Winchester Blvd. Dear Mr. Goudy: Thank you for your submittal of a preliminary application for the construction of a new dental office building located at 2135 S, Winchester Blvd, The subject property is presently zoned P-D (Planned Development) and is designated as Central Commercial on the City's General Plan Land Use Map. The construction of a new commercial building within the P-D Zoning District requires approval of a Planned Development Pennit and would go to the Planning Commission and City Council for consideration at a public hearing, Projects within the P-D Zoning District are required to be consistent with the underlying General Plan designation. The Central Commercial designation is intended to provide shopping, services and entertainment. Buildings should edge the street and include retail commercial uses on the ground floor with either office or residential uses on the second floor. The long-term vision of the City for this area along Winchester Boulevard includes the redevelopment of the underutilized properties with multi-story buildings that provide retail on the ground floor, similar to the Downtown. Therefore, staff recommends that a revised project be considered that includes retail on the ground floor with office above. New commercial buildings should be of a superior quality and design, especially in highly visible locations such as along Winchester Boulevard. This is hard to achieve with pre-fabricated buildings due to the limited selection and design options that are offered. A building that is specifically designed for this site would better achieve the design objectives and superior site design that will be required for the development of this site, The City has a Tree Protection Ordinance that requires that any trees, which are healthy and can be accommodated on site with a proposed development, be protected and preserved, It is recommended that you preserve the existing significant trees on site that will serve to better integrate the new project with the surrounding properties, 70 North First Street. Submit permit application together with required documents to the Building Inspection Division to obtain a building permit. No construction can be commenced without an appropriate building permit. PERMITS REQUIRED: A building permit application shall be required for the proposed (n) commercial structure. Plans submitted for building permits shall be "wet stamped" and signed by the qualifying professional person. 5. SOILS REPORT: Two copies of a current soils report, prepared to the satisfaction of the Building Official, containing foundation and retaining wall design recommendations shall be submitted with the building permit application. This report shall be prepared by a licensed engineer specializing in soils mechanics. 6. SITE PLAN: Application for building permit shall include a competent site plan that identifies property and proposed structures with dimensions and elevations as appropriate. Site plan shall also include site drainage details. Site address and parcel numbers shall also be clearly called out. Site parking and path of travel to public sidewalks shall be detailed. FOUNDATION INSPECTIONS: A pad certificate prepared by a licensed civil engineer or land surveyor shall be submitted to the project building inspector upon foundation inspection. This certificate shall certify compliance with the recommendations as specified in the soils report and the building pad elevation and on-site retaining wall locations and elevations are prepared according to approved plans. Preliminary Title Report: Prior to issuance of any grading or building permits for the site, the applicant shall provide a current Preliminary Title Report. 2, Street Improvements: Prior to issuance of any grading or building permits for the site, the applicant shall execute a street improvement agreement, cause plans for public street improvements to be prepared by a registered civil engineer, pay various fees and deposits, post security and provide insurance necessary to obtain an encroachment permit for construction of the standard public street improvements, as required by the City Engineer. The fee for a non-utility encroachment permit application is currently $260,00. The plans shall include the following: a. Remove damaged curb, gutter, and sidewalk; b. Winchester Blvd. Campbell, CA 95008 Zoning C3 The proposed use for this lot is to build a 2943 sq. ft. General Dental Office on the 9583 sq. ft. lot. There is no existing structure on the lot. The office currently has 5 employees plus the owner operator, a single dentist office. The hours of operation will be 8am to 5pm Monday, Tuesday and Thursday and lOam to 7pm on Wednesday. The building will be stucco and frame construction with permanent cement foundation. The framing, electrical, plumbing and interior finish work will be completed off-site and pre-fabricated units will be shipped and placed on the foundation. Stucco and roofline decoration will be done on site after delivery. The design of the exterior can be anything the City of Campbell deems appropriate. I would like to get their input before final drawings are made. I would also like to make sure pre-fabricated framing is approved by the City (specifications attached). I would like to have a setback of 5' on the Winchester and Rincon sides of the property with 12 parking spaces on the side and rear of the building. This necessitates removal of some shrubbery, rocks and trees located at the front of the property. I will not be able to develop the lot if I am not allowed to remove these trees (pictures attached). There will be new landscaping and trees throughout the rest of the lot. Seven trees will be planted in front of all diagonal parking spots which is not shown on the site plan. The 5' setback will be landscaped as well. The proposed site is presently in escrow. I have 30 days to decide if the proposed building will be approved or denied. Basically I just need to know if a pre-fabricated building is OK as long as it is on a permanent foundation and has exterior stucco decoration and facade per the City's request. I also need to know if the existing shrubbery and trees at the front of the property can be removed. I cannot commit to purchasing the lot without this approval. Thanks for your consideration.
