8-23-2023 HPB Minutes HISTORIC PRESERVATION BOARD REGULAR MEETING MINUTES Wednesday, August 23, 2023 I 5:00pm Doetsch Room, City Hall CALL TO ORDER The Regular Historic Preservation Board meeting of August 23, 2023 was called to order at 5:00 pm by Chair Walter, and the following proceedings were had to wit. ROLL CALL Staff Members Present: Daniel Fama, Senior Planner APPROVAL OF MINUTES 1. Approval of Minutes of June 28, 2023, and July 26, 2023 (Roll Call Vote) ➢ Meeting Minutes, 6/28/2023 (Regular Meeting) ➢ Meeting Minutes, 7/23/2023 (Study Session) ➢ All present approved. ORAL COMMUNICATIONS This portion of the meeting is reserved for individuals wishing to address the Board on matters of community concern that are not listed on the agenda. In the interest of time, the Chair may limit speakers to three minutes. Please be aware that State law prohibits the Board from acting on non- agendized items, however, the Chair may refer matters to staff for follow-up. HPB Members Present: Todd Walter, Chair Susan Blake, Vice Chair Laura Moore, Board Member Michael Foulkes, Board Member HPB Members Absent: Rob Corteway, Board Member Laura Moore, Board Member Campbell Historic Preservation Board Meeting Minutes – August 23, 2023 Page 2 BOARD/STAFF ANNOUNCEMENTS Board Members and/or staff may make announcements on matters related to historic preservation and promotion. Board Member Blake reported that all plaques are clean of graffiti and in good condition. Also wrote a small historic tagline in the Campbell Press. PUBLIC HEARING 2. 43 Harrison Ave. – Tier 1 Historic Resource Alteration Permit (Resolution/Roll Call Vote) Public Hearing to consider the request of Salvatore Caruso on behalf of Ainsley Plaza LLC to allow minor alterations (and adjacent site improvements) to a Structure of Merit commonly known as the Ainsley Corporation Headquarters Building related to its proposed adaptive reuse as indoor dining space in association with the proposed establishment of a beer garden ("The Spout House") on property located at 43 Harrison Avenue. The application(s) under consideration includes a Tier 1 Historic Resource Alteration Permit. File No.: PLN- 2023-82. Staff is recommending that this project be deemed Categorically Exempt under CEQA. Project Planner: Daniel Fama, Senior Planner. Recommended Action: That the Historic Preservation Board adopt a resolution recommending approval of a Tier 1 Historic Resource Alteration Permit (PLN-2023-82). Senior Planner Fama presented staff report to consider the request of Ainsley Plaza LLC to allow minor alterations (and adjacent site improvements) to the Ainsley Corporation Headquarters Building related to its proposed adaptive reuse as indoor dining space in association with the proposed establishment of a beer garden ("The Spout House") on property located at 43 Harrison Avenue. Board Members received clarification from Senior Planner Fama that structure was listed as historic within the Historic Resource Inventory list. Architect for applicant, Sal Capurso, spoke and stated that they wanted to build something that complimentary to the existing structure without entirely copying the existing structure. Stated that the new establishment would be family friendly but would still capture and share with the community some of the history from the Ainsley family and its impact within Campbell. Architect communicated to the Board Members that a sound study was conducted to assess potential noice impacts to the surrounding community. Sound study found that designs of project coform to the decibel levels allowed within the City of Campbell. Sound will be projected towards the people within the beer garding and not to the residential areas. Applicant Alan Hicks spoke and said he wants to make the new building a staple and a historic addition to the Museum of Campbell . Motion: Upon motion by Board Member Foulkes, seconded by Board Member Blake, the Historic Preservation Board adopted Resolution No. 2023-05 recommending that the Planning Commission approve a Tier 1 Historic Resource Alteration Permit to allow minor alterations (and adjacent site improvements) to a Structure of Merit commonly known as The Ainsley Corporation Headquarters Building related to its proposed adaptive reuse as indoor dining space in association with the proposed establishment of a Beer Garden (“The Spout house”) on property located at 43 Harrison Avenue.
