11-04-2024 HPB Minutes HISTORIC PRESERVATION BOARD SPECIAL MEETING MINUTES Monday, November 4, 2024, 2024 I 5:00pm Council Chambers, City Hall CALL TO ORDER The Regular Historic Preservation Board meeting of November 4, 2024 was called to order at 5:00 pm by Chair Walter, and the following proceedings were had to wit. ROLL CALL Staff Members Present: Daniel Fama, Senior Planner Larissa Lomen Assistant Planner Ken Ramirez, Administrative Analyst APPROVAL OF MINUTES 1. Approval of Minutes of August 5, 2024 (Roll Call Vote) All present approved. ORAL COMMUNICATIONS This portion of the meeting is reserved for individuals wishing to address the Board on matters of community concern that are not listed on the agenda. In the interest of time, the Chair may limit speakers to three minutes. Please be aware that State law prohibits the Board from acting on non- agendized items, however, the Chair may refer matters to staff for follow-up. BOARD/STAFF ANNOUNCEMENTS No announcements from staff. Board member Blake indicated that Alan Hicks contacted about a landmark designation for one of his properties. PLN-2024-62 – Historic Zoning Exception and Conditional Use Permit (Resolution/Roll Call Vote) Public Hearing to consider the request of Mark Stevenson to allow the operation of a chiropractic and acupuncture office (“Medical Services, Clinics” use) on the ground floor of an existing commercial tenant space (otherwise restricted to an upper floor) within a historic "structure of merit" commonly known as the Grizzle Court Duplex on property located at 35 S. First Street. The application(s) under consideration includes a Historic Zoning Exception and Conditional Use Permit. File No.: PLN-2024-62. Staff is recommending that this project be deemed Categorically Exempt under CEQA. Tentative Planning Commission Date: November 12, 2024. Tentative City Council Date: December 3, 2024. Project Planner: Larissa Lomen, Assistant Planner Recommended Action: That the Historic Preservation Board adopt a resolution recommending that the City Council approve the Historic Zoning Exception Zoning Exception and Conditional Use Permit. Assistant Planner Larissa Lomen presented staff report to consider the request of Mark Stevenson to allow the operation of a chiropractic and acupuncture office (“Medical Services, Clinics” use) on the ground floor of an existing commercial tenant space (otherwise restricted to an upper floor) within a historic "structure of merit" commonly known as the Grizzle Court Duplex on property located at 35 S. First Street. Chair Walter received clarification that the item was coming before the Historic Preservation Board because it was a historic building. Board members were in favor of the application and noted that it was a good adaptive use for the business type. Opened public comment. Closed public comment. Motion: Upon motion by Board Member Moore, seconded by Board Member Foulkes the Historic Preservation Board of the City of Campbell recommend that the City Council approve a Zoning Exception and Conditional Use Permit to allow the operation of a chiropractic and Acupuncture office (“Medical Services, Clinics” Use) on the ground floor of an existing commercial tenant space (otherwise restricted to an upper floor) within a historic “Structure of Merit” commonly known as the Grizzle Court Duplex on property located at 35 S. First Street, and in the CB-MU (Central Business Mixed Use) Zoning District. Certified Local Government (CLG) Training Discussion The Board and staff will discuss a webinar provided by the California Preservation Foundation, as required to maintain the City's CLG certification. Senior Planner Daniel Fama opened discussion on the webinar. Board members were informed that Campbell adopted provisions of ADUs on historic properties and specifically that the State provided feedback that Campbell can only provide limits on properties listed on the state register. The State’s need for providing more housing outweighs historic preservation. Cities must develop objective standards if they would like some control about what is happening in their community. For now, there is some control over single-family home development applications. The Mills Act is a good solution for historic preservation. Planning staff is working on a code update that will clarify various regulations within Campbell’s Municipal code.
