The plans were distributed to the City's Architectural Advisor, Public Works Department, Building Division and County Fire Department. The comments from the Public Works Department are attached. The Building Division and the County Fire Department did not have any comments at this time. Below, please find comments from the Planning Division. Zonin~ The project site is zoned R-l-1 0 (Single Family Residential). Since the site is in the San Tomas Neighborhood, the addition must comply with the San Tomas Area Neighborhood Plan (ST ANP). Buildin~ Covera~e and FAR The proposed building meets the building coverage and floor area ratio requirements. Please include the floor area of the existing accessory structure and garage in your calculations ofF AR and lot coverage on the official plan submittal. Hei~ht The proposed height meets the development restrictions of the STANP. Setbacks The setbacks as shown on the plans you submitted meet the setback requirements of the R-1-10 zoning except that the front porch encroaches into the setback and the front setback for the proposed second garage does not meet the ST ANP setback requirement. The front setback must be 25 feet from the public street right-of-way and applies to entrances to garages. The existing porch does not meet the setback requirements. A 30" encroachment into the front yard setback is allowed; however, this is only allowed if the required 25 foot setback is already met. While the existing concrete porch may remain, any alteration or addition to it will not be permitted. Please submit revised plans that meet the required front yard setbacks. 70 North First Street. The existing setback is three feet, which is acceptable if the building was legally constructed. Tree Protection Any oak, cedar, redwood, or ash tree on the property that measures 12 inches or greater in diameter or 38 inches or greater in circumference, measured four feet above the adjacent grade is protected under the City's Tree Protection Regulations. A tree disclosure statement must be submitted with the application for a building permit. If any trees are to be removed through the project, the planning division may request minor modifications to the building size to protect the tree(s). Construction on property with protected trees must comply with the City's standards for tree protection during construction. Architectural Advisor The proposed hipped roof and partial two story design accentuates the width of the house. However, the single bay window on the second story facing the street is inconsistent since the other window on the front second story is not a bay window. We recommend removing the bay window from the second story design and using a traditional style window instead. The ST ANP requires additions to match the existing house in materials, color, texture, roofing, etc. Please note on your plans that these components will match the existing components. In addition, the ST ANP requires additions to existing homes to incorporate representative architectural features of homes in the surrounding neighborhoods. The composition roof shingles, wood siding, simple rectangular shaped form, and hipped roofline included in your design are historically found in the San Tomas Area. For the official submittal, please add the rear and left side elevations. Also include the existing floor plans. Preliminary Title Report Please provide a current Preliminary Title Report to clarify easements and private driveways recorded on your property with your building plans. Public Works Department The complete Public Works Department comments are attached. A summary of their comments is presented below. Prior to issuance of any grading or building permits for the site, the applicant shall: .
