A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL
APPROVING THE QUINQUENNIAL (5-YEAR) SPEED SURVEY
AND RECOMMENDATIONS
WHEREAS, engineering and traffic surveys (E&TS) must be conducted to adjust or
establish speed limits as set forth by CVC Sections 22357 and 22358, .and to enforce
speed limits if using radar or other electronic devices; and
WHEREAS, the State of California Vehicle Code (CVC) Section 40802(a) requires that
these surveys be performed every five years; and
WHEREAS, in the City of Campbell (City), E&TS were conducted from March through
July 2025; and
WHEREAS, all streets except Hamilton Avenue were surveyed in Year 2025 that are
currently classified as collectors or arterials on the latest (2025) maps submitted to the
Federal Highway Administration by the California Department of Transportation; and
WHEREAS, all other streets have a default or prima facie speed limit of 25 miles per hour
and are not required to be surveyed, unless safety considerations dictate a lower speed;
and
WHEREAS, the posted speed limit for the majority of streets remains unchanged; and
WHEREAS, ten street segments where current speed limits are recommended to be
retained per CVC 22358.8 are listed below:
1. Budd Avenue between San Tomas Expressway and Virginia Avenue (25 mph);
2. Capri Drive between Hacienda Avenue and Division Street (25 mph);
3. Leigh Avenue between Hamilton Avenue and Dry Creek Road (35 mph);
4. San Tomas Aquino Road between Harriet Avenue and Hazel Avenue (25 mph);
5. Sunnyoaks Avenue between Virginia Avenue and Winchester Boulevard (25 mph);
6. Virginia Avenue between Hacienda Avenue and Budd Avenue (25 mph);
7. White Oaks Road between Redding Road and Bascom Avenue (25 mph);
8. Winchester Boulevard between Hamilton Avenue and Latimer Avenue (30 mph);
9. Winchester Boulevard between Latimer Avenue and Campbell Avenue (30 mph);
10. Winchester Boulevard between Campbell Avenue and Budd Avenue (30 mph); and
WHEREAS, in 2026, Hamilton Avenue is.scheduled to be resurfaced and restriped with
new bike lanes and bike lane buffer areas; and
WHEREAS, since the roadway cross-section will change with the buffered bike lanes,
staff will prepare new engineering and traffic surveys for Hamilton Avenue after
construction has been completed; and
WHEREAS, should a speed limit change be recommended for Hamilton Avenue, staff will
approach the Council with this recommendation at a future council meeting; and
WHEREAS, should the recommendation be that the speed limit remain at the current 35-
mph speed limit, staff will forward copies of the speed surveys to the various courthouses
in Santa Clara County; and
WHEREAS, a reduction of posted speed limits to 15 mph "When Children Are Present"
per CVC Section 22358.4 is recommended as listed below:
1. California Street between Catalpa Avenue and Cherry Lane;
2. Chapman Drive between Virginia Avenue and Capri Drive;
3. Eden Avenue between Hamilton Avenue and northerly city limit;
4. Hedegard Avenue between Victor Avenue and Amato Avenue;
5. Manchester Avenue between Sheffield Avenue and Cronwell Drive;
6. McCoy Avenue from Neville Avenue and westerly city limit;
7. More Avenue north of Pollard Road;
8. Payne Avenue between Central Avenue and westerly city limit;
9. Sheffield Avenue between Manchester Avenue and Nottingham Way;
10. Sobrato Drive between Sobrato Way and Gamma Court;
11. Vale Avenue between Audrey Avenue and West Parr Avenue;
12. Victor Avenue between Campbell Avenue and Hedegard Avenue;
13. Virginia Avenue between Hazel Avenue and Budd Avenue;
14. Virginia Avenue between Chapman Drive and Virginia Court;
15. West Parr Avenue between Dardanelli Lane and Capri Drive;
16. Waldo Road Between Virginia Avenue and Kenneth Avenue; and
WHEREAS, Per the CA MUTCD, posted speed limits must first be adopted by ordinance
or resolution; and
WHEREAS, upon Council approval of staff's recommendations, staff will forward.copies
of the speed surveys to the various court houses in Santa Clara County.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Campbell that
the City Council approves the attached 2025 Quinquennial Speed Survey and
recommended prima facie speed limits.
