CC Resolution 13324 - Accepting the City facilities roof replacement projectRESOLUTION NO. 13324 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL ACCEPTING THE CITY FACILITIES ROOF REPLACEMENT PROJECT — FY 2024 NO. 24-TT; DIRECTING THE PUBLIC WORKS DIRECTOR OR DESIGNEE TO FILE THE NOTICE OF COMPLETION; AND AUTHORIZING THE FINANCE DIRECTOR TO RETAIN THE REMAINING PROJECT BALANCE UNDER CIP NO. 24-TT FOR UPCOMING ROOFING PROJECTS IN FY 2026 WHEREAS, in June 2023, the City Facilities Roof Replacement project (CIP No. 24-TT) was approved upon the adoption of the City's annual CIP budget for FY 2023-24, with funding allocated annually for its implementation over a five-year CIP budget schedule, beginning in FY 2024 and concluding in FY 2028; and WHEREAS, with $375,000 in funds allocated to the project's CIP budget for FY 2024, staff identified Campbell Community Center Buildings D and H as the priority locations for the project's second year of implementation; and WHEREAS, on September 17, 2024, the City Council adopted Resolution No. 13028, approving the plans and specifications for the project and authorizing staff to solicit bids (proposals) from qualified contractors, along with the subsequent award of a service contract up to $335,000 and a 12% construction contingency amount of $40,000 for any unforeseen expenses during its construction; and WHEREAS, on November 12, 2024, upon evaluating those proposals received, the City awarded a service contract to Best Contractors in the amount of $356,670 for the material and labor services to complete the roof replacement project at the Campbell Community Center Buildings D and H; and WHEREAS, construction for the project began on April 9, 2025, and concluded on June 1, 2025 — with all work completed in accordance with the approved plans and specifications developed by staff for each project location, as well as the terms outlined in the executed service contract agreement with Best Contractors; and WHEREAS, elements completed during construction included: removal of the existing roofing material, removal and replacement of wood underlayment damaged by dry rot, and the installation of'a new hot -applied 2-ply asphalt roof and associated materials; and WHEREAS, upon its completion, the project's total costs were $364,371; and WHEREAS, based on its CIP budget of $375,000, the balance of approximately $10,629 in unspent project funds will be retained and used for the FY 2026 City Facilities Roof Replacement Project; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Campbell hereby accepts the work completed for the City Facilities Roof Replacement Project — FY 2024 (No. 24-TT); directs the Public Works Director, or designee, to file the Notice of Completion; and authorizes the Finance Director to retain the remaining project balance under CIP No. 24-TT for upcoming roofing projects in FY 2026.
