A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
APROVING THE NEW CLASSIFICATION SPECIFICATIONS FOR CRIME ANALYST,
ENVIRONMENTAL PROGRAMS COORDINATOR, EXECUTIVE ASSISTANT TO THE
POLICE CHIEF, AND SENIOR INFORMATION TECHNOLOGY ADMINISTRATOR
WHEREAS, four new classifications of Crime Analyst, Environmental Programs Coordinator,
Executive Assistant to the Police Chief, and Senior Information Technology Administrator were
approved by the City Council on June 17, 2025 in the Fiscal Year 2026 budget; and
WHEREAS, the City of Campbell ("City") needs to create new classification specifications
for Crime Analyst, Environmental Programs Coordinator, Executive Assistant to the Police Chief,
and Senior Information Technology Administrator; and
WHEREAS, the City Manager is required by Section 2.12.030 of the Campbell Municipal
Code to prepare and submit to the City Council recommendations for the reorganization of
offices, departments, and positions which are considered to be in the best interest of
efficient, effective and economical conduct of the municipal services provided by the City;
and
WHEREAS, Section 3.0 of the Personnel Rules and Regulations requires the Personnel
Officer to maintain a classification plan including classification specifications;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell does
hereby approve the new classification specifications for Crime Analyst, Environmental
Programs Coordinator, Executive Assistant to the Police Chief, and Senior Information
Technology Administrator.

CITY OF CAMPBELL
CRIME ANALYST
DEFINITION
Under general supervision, performs administrative, strategic and tactical analyses, studies and
research projects related to criminal activity; identifies patterns of actual and anticipated criminal
activity and makes recommendations related to resolving or preventing such activity; and
performs other administrative duties in support of the Police Department.
TYPICAL DUTIES
Typical duties will include, but are not limited to:
• Performs routine strategic crime analysis duties, including preparing bulletins, maps,
charts, and graphs as well as conducting and presenting historical analysis on both
general and specific crime and calls for service information indicating trends, correlations,
and other indications; and assisting with research projects, as requested, relating to the
crime analysis program;
• Collects, organizes, and analyzes various crime, incident, calls for service, arrests, and
data generated throughout the department using a variety of computer databases,
electronic spreadsheets, geographic information systems (GIS) applications, desktop
publishing, word processing, open -source intelligence, field interview cards, bulletin
boards, social media monitoring platforms, and statistical applications to manipulate,
examine, and present crime data in written reports;
• Collaborates with the department's Real -Time Intelligence Center to provide timely crime
trend analysis, support active incidents, and enhance situational awareness through data -
driven insights;
• Develops and provides statistical information to the department, City Council, other City
departments and the public;
• Assists in the preparation of grant applications to secure funds, monitors grant reporting
procedures for compliance, and gathers compile and evaluates data to assist in evaluation,
of grant programs;
• Stays abreast with emerging crime analysis techniques and developments on research
methodology and police issues, and make appropriate recommendations for
improvements in crime analysis practices; .
• Makes written and oral presentations to staff, to communicate emerging or existing crime
series, patterns, and trends, suspect and victim profiles, and evidence to support criminal
prosecutions;
• Prepares and distributes various weekly and monthly reports, as required;
• Builds and maintains positive working relationships with coworkers, other City employees,
other agencies, and the public;
• Assists with the development or update of programs, activities, systems, policies,
procedures, and methods of operation;
• Collaborates with regional partners, fusion centers, and task forces on intelligence -sharing
efforts;
• May provide guidance to staff supporting crime analysis efforts; and
• Performs other related duties as required.

ENVIRONMENTAL PROGRAMS COORDINATOR

Under general supervision, develops, implements, and coordinates the City's
environmental initiatives related to sustainability, stormwater, waste management,
recycling, air quality, permitting, compliance, and enforcement. This position is
responsible for contract management, monitoring, and legislative advocacy; it takes lead
responsibility for work plan implementation through direct project assignments, and
exercises supervision of environmental programs staff, and coordination of staff in other
departments.
This class is distinguished from the Environmental Programs Specialist by the level of
responsibility assumed and the complexity of duties assigned. This position is the
advanced journey -level classification that oversees the City's environmental programs.
TYPICAL DUTIES
Typical duties will include, but are not limited to:
• Develops, manages, and directs the work in environmental program areas related
to sustainability, stormwater pollution prevention, waste management, recycling,
air quality, permitting, compliance, and enforcement;
• Manages and monitors solid waste contract through a joint power authority;
• Reviews application plans and specifications for avariety of development
construction projects; performs walk-through with applicants; recommends design
change options to ensure compliance with environmental regulations;
• Conducts and participates in program outreach and education efforts and related
activities;
• Performs high-level, complex analyses and prepares clear and concise
spreadsheets, reports, correspondence, policies, procedures, and other written
materials;
• Develops and recommends policies to support City goals and ensures adherence
to these goals, as well as federal and state regulations;
• Reviews and evaluates program effectiveness to develop recommendations and
program changes;
• Develops written plans and reports for a variety of environmental programs and
initiatives, including sustainability, recycling, stormwater management, waste
management, permitting, compliance, and enforcement;
• Keeps current on Federal, State, and local legislation affecting environmental
programs and projects; analyzes implications of new regulations and
requirements; tracks Federal, State, and regional legislation and prepare advocacy
letters and talking points;
• Prepares public information materials such as notices, brochures, flyers,

EXECUTIVE ASSISTANT TO THE POLICE CHIEF
DEFINITION
Under direction, to perform responsible, confidential secretarial and administrative duties for the
Police Chief and command staff; and to do related work as required.
TYPICAL DUTIES
Typical duties will include, but are not limited to:
• Performs a wide variety of complex, confidential, clerical and administrative activities in
support of the Police Chief and command staff which involve independent judgment and
a thorough knowledge of City police operations;
• Screens and sets access and appointments for the Police Chief, greets visitors, ascertains
nature of business, takes action or refers to appropriate office;
• Establishes, maintains, and controls access to comprehensive and confidential records
and files;
• Makes appointments, arranges meetings and makes conference and travel arrangements;
• Provides a variety of information to interested parties; prepares correspondence, reports
and documents;
• Researches and tabulates a variety of data for projects and studies;
• Interact with Federal, State, and Local law enforcement agencies at Chief's discretion;
• Processes department DMV registrations and maintains the confidentiality of all police
department vehicles;
• Review and edit department correspondence sent through the chain of command,
ensuring documents and reports are professionally presented and adhere to appropriate
policies and procedures;
• Participates and assists in the administration of the department budget, prepares budget
reports; and processes all purchase orders and billings;
• Assumes responsibilities for routine staff functions and projects;
• Operates a variety of office equipment, including personal computers;
• May prepare agendas and minutes of meetings;
• Assist with the coordination and logistics and Campbell Police Department events;
• May supervise clerical staff; and
• Performs other related duties as required.
EMPLOYMENT STANDARDS
Education and Experience:
Equivalent to completion of the twelfth grade; and
Six years of increasingly responsible secretarial and staff support experience, including
extensive public contact.
Knowledge of:
• Clerical procedures and standards of the Campbell Police Department;
• Modern office management; word processing, spreadsheet and database software;
