Thank you for your submittal of a preliminary application for the establishment of a rock
climbing and fitness facility of approximately 25,000 square feet in an existing commercial
building on the referenced property. The subject property is presently zoned C-I-S
(Neighborhood Commercial) and is designated as a Neighborhood Commercial Land Use on the
City's General Plan Land Use Map.
The proposed use is a permitted use in this zoning district, subject to approval of a Conditional
Use Permit. This determination is based upon an interpretation that your training use is
considered an indoor commercial recreation facility.
The training facility as described in your application would accommodate 25-30 employees and
would operate Monday - Friday 6 am to 10 pm and Saturdays and Sundays 10 am to 6 pm. The
number of patrons and customers was not given. A number of issues are identified below
regarding the establishment of your use at this location.
a) The building height limitation in the C-I-S Zoning District is 35 feet. Your
description indicates the need to construct a 40 foot wall which would be problematic
due to this height limitation. Staff is not supportive of an increase in the existing
building height due to compatibility with surrounding uses.
b) Fitness facilities typically have provided parking at a ratio of 1 parking space for
each 200 square feet of building area (125 parking spaces). Parking is provided at a
ratio of 1 parking space for each 239 for this center or (105 parking spaces). This
results in a sub-standard parking situation.
A training facility or gym typically would require one parking spaces for each 200
square feet in gross building area for a commercial recreation type of use. Your use
permit application needs to address the parking provided for your use as well as the
anticipated parking demand. An analysis of a similar training facilities and their
parking needs would help for the Planning Commission in its review of this issue.
c) The shopping center currently has an indoor batting cage facility and a computer
training school in close proximity to your proposed use. A concentration of similar
uses can accentuate the parking demand at this location.

d) The commercial viability of a shopping center is contingent upon a desirable mix of
retail and service uses. The City is concerned regarding the potential reduction of
retail uses at this location in the shopping center.
Conditional Use Permit: The conditional use permit approves the proposed use, site plan, and
elevations for the subject property. The purposes of the Conditional Use Permit review are to
allow consideration of use on a case by case basis. This approval process takes into to
consideration the location of the use as well as on-site improvements. The typical processing
time of 45-60 days is required for a Conditional Use Permit and requires consideration by the
Planning Commission through a public hearing process.
Your pre-application was routed to the Fire Department, the Public Works Department and the
Building Division. The comments and conditions from these departments are enclosed.

RECOMMENDATION:
Note: No building code issue has been reviewed at Development Review Committee; it will be reviewed in the
Building Permit process. Please be aware that building codes are changing constantly; plans submitted for
building permit shall comply with the code in effect at that time. Submit permit application together with
required documents to the Building Inspection Division to obtain a building permit. No construction can be
commenced without an appropriate building permit.
It is recommended that this item be forwarded to the Planning Commission for review, with the following
conditions.
TO THE SATISFACTION OF THE BUll.DING DIVISION MANAGER/BUll.DING OFFICIAL:
1.
PERMITS REQUIRED: A building permit application shall be required for the proposed
alterations to the (e) structure for the proposed (n) use. The building permit shall include
Electrical/PlumbinglMechanical fees when such work is part of the permit.
2.
CONSTRUCTION PLANS: The conditions of Approval shall be stated in full on the cover
sheet of construction plans submitted for building permit.
3.
SIZE OF PLANS: The minimum size of construction plans submitted for building permits shall
be 24 in. X 36 in.
4.
PLAN PREPARATION: This project requires plans prepared under the direction and oversight
of a California licensed Engineer or Architect. Plans submitted for building permits shall be
"wet stamped" and signed by the qualifying professional person.
5.
SITE PLAN: Application for building permit shall include a competent site plan that identifies
property and proposed structures with dimensions and elevations as appropriate. Site plan shall
also include site drainage details. Site address and parcel numbers shall also be clearly called
out. Site parking and path of travel to public sidewalks shall be detailed.
6.
TITLE 24 ENERGY COMPLIANCE: California Title 24 Energy Standards Compliance forms
shall be blue-lined on the construction plans. Compliance with the Standards shall be
demonstrated for conditioning of the building envelope and lighting of the building.

SPECIAL INSPECTIONS: When a special inspection is required by UB.c. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to the
Building Official for approval prior to issuance of the building permits, in accordance with
U.B.C Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from the
Building Inspection Division Counter.
The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control Program
specification sheet shall be part of plan submittal. The specification sheet (size 24" X 36") is
available at the Building Division service counter.
TITLE 24 ACCESSIBILITY - COMMERCIAL: On site general path of travel shall comply
with the latest California Title 24 Accessibility Standards. Work shall include but not be limited
to accessibility to building entrances from parking facilities and sidewalks.

TITLE 24 ACCESSIBILITY - COMMERCIAL: Projects seeking to use the Title 24 Hardship
exemption clause shall blue-line completed, City of Campbell "20%" exemption form on
submitted construction plans. Form is available at Building Division service counter.
11.
APPROV ALS REQUIRED: The project requires the following agency approval prior to
issuance of the building permit:
a. West Valley Sanitation District
b. Santa Clara County Fire Department

P.G.& E.: Applicant is advised to contact Pacific Gas and Electric Company as early as
possible in the approval process. Service installations, changes and/or relocations may require
substantial scheduling time and can cause significant delays in the approval process. Applicant
should also consult with P.G. and E. concerning utility easements, distribution pole locations and
required conductor clearances.

Touchstone Climbing proposes to build a world-class indoor rock climbing and fitness facility at this
location. Touchstone will construct state-of-the-art climbing walls that reach an approximate height of forty
feet. We intend to replace a portion of the existing roof structure - approximately 25-30% - to achieve this
interior height. This project will include full locker rooms with upscale amenities, programming rooms for
activities such as yoga and indoor cycling classes, child-care facilities, weight training equipment, and
cardio workout machines. Within this project would also be included a related retail component and
potentially a café and juice bar.
