HomeMy WebLinkAboutCC Resolution 26-13371 - Accepting Improvements for the Pruneyard Creek Trail Extension Project No, 23-LL, File Notice of Completion, and Other Associated ActionsRESOLUTION NO. 26-13371 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMPBELL TO ACCEPT THE IMPROVEMENTS FOR THE PRUNEYARD CREEK TRAIL EXTENSION PROJECT NO. 23-LL AND DIRECT THE CITY ENGINEER TO FILE THE NOTICE OF COMPLETION WHEREAS, the City Council adopted Resolution No. 13253 approving the plans and specifications, and authorizing the advertisement of bids for the Pruneyard Creek Trail Extension Project No. 23-LL; and WHEREAS, the total adopted budget of $704,150 was approved by the adopted Resolution #13253; and WHEREAS, on February 19, 2025, the City received and opened thirteen bid proposals ranging from $269,066 to $613,000; and WHEREAS, the lowest responsible bid of $269,065 was submitted by Silicon Valley Paving, Inc.; and WHEREAS, the City awarded the project to Silicon Valley Paving, Inc. with construction contract fully executed on March 19, 2025; and WHEREAS, construction activities began on May 12, 2025; and WHEREAS, the Project created the 700 lineal feet of asphalt concrete trail for bicycles and pedestriansby repurposing the unused Caltrans right-of-way at the toe of embankment along the east side of Hwy 17; constructed concrete curb and gutter along the west side of the trail, a storm drain inlet with trash capture device, and the associated underground storm drain piping; and, installed chain link fences along the entire stretch with lockable swinging gates at both ends to limit public access to the trail when needed for maintenance purposes as requested by Caltrans; and WHEREAS, on October 17, 2025, the project was completed in accordance with the approved plans and specifications; and WHEREAS, as a result of the competitive bids, the project was completed with project savings; and WHEREAS, Staff recommends returning the project savings balance of $258,630 to the Parkland Dedication Fund balance; and WHEREAS, in accordance with the City's General Provisions Section 9-2.0613 'Retention', the City is withholding $14,076 in retention as part security for fulfillment of the contract by the contractor. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Campbell hereby 1) accept the improvements for the Pruneyard Creek Trail Extension Project No. 23-LL and 2) direct the City Engineer to file the Notice of Completion. Scope of Work: The project connected the existing Los Gatos Creek Trail spur adjacent to the Pruneyard parking garage to E. Campbell Avenue. The project performed clearing and grubbing, roadway excavation, tree removals, and installed class 2 aggregate base, concrete curb and gutter, a storm drain inlet and the associated piping, a storm drain trash capture device, and a hot mix asphalt concrete bicycle and pedestrian pathway. Chain link fences and gates were installed along with pavement striping and roadside signage.
