HomeMy WebLinkAboutCC Resolution 23-13364 Acceptance of Final Feasibility Study for the Hamilton Avenue/State Route 17 Bicycle OvercrossingRESOLUTION NO. 26-13364 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL ACCEPTANCE OF FINAL FEASIBILITY STUDY FOR THE HAMILTON AVENUE/STATE ROUTE 17 BICYCLE OVERCROSSING WHEREAS, on June 1, 2023, the Santa Clara Valley Transportation Authority (VTA) Board approved a recommended project list for the 2016 Measure B Bicycle & Pedestrian Planning Studies Competitive Grant Program call for projects for Fiscal Year (FY) 2022 to FY2023; and WHEREAS, this list included the Hamilton Avenue/Highway 17 Bicycle Overcrossing Project; and WHEREAS, later in 2023, the City was awarded $266,000 in 2016 Measure B Bicycle & Pedestrian Planning Studies Grant Program funds to prepare the Hamilton Avenue/State Route (SR) 17 Bicycle Overcrossing Feasibility Study (Project 24-YY); and WHEREAS, the purpose of the Hamilton Avenue/State Route (SR) 17 Bicycle Overcrossing Feasibility Study is to evaluate how best to improve bicycle and pedestrian mobility across SR 17 near the existing Hamilton Avenue bridge; and WHEREAS, on July 17, 2024, staff issued a Request for Proposals (RFP) to provide consultant services for the Project; and WHEREAS, the consultant team led by HMH Engineers was selected to provide consultant services; and WHEREAS, the outreach process included pop-up events at the City's Valentine Fun Run and Oktoberfest Fun Run, an online community survey, and public meetings pertaining to the project; and WHEREAS, HMH and staff interviewed stakeholders including the Campbell Bicycle and Pedestrian Advisory -Committee (BPAC), VTA, San Jose Department of Transportation, and Caltrans; and WHEREAS, recurrent themes included general support for the project, the importance of safety and limiting car interactions at freeway ramps, and connectivity and ease of access from existing bikeways to key destinations including transit stations, the Pruneyard Shopping Center, and the Los Gatos Creek Trail; and WHEREAS, the final feasibility study documents existing conditions, bicycle overcrossing criteria, public outreach, and alternative analysis; and WHEREAS, the final feasibility study evaluates the No Build and four Build alternatives were evaluated based on multimodal use/access, traffic operations, environmental concerns, Caltrans approvability, estimated project cost, right-of-way concerns, and consistency with public input; and WHEREAS, the four Build Alternatives were named 1) The Southern Route, 2) the Campbell Loop, 3) The Straight Shot, and 4) The Minimalist; and WHEREAS, preliminary construction cost estimates and travel distances for each Build Alternative are included in the final feasibility study; and WHEREAS, the final feasibility study recommends the Southern Route as the preferred alternative; and WHEREAS, there is no fiscal impact to the City with the acceptance of the final feasibility study; and WHEREAS, the final feasibility study accepted by Council with a documented public engagement process positions the City to compete well for grant opportunities. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Campbell that the final feasibility study for the Hamilton Avenue/State Route 17 Bicycle Overcrossing Final Feasibility Study is accepted.
