Winchester Blvd. Dear Ms. Le and Mr. Hess: Thank you for your submittal of a statement describing your spa use for the above referenced property. Based upon your description and provisions of Chapter 5.48 of the Campbell Municipal Code, your use is defined as a "Massage Establishment" and consequently requires approval of a Conditional Use Permit. A conditional use permit application has been enclosed for your consideration. The subject property is presently zoned P-D (Planned Development) and is designated as Central Commercial on the City's General Plan Land Use Map. Within the P-D Zoning District, the establishment of a new use in an existing building where no development plans are required, requires approval of a Conditional Use Permit by the Planning Commission and would be decided upon at a public hearing. In reviewing a Conditional Use Permit application, planning staff and the Planning Commission will evaluate such items as traffic generation, noise, hours of operation, adequacy of parking, and overall compatibility of the use with the adjoining uses. The basic cosmetic services will include nail, pedicure, hair cutting, facials, waxings, and general skin care. Also being provided will be one massage treatment room. The planned building layout from front to rear has one pedicare spa chair, nail station, hair wash sink, and hair cutting chair in the front of the shop visible from the street. A multi use 9' X 12' waxing/facial/skin treatment room with sink is located in the center. One massage room is located in the rear next to an ADA rest room with shower.
