The referenced property is zoned C-2 (General Commercial) zoning district. Your proposed retail car rental office is a permitted use in the C-2 zoning district subject to approval of a Conditional use Permit. A Conditional Use Permit is a mechanism, whereby the Planning Commission may consider uses on a case-by-case basis at a public hearing and may impose conditions to ensure compatibility with neighboring uses. In reviewing a Conditional Use Permit application, planning staff and the Planning Commission will evaluate such items as traffic generation, noise, hours of operation, parking, circulation and overall compatibility of the use with adjoining properties. The Community Development Department is supportive of your proposed use as described at this location. This conclusion is based upon a finding that adequate parking is provided and that the intensity of the proposed use may be accommodated with existing on-site improvements. Your application was distributed to the Public Works Department, Building Division, Planning Division, and County Fire Department. Hamilton Ave, Suite 8, Campbell, CA Written Description on Operations Avis Rent A Car is seeking to open a retail car rental office at the Hamilton Professional Center in Campbell Premises Description and Tenant Improvements: The space is a pre-existing Doctor's office and is approximately 1,149 square feet. Avis will do some minor Tenant Improvements. These are as follows: 1. Knock down some non-structural walls which were exam rooms. The finished office will have a front office lobby for our customers to rent cars and a rear office where we keep office supplies and conduct other back office functions. 2. Building a non-structural demising wall will electrical to. Thus creating the back office area and a front office customer lobby. The electrical is to illuminate an Avis logo sign to be placed on the demising wall. 3. Vinyl flooring and Paint that meet Avis Corporate Identity requirements. 4. Avis will place an illuminated cabinet sign on the roof above our suite in the same manner as the insurance company in the next suite. However the Avis sign will be of a much shorter width, as our logo only has four letters Le. AVIS. The height will be the same as the insurance company(See the attached photo). Vehicle Parkinq: Avis is requesting the use of a maximum of 15 parking stalls in total (including employee parking). While we ask for the right to park 15 cars we generally average 8 cars on the lot, as the balance are out on rentals. The entire center has 60 parking spaces. In calculating the required parking spaces for the entire center (See the attached worksheet), there are 47 spaces required. Avis requires 15 spaces, of which 5.7 are provided by right, this leaves an additional 9.3 needed by Avis. Even with Avis use, there is still a surplus of 3.7 spaces. Avis parking spaces would be marked. Hours of Operation and Staffinq: Hours are based upon consumer demand, but generally are as follows: Monday - Friday 8:00 am to 6:00 p.m. Saturday 8:00 am to 4:30 p.m. Sunday 10:00 am to 2:00 p.m. The staff size runs from one to two people. Traffic Impact: Our suburban locations have much less volume than our airport operations. On average we rent 10 cars per day and have a like number return. Over a twelve-hour day we have 20 customers (10 rentals plus 10 returns), or 1.67 per hour. Therefore our impact on the center and the nearby community is negligible, particularly in comparison to the other uses in the area. Vehicle Service and Washinq: Avis has all vehicle service and repairs done off site at local vendors (dealership service centers). There will be no mechanical repair, oil changes or refueling done on site. Avis will refuel its cars at a nearby gas station. We generally wash cars at the same gas station where we refuel our cars. However, some Avis cars, which do not need a wash, may receive "light" cleaning in one of the parking spaces in the rear of the office. This light cleaning would consist of cleaning the windshields with Windex and or vacuuming the interior of the car.
