5-22-2024 HPB Minutes HISTORIC PRESERVATION BOARD REGULAR MEETING MINUTES Wednesday, May 22, 2024, 2024 I 5:00pm Doetsch Room, City Hall CALL TO ORDER The Regular Historic Preservation Board meeting of May 22, 2024 was called to order at 5:00 pm by Chair Walter, and the following proceedings were had to wit. ROLL CALL Staff Members Present: Daniel Fama, Senior Planner Larissa Lomen Assistant Planner Ken Ramirez, Administrative Analyst APPROVAL OF MINUTES 1. Approval of Minutes of April 22, 2024 (Roll Call Vote) Meeting Minutes, 4/22/2024 (Regular Meeting) Board Member Walter, Blake, and Foulkes approved. Board member Moore and Zhang abstained ORAL COMMUNICATIONS This portion of the meeting is reserved for individuals wishing to address the Board on matters of community concern that are not listed on the agenda. In the interest of time, the Chair may limit speakers to three minutes. Please be aware that State law prohibits the Board from acting on non- agendized items, however, the Chair may refer matters to staff for follow-up. HPB Members Present: Todd Walter, Chair Susan Blake, Vice Chair Michael Foulkes, Board Member Bill Zhang, Board Member Laura Moore, Board Member HPB Members Absent: Campbell Historic Preservation Board Meeting Minutes – May 22, 2024 Page 2 BOARD/STAFF ANNOUNCEMENTS Board Members and/or staff may make announcements on matters related to historic preservation and promotion. Environmental Program Specialist will be inviting a representative from Historic Preservation Board to participate on an Advisory Committee. PUBLIC HEARING 2. PLN-2023-2 - 126 N. Second Street - Administrative Planned Development Permit & Tier 1 Historic Resource Alteration Permit (Resolution/Roll Call Vote) Public Hearing to consider the request of Hammerschmidt Construction on behalf of Brian Brennan to allow construction of an approximately 886 square-foot addition to the rear of an existing single-family residence listed as a Structure of Merit on the Historic Resource Inventory, commonly known as the Nona and Dan Clark House, on property located at 126 N. Second Street. The applications under consideration include an Administrative Planned Development Permit and a Tier 1 Historic Resource Alteration Permit. File No.: PLN-2023- 2. Staff is recommending that this project be deemed Categorically Exempt under CEQA. Project Planner: Larissa Lomen, Assistant Planner Recommended Action: That the Historic Preservation Board continue the public hearing to a date certain of May 22, 2024. ➢ Staff Report Board Member Blake motioned, seconded by Board Member Moore, to continue Item 2 to the Historic Preservation Board meeting of June 24, 2024. 3. PLN-2023-67 – 67 Sunnyside Avenue – Historic Recission (Resolution/Roll Call Vote) Public Hearing to consider the request of Glenn Kinsey to remove a Structure of Merit from the Historic Resource Inventory (HRI) commonly known as the Emile and May Fritz House, on property located at 67 Sunnyside Avenue. The application under consideration includes a Historic Recission. File No.: PLN-2023-170. Staff is recommending that this project be deemed Categorically Exempt under CEQA. Project Planner: Larissa Lomen, Assistant Planner Recommended Action: That the Historic Preservation Board adopt a resolution recommending that the City Council approve a Historic Recission. Assistant Planner Larissa Lomen presented staff report Hearing to consider the request of Glenn Kinsey to remove a Structure of Merit from the Historic Resource Inventory (HRI) commonly known as the Emile and May Fritz House, on property located at 67 Sunnyside Avenue. Campbell Historic Preservation Board Meeting Minutes – May 22, 2024 Page 3 Board members asked if the applicant would consider entering into a Mills Act Contract as an alternative to this recission request. Board Members were informed that the applicant received information about the Mills Act program. Although many changes have been made over time to the property, the city does not have any records of building permit applications. Chair Walter opened public hearing. Owner spoke and stated that he was surprised that the property was listed on the Historic Resource Inventory given the condition of the home. Plans to continue living on the property, and is not seeking the recission as an opportunity to redevelop the site Board Members asked what changes had been done to the property since the applicant’s ownership period (1995 to date). Owner informed the Board Members that he added screen doors to the front of the home during his ownership of the home and made additional minor changes that constitute regular upkeep and maintenance such as replacing spindles, doors, and updating window treatments. Board Members stated that they believe that the historic integrity of the home is not altered simply by the change or addition of the home. Would like to know more about how the architect consultant reached the findings presented in the report. Specifically, Board member Moore asked about the alterations to the home conducted outside the period of significance. Assistant Planner Lomen stated that the period of significance was from 1885 – 1910, and provided that the addition/alteration of the front porch, which was considered a major change, dated back to the 1920s, outside this period. Board Member Foulkes motioned, seconded by Board Member Moore, to continue the public hearing to the Historic Preservation Board meeting of June 24, 2024. Board Member Blake was opposed to continuing the item. Board Members would like to receive more information from the architect consultant that conducted the Historic evaluation of the property. STUDY SESSION 4. PLN-2023-2 - 126 N. Second Street – Study Session Study Session to consider three development options for a proposed rear addition to a Structure of Merit on the Historic Resource Inventory, commonly known as the Nona and Dan Clark House, on property located at 126 N. Second Street. File No.: PLN-2023-2.
