Dear Ms. Marquette:
The Community Development Director has conditionally approved your application for a Tree Removal
Permit to remove three (3) Coast Redwood trees with diameters ranging from 15.5 inches to 25.5 inches
in the common area of a townhome development located at 500-542 W. Sunnyoaks Avenue in a P-D
(Planned Development) Zoning District, subject to the following condition of approval for tree
replacement:
1. The applicant is required to plant three (3) 24-inch box Chinese Pistache trees in the location
specified by the approved replanting plan on or before December 29, 2004.
The Tree Removal Permit has been approved based upon the City's determination, with a supporting
recommendation by a Certified Arborist, that two of the trees have significant amounts of root decay and
one of the trees is severely leaning, thus creating a potential that the trees could fall on the existing homes
and which cannot be controlled or remedied through reasonable preservation and/or preventative
procedures and practices such that the public health or safety requires its removal.
It is recommended that the tree be removed by persons who are experienced and bonded for the removal
of trees and that the stumps be ground out and the roots removed so there will not be re-growth of the
trees.
This approval is final in 10 calendar days, unless an appeal is received in writing at the City of Campbell
City Clerk's Office, 70 N. First Street, Campbell, on or before Mondav. November 29.2004 at 5:00 p.m.
The tree may not be removed until after the 10-day appeal period has passed and no appeals have been
received.

Attached is a map noting the three locations where we intend to replant
24 inch box Chinese Pistachio trees to satisfy the permit requirements
for removal of the three diseased Coast Redwoods.
I have marked the three locations with black dots. Two are up by the
mailboxes (near the Sunnyoaks Avenue sidewalk) and one is in the back
by unit #508.
I have met with our arborist, Paul Lamm and he has reviewed the
locations and the species selection.
Please let me know If there are any issues with this plan so I can address
them as soon as possible.

NOTICE OF TREE REMOVAL PERMIT APPLICATION
Notice is hereby given that the Community Development Director of the City of
Campbell has received an application for a Tree Removal Pennit (PLN2004-153) to
remove three (3) Coast Redwood trees with diameters ranging from 15.5 inches to 25.5
inches in the common area of a townhome development located at 500-542 W.
Sunnyoaks Avenue in a P-D (Planned Development) Zoning District (see map on
reverse).
The Community Development Director will be rendering a decision after 10 calendar
days from the date of this notice. Any comments regarding this application must be
submitted to the Community Development Department before 5:00 p.m. on Thursday,
November 4, 2004. Questions or comments regarding the proposed tree removal may be

Dear Julie Marquette,
At your request, I have performed an inspection of the Coast Redwood trees [Sequoia
sempervirens] in the common areas of the property. The trees were not climbed. The trees have
been affixed with aluminum numbered tags and there diameters measured. Tree number one is
25.5 inches, number two is 21 inches and number three is 15.5 inches in diameter measured at
four and a half feet above grade. The results of the inspection are as follows:
The root crowns and lower trunks of trees numbered one and two (see enclosed map and pictures)
have large amounts of decayed and diseased wood with approximately 45 percent affected on tree
number one and approximately 20 percent affected on tree number two. Long term use of
sprinklers very close to the trunks has created a favorable environment for Armillaria root rot.
Tree number one also has grown into, and is putting pressure on, the adjacent water line and in-
ground control box. Redwood tree number two has termites and has had a large buttress root of
approximately 8 inches in diameter cut for side walk repair (see pictures). Redwood tree number
three has a poor development of supporting buttress roots to counter the strong lean of the main
stem. Tree number three also has co-dominant leaders with a tight V -crotch with included bark.
In conclusion, due to the location of the trees adjacent to curbs, sidewalks and buildings, and
advancing decay weakening the health and structure of redwoods number one and two, I suggest
removal to grade for both. With the poor structure and possible failure of one or both of the co-
dominant leaders on number three, coupled with the strong lean, I suggest removal to grade for
this tree also.
At your request I have calculated the appraised dollar value for each of the three coast redwood
trees (see enclosures). The total value of all three trees is $8,300.00.

Appraised Dollar Valoe
The appraised dollar value of a tree is determined by using a formula
developed by the Council of Tree and Landscape Appraisers (see Chart 1). The
formula uses the value of the largest commonly available tree and then takes into
account the size of the tree that is being appraised in relationship to the size of the
replacement tree. The factors involved are the size of the tree, species, condition,
and location. The size of the tree is typically the diameter of the trunk measured
four and one half feet above ground line.
The Western Chapter of the International Society of Arboriculture developed
the basic price of a replacement tree (line 2C) and species ratings (line 4A) for
each tree species that are found in California. These two factors are used to
determine the basic value of a particular tree in the landscape (line 6). The basic
value is then adjusted by condition and location factors. Condition factors are
summarized in' the enclosure of this report. The condition factor is found on line
6A in Chart 1. The condition factor adjusts the appraised dollar value (line 7).
The location percent (line 7 A) is the average of site, contribution, and
placement factors. Site refers to urban versus rural, residential versus
commercial or industrial and is expressed by its relative market value. Living in
Campbell rates a high site (90%) rating. A tree whose function is to screen an
adjacent property, while being the focal point of the landscape, has a very high
(100%) contribution and placement rating. Function and aesthetic of a tree
influence its contribution value. Placement is how effective it is in providing its
functional and aesthetic attributes. For example coast redwood tree number one
has a high contribution rating, but lower placement rating due to the trees main
stem growing into adjacent hardscape and utility pipes. The location percent
eff~ the appraised dollar value of the tree (line 8).
The appraised value of the tree is then rounded to the nearest hundred dollars
(line 9).

Enclosed please find a check in the amount of $213.00 for permits to remove three trees
located in the common area of our townhouse complex.
Application, arborist report and photos were sent previously on September 15,2004 and
received by Stephanie.
Stephanie faxed me the cost sheet and I had our management company prepare the
enclosed check.
Also, enclosed is a document signed by all current board members approving the removal
of these trees requested by Stephanie.
Please advise me as to when these permits will be issued so we can schedule the removal
of these trees.

The SHOA Board (majority) approves the removal of three redwood trees located in the
common area as per the arborist report.
Permits to remove these three trees are required and have been applied for through the
city of Campbell, CA.
