITLE 24 ACCESSffiILITY - COMMERCIAL: On site general path of travel shall comply
with the latest California Title 24 Accessibility Standards. Work shall include but not be limited
to accessibility to building entrances'fi:omparking facilities and sidewalks.

TITLE 24 ACCESSIBILITY - COMMERCIAL: Projects seeking to use the Title 24 Hardship
exemption clause shall blue-line completed, City of Campbell "20%" exemption form on
submitted construction plans. Form is available at Building Division service counter.
11.
APPROV ALS REQUIRED: The project requires the following agency approval prior to
issuance of the building permit:
a. West Valley Sanitation District
b. Santa Clara County Fire Department

The intended use for the above said address is to develop a private, by appointment only,
one on one Fitness Training Studio. We will carry 2 employees. We will service up to 10-
12 people maximum on a hourly rotational basis. We will not be offering memberships
or teaching classes. Our business combines preventative health care management with
nutrition and exercise. We focus on educating our clients while helping them to redevelop
their bodies both internally and externally. We give these sessions on a hourly basis.
There will be no other intended use for this site.
