Dear Ms. Paillet:
Thank you for your submittal of a preliminary application for the establishment of a dance
training facility in an existing commerciallindustrial building on the referenced property. The
subject property is presently zoned M-I-S (Light Industrial) and is designated as an Industrial
Land Use on the City's General Plan Land Use Map.
The proposed use is a permitted use in this zoning district subject to a approval of a Conditional
Use Permit. This determination is based upon an interpretation that your training use is similar
to commercial recreation uses permitted in industrial areas.
The training facility, as described in your application, would accommodate two classrooms with
10 students maximum per class and operate Monday through Sunday from 9:30 am to 11 :00 am
and 3:00pm to 8:00pm.
Y our application was distributed to the Public Works Department, Building Division, Planning
Division and County Fire Department. In addition to the Planning Division's comments
contained in this letter, please find enclosed comments from the Building Division and County
Fire Department. Please note that these comments are meant to be preliminary. Conditions of
approval from each department will be developed when the formal application is submitted.
The Planning Division completed the review of your preliminary application and has the
following comments regarding your proposal:
1. Conditional Use Permit: The Conditional Use Permit approves the proposed use, site plan
and elevations for the subject property. The purpose of the Conditional Use Permit review is
to allow consideration of uses on a case-by-case basis. This approval process takes into
consideration the location of the use as well as on-site improvements. An application for a
Conditional Use Permit is enclosed. A processing time of 45-60 days is typical for a

Conditional Use Permit and requires consideration by the Planning Commission through a
public hearing process.
2. Building Permits: Tenant improvement plans will need to be submitted to the Building
Division after the Planning Commission's approval. Plans for a commercial and or industrial
occupancy need to be prepared by a licensed Architect or Engineer.
3. Parking: A training facility typically would require one parking space for each 200 square
feet in gross floor area for a commercial recreation use. Your use permit application needs to
address the parking provided for your use as well as the anticipated parking demand. An
analysis of a similar training facility and its parking needs would help the Planning
Commission in its review of this issue. In addition to parking, the Planning Commission will
be interested in the pick-up and drop-off function of the site as well as vehicular and
pedestrian circulation.

Note: No building code issue has been reviewed at Development Review Committee; it will be reviewed in the
Building Permit process. Please be aware that building codes are changing constantly; plans submitted for building
permit shall comply with the code in effect at that time. Submit permit application together with required
documents to the Building Inspection Division to obtain a building permit. No construction can be commenced
without an appropriate building permit.
It is recommended that this item be forwarded to the Planning Commission for review, with the following
conditions .
TO THE SA TISF ACTION OF THE BUILDING DIVISION MANAGERIBUILDING OFFICIAL:
1.
PERMITS REQUIRED: A building permit application shall be required for the proposed new
commercial tenant improvement. The application shall include all information necessary to
describe the change in use from Industrial/Commercial Use to Dance Studio Use. The building
permit shall include ElectricallPlumbinglMechanical fees when such work is part of the permit.
2.
CONSTRUCTION PLANS: The conditions of Approval shall be stated in full on the cover sheet
of construction plans submitted for building permit.
3.
SIZE OF PLANS: The minimum size of construction plans submitted for building permits shall
be 24 in. X 36 in.
4.
PLAN PREPARATION: This project requires plans prepared under the direction and oversight
of a California licensed Engineer or Architect. Plans submitted for building permits shall be "wet
stamped" and signed by the qualifying professional person.
5.
SITE PLAN: Application for building permit shall include a competent site plan that identifies
property and proposed structures with dimensions and elevations as appropriate. Site plan shall
also include site drainage details. Site address and parcel numbers shall also be clearly called out.
Site parking and path of travel to public sidewalks shall be detailed.
6.
TITLE 24 ENERGY COMPLIANCE: California Title 24 Energy Standards Compliance forms
shall be blue-lined on the construction plans. Compliance with the Standards shall be
demonstrated for conditioning of the building envelope and lighting of the building.

SPECIAL INSPECTIONS: When a special inspection is required by UB.c. Section 1701, the
architect or engineer of record shall prepare an inspection program that shall be submitted to the
Building Official for approval prior to issuance of the building permits, in accordance with U.B.C
Section 106.3.5. Please obtain City of Campbell, Special Inspection forms from the Building
Inspection Division Counter.
The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control Program
specification sheet shall be part of plan submittal. The specification sheet (size 24" X 36") is
available at the Building Division service counter.
TITLE 24 ACCESSIBILITY - COMMERCIAL: On site general path of travel shall comply with
the latest California Title 24 Accessibility Standards. Work shall include but not be limited to
accessibility to building entrances from parking facilities and sidewalks.

TITLE 24 ACCESSIBILITY - COMMERCIAL: Projects seeking to use the Title 24 Hardship
exemption clause shall blue-line completed, City of Campbell "20%" exemption form on
submitted construction plans. Form is available at Building Division service counter.
11.
APPROVALS REQUIRED: The project requires the following agency approval prior to issuance
of the building permit:
a. West Valley Sanitation District
b. Santa Clara County Fire Department

P.G.& E.: Applicant is advised to contact Pacific Gas and Electric Company as early as
possible in the approval process. Service installations, changes and/or relocations may require
substantial scheduling time and can cause significant delays in the approval process. Applicant
should also consult with P.G. and E. concerning utility easements, distribution pole locations and
required conductor clearances.

1 Review of this Developmental proposal is limited to acceptability of site access and
water supply as they pertain to fire department operations, and shall not be
construed as a substitute for formal plan review to determine compliance with
adopted model codes. Prior to performing any work the applicant shall make
application to, and receive from, the Building Department all applicable
construction permits.

The above referenced space consist of approximately l,836 SF in a larger building.
PROPOSED USE:
The Dance Company offers dance class for young children of all ages and adults. We have
two dance rooms and a reception area for parents to drop off/pick up their dancer. Our policy
is that parents are not allowed to stay and watch class because it is possibly a distraction to
the other dancers.
Our dance studio is only used for dance classes; there will be no performances held in the
dance studio. All recitals and performances are held off site.
HOURS OF OPERATION:
We offer classes Monday thru Sunday. The first session of classes begin at 9:30 AM and
end at II :00 AM. The second session of classes begin at 3:00 PM and end at 8:00 PM.
EMPLOYEES:
We have two instructors. One instructor per studio; The Maximum number of dancers
allowed in a class room is ten(lO). Having more than ten(lO) dancers per studio is a control
and concentration issue for our younger dancers, therefore we have smaller classes. The
Dance Company has designed its classes to provide not only the fundamentals necessary for
growth, but also a healthy environment to express talent and passion for the arts.

ADJACENT USES:
The adjacent use in the building (1326 White Oaks Road), which is located to the right is
WELLNESS MONITORING of this facility that has one employee/owner. He is the only
person that occupies his space and only uses one parking spot. He has four reserved, but only
uses one.
The tenant to the left of l328 White Oaks Road is the end unit in the building and is presently
vacant. The Owner of the building, Jack Nelson will lease the premises to a tenant that will
be an asset to the premises.
The tenant at l324 White Oaks Road is EXPOTECH, an accounting office for a local
franchise auto repair center and occupies approx, 1,836 sf. They have three employees with
an allocation for four parking spaces.
The Owner of the building, Jack Nelson Contractors, is located at 1320 White Oaks Road and
occupies the 2nd floor of the building, which consist of approx. 2,000 sf.. They have two
employees that are on site, but one of the employees is in the field.
The space below JACK NELSON CONTRACTORS isl322 White Oaks Road and consist of
approx. 1,700 sf. At present this space is vacant.
The Adjacent building to the left of 1328 White Oaks Road is approx. 40,000 sf and has
ample parking for it's use.
