Board members asked if the applicant would consider entering into a Mills Act
Contract as an alternative to this recission request.
Board Members were informed that the applicant received information about the
Mills Act program. Although many changes have been made over time to the
property, the city does not have any records of building permit applications.
Chair Walter opened public hearing.
Owner spoke and stated that he was surprised that the property was listed on the
Historic Resource Inventory given the condition of the home. Plans to continue living
on the property, and is not seeking the recission as an opportunity to redevelop the
site
Board Members asked what changes had been done to the property since the
applicant’s ownership period (1995 to date).
Owner informed the Board Members that he added screen doors to the front of the
home during his ownership of the home and made additional minor changes that
constitute regular upkeep and maintenance such as replacing spindles, doors, and
updating window treatments.
Board Members stated that they believe that the historic integrity of the home is not
altered simply by the change or addition of the home. Would like to know more about
how the architect consultant reached the findings presented in the report. Specifically,
Board member Moore asked about the alterations to the home conducted outside the
period of significance.
Assistant Planner Lomen stated that the period of significance was from 1885 – 1910,
and provided that the addition/alteration of the front porch, which was considered a
major change, dated back to the 1920s, outside this period.
Board Member Foulkes motioned, seconded by Board Member Moore, to continue the
public hearing to the Historic Preservation Board meeting of June 24, 2024. Board
Member Blake was opposed to continuing the item. Board Members would like to
receive more information from the architect consultant that conducted the Historic
evaluation of the property.
