Utility Installation Plan: Prior to issuance of building permits for the site, the applicant shall submit a utility installation coordination plan and schedule for approval by the City Engineer for installation of street improvements and/or abandonment of all utilities. Streets which have been resurfaced within the previous 5 years will require boring and jacking for all new utility installations. Applicant shall also prepare pavement restoration plans for approval by the City Engineer prior to any utility installation or abandonment. 14. Grading and Drainage Plan: Prior to issuance of any grading or building permits for the site, the applicant shall conduct hydrology studies based on a 10 year storm frequency, prepare an engineered grading and drainage plan, and pay fees required to obtain necessary grading permits. The plans shall comply with the 1998 edition of the California Building Code including Chapters 10, 11, 18, 33, and Appendix Chapter 33. 15. According to the Federal Emergency Management Flood Insurance Rate Map, the site is located within Zone C, an area of minimal flooding. Although storm water drainage from this site leads to Smith Creek, the project is not located within 50 feet from this District facility. Therefore, in accordance with District Ordinance 83-2, no District permit is required. We recommend implementing urban runoff pollution control measures in order to reduce the amount of pollutants conveyed to Smith Creek. Such measures may include vegetative filter swales or storm drain inlet filters. Other measures for site design are included in the Bay Area Storm Water Management Agencies Association's document, Start at the Source. We would be happy to provide a copy of this document. Our records show no registered groundwater wells on this site. If unregistered wells are found during design or construction of this project, they must be registered or abandoned in accordance with District Ordinance 90-1. The proposed lot configuration consists of three standard lots facing Van Dusen Lane. Staff Report - Admini~uative Hearing - May 20,2002 PLN 2002-30 - 1555, 1561 and 1573 Van Dusen Lane Page 2 of 3 Background: When Highway 85 was built, Harriet A venue was closed on the southern end at Van Dusen Lane, leaving no access to Pollard Road. The subject property, which originally had frontage and an address fronting Harriet A venue, now takes access from Van Dusen Lane and has a Van Dusen Lane address. The subject property consists of a parcel of land that was developed with a single-family residence until it was demolished in 2001. A Tentative Parcel Map (No. 99-01) was approved on June 1, 1999 and was valid for a period of two years. The approval expired on June 1,2001. The proposed lot configuration and sizes are identical to those approved under the expired Tentative Parcel Map. ANAL YSIS General Plan Designation: The General Plan land use designation for the project site is Low Density Residential (less than 4.5 units per gross acre). The density of the proposed subdivision is 3.0 units per gross acre, which is consistent with the General Plan land use designation. Zoning Designation: The subject property is zoned R-I-9 (Single Family Residential). The R-I-9 Zoning District requires a minimum lot area of 9,000 square feet, and a minimum lot width of 70 feet. The three proposed lots satisfy the area and width standards of the R-I-9 Zoning District and the San Tomas Area Neighborhood Plan. Subdivision Design: The proposed Tentative Parcel Map divides the existing 36,886 square foot lot into three individual lots. The proposed Tentative Parcel Map indicates Lot 1 is 12,000 square feet with a lot width of 90.78 feet, Lot 2 is 12,000 square feet with a lot width of 82.47 feet, and Lot 3 is 12,886 square feet with a lot width of 81.5 feet. All three lots would take access from Van Dusen Lane. Street Design and Improvements: The subject property is located in the San Tomas Neighborhood and is subject to the street standards of the San Tomas Area Neighborhood Plan (STANP). The STANP requires curbs, gutters, sidewalks, and streetlights on Van Dusen Lane. There are currently street improvements in front of the subject property. Tree Preservation: There are currently three trees on the site: a 25" diameter Coast Live Oak, a 16" diameter Black Acacia, and a 13" diameter Hollyleaf Cherry. Plans for the residences include the preservation of the Coast Live Oak. A Tree Removal Permit for the Black Acacia tree was approved in June 2001 in conjunction with the Site and Architectural Review Permits. The Hollyleaf Cherry tree is exempt from the Tree Protection Ordinance since it is a fruit tree. The Oak is required to be retained in conjunction with the development project and specific oak protection requirements are included in the Conditions of Approval for the Site and Architectural Review Permits.
