CALL TO ORDER
The Regular Historic Preservation Board meeting of February 28, 2024 was called to order at 5:00
pm by Chair Walter, and the following proceedings were had to wit.

INTRODUCTIONS
1. Introduction of new Historic Preservation Board Member, Bill Zhang.
APPROVAL OF MINUTES
2. Approval of Minutes of December 6, 2023 (Roll Call Vote)
Meeting Minutes, 12/6/2023 (Regular Meeting)
All present approved. Board member Zhang and Walter abstained
Approved with edits to correct a few typos in the meeting minutes.
ORAL COMMUNICATIONS
This portion of the meeting is reserved for individuals wishing to address the Board on matters of
community concern that are not listed on the agenda. In the interest of time, the Chair may limit

speakers to three minutes. Please be aware that State law prohibits the Board from acting on non-
agendized items, however, the Chair may refer matters to staff for follow-up.
Board members introduced themselves to the incoming Historic Preservation Board Member, Bill
Zhang.
Member of the public wanted to ask about availability to participate in the Mills Act program.
Demonstrated interest in the Mills Act program.
BOARD/STAFF ANNOUNCEMENTS
Board Members and/or staff may make announcements on matters related to historic preservation
and promotion.
Senior Planner Daniel Fama provided an update on the Department workplan. State mandates and
review of housing projects will currently take priority over other workplan items. Currently in a
holding pattern regarding historic preservation ordinance updates.
Board Member Blake communicated that she is writing stories for the Campbell Press.
NEW BUSINESS
3. Election of 2024 Chair and Vice Chair and SARC Advisor (Roll Call Vote)
The Board will elect the Chair and Vice Chair, and SARC Advisor for 2024.
Staff Report
Upon motion by Board Member Blake, seconded by Board Member Moore, the Historic
Preservation Board Voted to Approve Board member Todd Walter as Historic
Preservation Chair for 2024, by the following roll call vote:
AYES: Foulkes, Blake, Moore, Zhang, Walter
NOES: None
ABSENT: None
ABSTAIN: None
Upon motion by Board Member Walter, seconded by Board Member Moore, the
Historic Preservation Board Voted to Approve Board member Susan Blake as Historic
Preservation Vice Chair for 2024, by the following roll call vote:
AYES: Foulkes, Walter, Moore, Zhang, Blake

Upon motion by Board Member Moore, seconded by Board Member Foulkes, the
Historic Preservation Board Voted to Approve Board member Todd Walter as Historic
Preservation SARC advisor for 2024, by the following roll call vote:
AYES: Foulkes, Blake, Moore, Zhang, Walter
NOES: None
ABSENT: None
ABSTAIN: None
4. Certified Local Government (CLG) Annual Report (Resolution/Roll Call Vote)
Review and approve the 2022-2023 Certified Local Government Annual Report.
Staff Report
Senior Planner Fama presented Staff Report recommending the approval of the 2022-2023
Certified Local Government Annual Report.
Board member Moore spoke and stated that City should look into an existing program to acquire
and sustain historic property.
Motion: Upon motion by Board Member Foulkes, seconded by Board Member Blake, the
Historic Preservation Board adopted Resolution No. 2024-01 approving the 2022-
2023 Certified Local Government Annual Report and Directing staff to transmit it
to the California Office of Historic Preservation, by the following roll call vote:
AYES: Foulkes, Blake, Moore, Walter, Zhang

PUBLIC HEARING
5. 1325 Burrows Rd. – Administrative Site and Architectural Review Permit + Tier 1 Historic
Resource Alteration Permit (Resolution/Roll Call Vote)
Public Hearing to consider the request of Jerry Graham to allow construction of an
approximately 520 square-foot addition to the side of an existing single-family residence
listed as a Structure of Merit on the Historic Resource Inventory, commonly known as the
George and Mary Burrows House, on property located at 1325 Burrows Road. The
applications under consideration include an Administrative Site and Architectural Review
Permit and a Tier 1 Historic Resource Alteration Permit. File No.: PLN-2024-9. Staff is
recommending that this project be deemed Categorically Exempt under CEQA. Project

Recommended Action: That the Historic Preservation Board adopt a resolution
recommending that the Community Development Director approve an Administrative Site
and Architectural Review Permit and a Tier 1 Historic Resource Alteration Permit.
6. Staff Report
Senior Planner Fama presented on the request of Jerry Graham to allow construction of an
approximately 520 square-foot addition to the side of an existing single-family residence listed as
a Structure of Merit on the Historic Resource Inventory
Applicant Jerry Graham spoke and communicated that they were long standing community
members and wanted to keep the look and feel of home.
Motion: Upon motion by Board Member Moore, seconded by Board Member Foulkes, the
Historic Preservation Board adopted Resolution No. 2024-02 recommending
approval of a Tier 1 Historic Resource Alteration Permit to allow an approximately
520 square foot addition to the side of an existing single-family residence listed as
a structure of merit on the historic resource inventory, commonly known as the
George and Mary Burrows House, on property located at 1325 Burrows Road. File
No.:PLN-2024-9, by the following roll call vote:
AYES: Foulkes, Blake, Moore, Walter, Zhang
NOES: None
ABSENT: None
ABSTAIN: None
Vice Chair Blake asked Staff about the status of the recission from the Historic Preservation
Inventory list.
Senior Planner Fama stated that they are working with Historic Advisor to get some additional
substantiation on the applicant’s materials. Item will be agendized in the future.
Chair closed public hearing.
ADJOURNMENT
Meeting adjourned at 5:48pm to the Historic Preservation Board meeting of March 27, 2024, at
5:00 PM, in the City Hall Council Chambers, 70 North First Street, Campbell, California and via
telecommunication.
