The Owner/Members for the above project are requesting your consideration and
approval to make minor revisions to the exterior elevations to delete the following items:
1. Painted aluminum trellis, noted to be installed above windows on Exterior
Elevations
2. Veneer slump stone masonry, stained to match existing on Education Blvd.
Noted on North Elevation.
A. BACKGROUND:
Preliminary Drawings, approved for the Conditional Use Permit, indicated proposed
trellises above some of the windows on the North, South and West Elevations.
Construction Drawings that were approved also indicated these trellises, except a note
was added that they were to be bid as an "optional" item.
Additionally, a small quantity of masonry veneer, noted as slump stone, was indicated to
be installed on the North Elevation.
At the time costs were summarized and presented for the construction contract, the
Owner requested that the masonry veneer be deleted and that we keep as "optional", the
installation of the trellises.

As the construction progressed, additional unexpected costs with the Off-site
Improvements requirement by Public Works to "jack and bore" in lieu of "trenching"
across Winchester Blvd., for the installation of a 6" water line occurred. These costs
were $22,000 and were similar to the $25,000 cost for installation of the trellises. The
Owner asked us to not install the trellises to help offset this additional cost.
B. REASONS FOR APPROVAL:
As the Architect, I initially included these two design elements as accents to the facades.
The trellises were not required for window shading, since the windows have low-e glass
and comply with the Title 24 Energy Requirements. The masonry veneer was proposed
to relate to a small corner of the Education Building fireplace.
The built-result, without these elements is architecturally pleasing. I believe the other
façade elements provide interest and a diversity that presents a balanced and attractive
result. Elimination of the trellises and masonry veneer has no significant impact to the
public or the owner/users.
This building is not very visible to the public trom Winchester, due to its location behind
the Sanctuary Building and a large Cedar tree.
C. REQUEST FOR APPROVAL
We therefore request that you approve the elimination of the trellises and the masonry
veneer. The Owner's representatives, Ken Caskey and Dawn Miles have requested to
meet with you to discuss this request.
We appreciate your concern and cooperation and are looking forward to our meeting with

BEING A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CAMPBELL APPROVING A CONDITIONAL USE PERMIT
(PLN200 1-115) TO ALLOW THE CONSTRUCTION OF A NEW
THREE-STORY ADMINISTRATIVEIMUSIC/yOUTH BUILDING ON
PROPERTY LOCATED AT 1675 S. WINCHESTER BOULEVARD IN
A P-F (PUBLIC FACILITIES) ZONING DISTRICT. APPLICATION OF
MR. JIM MORELAN, ON BEHALF OF FIRST UNITED METHODIST
CHURCH OF CAMPBELL. FILE NO. PLN2001-115.
After notification and public hearing, as specified by law, and after presentation by the
Community Development Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission did find as follows
with respect to application PLN2001-115:
1. The proposed administration/music/youth building for an existing religious facility is
consistent with the Institutional land use designation of the General Plan and the P-F (Public
Facilities) Zoning District with approval of a Conditional Use Permit.
2. The existing 141 parking spaces will adequately address the parking needs of the subject site
and proposed use.
3. The proposed administration/music/youth building, as conditioned, is well designed and
architecturally compatible with other developments in the surrounding area.
4. The proposed project is compatible with the surrounding commercial and residential uses
within the neighborhood.
Based upon the foregoing findings of fact, the Planning Commission further finds and concludes
that:
1. The proposed project is consistent with the General Plan and Zoning Ordinance.
2. The establishment, maintenance, or operation of the use will not be detrimental to the public
health, safety, peace, morals, comfort or general welfare of persons residing or working in
the neighborhood of such proposed use, or be detrimental or injurious to property and
improvements in the neighborhood or to the general welfare of the City.
3. The proposed commercial use is compatible with the uses in the area.
4. The subject site is adequate in size and shape to accommodate the yards, walls, fences,
parking and loading facilities, landscaping, and other development features required in order
to integrate said use with uses in the surrounding area.

5. The subject site is adequately served by streets of sufficient capacity to carry the kind and
quantity of traffic such use would generate.
6. There is a reasonable relationship and a rough proportionality between the Conditions of
Approval and the impacts of the project.
Where approval by the Director of Community Development, City Engineer, Public Works
Director, City Attorney or Fire Department is required, that review shall be for compliance with all
applicable conditions of approval, adopted policies and guidelines, ordinances, laws and regulations
and accepted engineering practices for the item under review. Additionally, the applicant is hereby
notified that he/she is required to comply with all applicable Codes or Ordinances of the City of
Campbell and the State of California that pertain to this development and are not herein specified.
COMMUNITY DEVELOPMENT DEPARTMENT
Planning Division:
1. Approved Project: Approval is granted for a Conditional Use Permit (PLN200 1-115) to allow
the construction of a new three story administration/music/youth building on property located at
1675 S. Winchester Boulevard. Project approval shall substantially comply with project plans
received by the Community Development Department on November 27,2001, except as may be
modified by the Conditions of Approval herein.
2.
Conditional Use Permit Approval Expiration: The Conditional Use Permit approval shall be
valid for one year from the date of final approval. Within this one-year period a building permit
must be obtained, and construction completed one year thereafter. Failure to meet these
deadlines wi1l result in the Conditional Use Permit being void.
3.
Building Elevations, Details, and Colors: The applicant shall submit detailed building elevations
depicting architectural details and exterior materials and colors. Detailed elevations shall be
reviewed and approved by the Community Development Director prior to the issuance of a
building permit.
4. Operational Hours: The operational hours shall be limited to 7 a.m. to 11 p.m. daily, unless a
Conditional Use Permit is obtained from the Planning Commission for late night operations.
5.
Landscape and Irrigation Plans: The applicant shall submit four (4) sets of landscape and
irrigation plans to the Planning Division for review and approval by the Community
Development Director prior to the issuance of a building permit. Landscape and irrigation plans
shall be consistent with the City's Water Efficient Landscaping Standards (WELS).
6. Landscape Maintenance: The owner/operator of the property shall provide on-gOIng
maintenance of the required landscaping for the project.

7. Mechanical Equipment: No new roof-mounted and/or ground level mechanical equipment, i.e.
air conditioning units, shall be located on or adjacent to the building without providing
screening of the mechanical equipment trom public view. The applicant shall submit details
regarding the location and screening material for the mechanical equipment to the Planning
Division for review and approval by the Community Development Director prior to the issuance
of a building permit.
8. Sign Permit: No signage is permitted as part of the development application approved herein.
New signage shall not be installed prior to approval of a sign permit as required by Chapter
21.53 of the Campbell Municipal Code.
9. Parking, Driveways, and Maintenance: All parking and driveway areas shall be developed in
compliance with the approved plans and Chapter 21.50 (Parking and Loading) of the Campbell
Municipal Code, subject to review by the Community Development Director. All parking areas
shall be regularly swept and cleaned to remove litter and debris from the parking areas and
driveways.
10. Parking Stall Markings: The applicant shall indicate on the building plans that all compact
parking stalls are painted to identify them as compact spaces prior to the issuance of a building
permIt.
11. On-Site Lighting: Any proposed on-site lighting shall be shielded away from adjacent properties
and directed on site. The design and type of lighting fixtures and lighting intensity of any
exterior lighting shall be reviewed and approved by the Community Development Director,
prior to issuance of a building permit. Lighting fixtures shall be of a decorative design to be
compatible with the development and shall incorporate energy saving features.
12. Outdoor Storage: No outdoor storage is permitted on the property.
13. Construction Mitigation Measures: The applicant shall implement the following construction
mitigation measures:
a. Construction activities will be limited to daytime hours of 8:00 am to 5:00 p.m. weekdays
and 9:00 a.m. to 4:00 p.m. Saturdays. Construction is prohibited on Sundays and Holidays
unless an exception is granted by the Building Official.
b. All internal combustion engines for construction equipment used on the site will be properly
muffled and maintained.
c. All stationary noise generating construction equipment, such as air compressors and
portable power generators, will be located as far as practical from the existing residences
and businesses.
d. All active construction areas shall be watered at least twice daily.

e. Cover all trucks hauling soil and other loose materials stationed or prior to leaving the site.
f. Pave, apply water, or apply non-toxic soil stabilizers on all unpaved surfaces and staging
areas at the construction site.
g. Sweep daily all paved access roads, parking areas, staging areas, and adjacent public streets
as directed by the City Engineer.
h. Enclose, cover, water, or apply soil binders to exposed stockpiles. Install sandbags or other
erosion control measures to prevent runoff to all roadways, waterways, or pubic walkways
accessed by the public.
Building Division:
14. Permits Required: A building permit shall be required for the proposed structure. The building
permit application shall include Electrical/Plumbing/Mechanical fees when such work is part of
the permit.
15. Construction Plans: The conditions of Approval shall be stated in full on the cover sheet of
construction plans submitted for building permit.
16. Size of Plans: The minimum size of construction plans submitted for building permits shall be 24
inches X 36 inches.
17. Plan Preparation: This project requires plans prepared under the direction and oversight of a
California licensed Engineer or Architect. Plans submitted for building permits shall be "wet
stamped" and signed by the qualifying professional person.
18. Soils Report: Two copies of a current soils report, prepared to the satisfaction of the Building
Official, containing foundation and retaining wall design recommendations shall be submitted
with the building permit application. This report shall be prepared by a licensed engineer
specializing in soils mechanics.
19. Site Plan: Application for building permit shall include a competent site plan that identifies
property lines and proposed structures with dimensions and elevations as appropriate. The site
plan shall also include site drainage details. Site address and parcel numbers shall also be clearly
called out. Site parking and path of travel to public sidewalks shall be detailed.
20. Foundation Inspections: A pad certificate prepared by a licensed civil engineer or land surveyor
shall be submitted to the project building inspector upon foundation inspection. This certificate
shall certify compliance with the recommendations as specified in the soils report and the
building pad elevation and on-site retaining wall locations and elevations are prepared according
to approved plans. Horizontal and vertical controls shall be set and certified by a licensed
surveyor or registered civil engineer for the following items:

21. Title 24 Energy Compliance: California Title 24 Energy Standards Compliance forms shall be
blue-lined on the construction plans. Compliance with the Standards shall be demonstrated for
conditioning of the building envelope and lighting of the building.
22. Special Inspections: When a special inspection is required by U.B.C. Section 1701, the architect
or engineer of record shall prepare an inspection program that shall be submitted to the Building
Official for approval prior to issuance of the building permits, in accordance with u.B.C Section
106.3.5. Please obtain City of Campbell, Special Inspection forms from the Building Inspection
Division Counter.
23. Water Pollution: The City of Campbell, standard Santa Clara Valley Non-point Source Pollution
C ontro I Program specification sheet shall be part of plan submittal. The specification sheet (size
24" X 36") is available at the Building Division service counter.
24. Title 24 Accessibility - Commercial: On site general path of travel shall comply with the latest
California Title 24 Accessibility Standards. Work shall include but not be limited to
accessibility to building entrances from parking facilities and sidewalks.
25. Title 24 Accessibility - Commercial: Projects seeking to use the Title 24 Hardship exemption
clause shall blue-line completed, City of Campbell "20%" exemption form on submitted
construction plans. Form is available at Building Division service counter.

27. Preliminary Title Report: Prior to issuance of any grading or building permits for the site, the
applicant shall provide a current Preliminary Title Report.

Purposes as needed to reconstruct the northerly shared driveway approach to comply with ADA
requirements. The applicant shall cause all documents to be prepared by a registered civil
engineer/land surveyor, as necessary, for the City's review and recordation.
29. Street Improvements: Prior to issuance of any grading or building permits for the site, the
applicant shall execute a street improvement agreement and shall cause plans for public street
improvements to be prepared by a registered civil engineer, pay various fees and deposits, post
security and provide insurance necessary to obtain an encroachment permit for construction of
the standard public street improvements, as required by the City Engineer. The fee for a non-
utility encroachment permit application is currently $255.00. The plans shall include the
following:
a. Remove the two existing driveway approaches and construct new approaches to comply with
ADA requirements.
b. Install streetlights in accordance with the City's Street Lighting Policies.
c. Construction of conforms to existing public and private improvements as necessary.
30. Grading and Drainage Plan: Prior to issuance of any grading or building permits for the site, the
applicant shall conduct hydrology studies based on a 10 year storm frequency, prepare an
engineered Grading and Drainage Plan, and pay fees required to obtain necessary grading
permits. The plans shall comply with the 1998 edition of the California Building Code including
Chapters 10, 11, 18,33, and Appendix Chapter 33.
31. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination System
(NPDES) permitting requirements and the California Storm Water Best Management Practices
handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley Water District
and the City of Campbell Municipal Code regarding Storm Water Pollution Prevention.
32. Site Plan: Upon submittal of a formal application, the developer shall provide a complete and
accurate Site Plan in accordance with the Planning Division's checklist.
FIRE DEPARTMENT
33. Preliminary Review: Review of this development proposal is limited to acceptability of site
access and water supply as they pertain to fire department operations and shall not be constmed
as a substitute for formal plan review to determine compliance with adopted model codes. Prior
to performing any work, the applicant shall make application to, and receive ITom, the Building
Division all applicable construction permits.
34. Required Fire Flow: The required fire flow for this project has been calculated at 2,750 gpm at
20 psi residual pressure. As an automatic fire sprinkler system will be installed, the fire flow
has been reduced by 50% establishing an adjusted required fire flow of 1,500 gpm at 20 psi
residual pressure (1,500 gpm is the minimum operating volume permitted). The adjusted fire

flow is available from area water mains and fire hydrant(s) which are located at the required
spaCIng.

GPM or, in excess of two stories or 35 feet in height, shall be protected throughout by an
automatic fire sprinkler system, hydraulically designed per National Fire Protection Association
(NFPA) Standard #13.

DISCUSSION
Background: The project site is located on the west side of Winchester Boulevard three parcels
south of Hamilton Avenue. The project site is surrounded by a high rise senior housing structure
to the north, a commercial shopping center to the south and east, and multiple family residential
living units to the west.
The property is currently developed with the First United Methodist Church of Campbell which
consists of six buildings, a parking lot, and children's play area. The church has been at this
location for the past 46 years and a Conditional Use Permit was never granted for the
establishment of the use on the site. On January 22, 1962 the Planning Commission granted a
Variance to allow a new sanctuary, approximately 44 feet tall, to be built which exceeded the
maximum height limit at that time of 35 feet.
Applicant's Proposal: The applicant is requesting a Conditional Use Permit to allow a new
three-story administration/music/youth building. The first floor would be used for administration
offices, the second floor for music practice rooms, and the third floor for youth education and
activities. Presently these uses are scattered throughout various buildings on site and require
rearrangement of furniture and equipment on a weekly basis to accommodate the shared space.
The new building will provide a dedicated location for these uses already established on site.
The existing administration building would be demolished once the new building is occupied to
provide a new outdoor courtyard area.
ANALYSIS
General Plan Designation: The General Plan land use designation for the project site is
Institutional. The proposed construction of an administration/music/youth building for an
existing religious facility is consistent with this land use designation. Therefore, the proposed
project is consistent with the General Plan.
Zoning Designation: The zoning designation for the project site is P-F (Public Facilities). The
P-F Zoning District allows for the construction of churches or buildings in conjunction with a
religious facility to be approved with a Conditional Use Permit. The proposed project will be
consistent with the Zoning Ordinance with approval of a Conditional Use Permit.
Site Layout: The new three-story building is proposed to be located in the existing courtyard
between the education building and the sanctuary. The visual impact of the proposed building is

reduced from the surrounding neighborhood and streets by existing structures and mature
landscaping. The existing sanctuary will almost completely obscure the proposed building from
Winchester Boulevard and the existing high rise senior housing building will help screen it from
Hamilton A venue. The other buildings and mature landscaping on site will help reduce the
visibility of the building from the other neighboring properties.
Pursuant to Section 21.35.070, the maximum height of a structure in the P-F Zoning District
shall be equal to that required in the most restrictive abutting zoning district. The Planning
Commission may allow higher structures provided that one-half foot shall be added to each yard
for each foot that the building exceeds the maximum height. The most restrictive abutting
zoning district is the R-2 (Multiple Family Residential) Zoning District to the west and has a
maximum height limit of 35 feet and two and one-half stories.
The applicant is requesting that the Planning Commission approve the proposed 3-story, 44-foot
high building provided that the required additional yards are provided. The only property line
that would be affected by the new building would be the side setback along the northern property
line. The required setback in this location is 17.5 feet without the height exception and 31 feet
with the height exception. The proposed setback exceeds this minimum at 35 feet.
Architecture: The elevations depict a traditional commercial style, three-story building with a
gabled roof. Open corridors are shown on the north, east, and west elevations which provide a
covered walkway on the ground floor. Anodized aluminum windows are shown on all four
elevations with painted aluminum trellis's above. The building will be accented by two different
main body colors, painted wood accent corbels, and veneer slump.
The color scheme of the new building will match the other existing buildings, consisting of two
main body colors in light tan and light cream, turquoise for the gutter and window trellis's,
brown for the corbels and wood trim, and a slumpstone base stained to match the other existing
buildings. The proposed roof material is composition asphalt shingle and is similar in color and
appearance to the sanctuary's roof.
Staff finds that the proposed architectural design of the new building is compatible with the
surrounding developments and is supportive of the proposed design.
Landscaping: A minimum of twelve percent of the net site area is required to be landscaped per
the Campbell Landscaping and Landscaping Maintenance Ordinance. The proposed project will
provide thirty percent landscaping coverage of the net site area, including a new landscaped
courtyard area, once the old administration building is removed, and new landscape planters in
the parking lot.
Parking: Pursuant to the Campbell Parking and Loading Ordinance, one space is required for
each 4 fixed seats in the sanctuary for a church. The parking ratio assumes that the most
intensive use of the site is during church service hours and is therefore based on the number of
fixed seats in the sanctuary. The existing sanctuary has 491 fixed seats which yields a parking
requirement of 123 spaces. The proposed site plan provides a total of 141 parking spaces, which

exceeds the minimum parking requirement. The parking area will provide 89 standard spaces,
45 compact spaces, and 7 handicapped spaces. New motorcycle parking is proposed to be
installed along the southern property line and new bike racks near the education building.
The proposed building will not generate a greater parking demand than what currently exists.
The new building will be used for uses that currently exist on site and will not involve more
people visiting the site.
Site and Architectural Review Committee: The Site and Architectural Review Committee
reviewed this application at their meeting on November 27, 2001. The Committee was
supportive of the application as proposed and had no additional comments or conditions of
approval.

4. The subject site is adequate in size and shape to accommodate the yards, walls, fences,
parking and loading facilities, landscaping, and other development features required in order
to integrate said use with uses in the surrounding area.
5. The subject site is adequately served by streets of sufficient capacity to carry the kind and
quantity of traffic such use would generate.
6. There is a reasonable relationship and a rough proportionality between the Conditions of
Approval and the impacts of the project.

3. Building Elevations, Details, and Colors: The applicant shall submit detailed building
elevations depicting architectural details and exterior materials and colors. Detailed
elevations shall be reviewed and approved by the Community Development Director prior to

4. Operational Hours: The operational hours shall be limited to 7 a.m. to 11 p.m. daily, unless a

6. Landscape Maintenance: The owner/operator of the property shall provide on-going
maintenance of the required landscaping for the project.
7. Mechanical Equipment: No new roof-mounted and/or ground level mechanical equipment,
i.e. air conditioning units, shall be located on or adjacent to the building without providing
screening of the mechanical equipment ITom public view. The applicant shall submit details
regarding the location and screening material for the mechanical equipment to the Planning
Division for review and approval by the Community Development Director prior to the
issuance of a building permit.
8. Sign Permit: No signage is permitted as part of the development application approved herein.
New signage shall not be installed prior to approval of a sign permit as required by Chapter
21.53 of the Campbell Municipal Code.
9. Parking, Driveways, and Maintenance: All parking and driveway areas shall be developed in
compliance with the approved plans and Chapter 21.50 (Parking and Loading) of the
Campbell Municipal Code, subject to review by the Community Development Director. All
parking areas shall be regularly swept and cleaned to remove litter and debris from the
parking areas and driveways.
10. Parking Stall Markings: The applicant shall indicate on the building plans that all compact
parking stalls are painted to identify them as compact spaces prior to the issuance of a
building permit.
11. On-Site Lighting: Any proposed on-site lighting shall be shielded away from adjacent
properties and directed on site. The design and type of lighting fixtures and lighting intensity
of any exterior lighting shall be reviewed and approved by the Community Development
Director, prior to issuance of a building permit. Lighting fixtures shall be of a decorative
design to be compatible with the development and shall incorporate energy saving features.
12. Outdoor Storage: No outdoor storage is permitted on the property.
13. Construction Mitigation Measures: The applicant shall implement the following construction
mitigation measures:
a. Construction activities will be limited to daytime hours of 8:00 am to 5:00 p.m. weekdays
and 9:00 a.m. to 4:00 p.m. Saturdays. Construction is prohibited on Sundays and
Holidays unless an exception is granted by the Building Official.
b. All internal combustion engines for construction equipment used on the site will be
properly muffled and maintained.
c. All stationary noise generating construction equipment, such as air compressors and
portable power generators, will be located as far as practical from the existing residences
and businesses.

d. All active construction areas shall be watered at least twice daily.
e. Cover all trucks hauling soil and other loose materials stationed or prior to leaving the
site.
f. Pave, apply water, or apply non-toxic soil stabilizers on all unpaved surfaces and staging

g. Sweep daily all paved access roads, parking areas, staging areas, and adjacent public
streets as directed by the City Engineer.
h. Enclose, cover, water, or apply soil binders to exposed stockpiles. Install sandbags or
other erosion control measures to prevent runoff to all roadways, waterways, or pubic
walkways accessed by the public.

14. Permits Required: A building permit shall be required for the proposed structure. The
building permit application shall include ElectricallPlumbinglMechanical fees when such
work is part of the permit.
15. Construction Plans: The conditions of Approval shall be stated in full on the cover sheet of
construction plans submitted for building permit.
16. Size of Plans: The minimum size of construction plans submitted for building permits shall be 24
inches X 36 inches.
17. Plan Preparation: This project requires plans prepared under the direction and oversight of a
California licensed Engineer or Architect. Plans submitted for building permits shall be "wet
stamped" and signed by the qualifying professional person.
18. Soils Report: Two copies of a current soils report, prepared to the satisfaction of the Building
Official, containing foundation and retaining wall design recommendations shall be submitted with
the building permit application. This report shall be prepared by a licensed engineer specializing in
soils mechanics.
19. Site Plan: Application for building permit shall include a competent site plan that identifies
property lines and proposed structures with dimensions and elevations as appropriate. The
site plan shall also include site drainage details. Site address and parcel numbers shall also
be clearly called out. Site parking and path of travel to public sidewalks shall be detailed.
20. Foundation Inspections: A pad certificate prepared by a licensed civil engineer or land
surveyor shall be submitted to the project building inspector upon foundation inspection.
This certificate shall certify compliance with the recommendations as specified in the soils
report and the building pad elevation and on-site retaining wall locations and elevations are

28. Pedestrian Sidewalk Easement: Prior to issuance of any grading or building permits for the site, the
applicant shall cause additional right-of-way to be granted for Public Sidewalk Easement Purposes
as needed to reconstruct the northerly shared driveway approach to comply with ADA requirements.
The applicant shall cause all documents to be prepared by a registered civil engineer/land surveyor,
as necessary, for the City's review and recordation.
29. Street Improvements: Prior to issuance of any grading or building permits for the site, the applicant
shall execute a street improvement agreement and shall cause plans for public street improvements
to be prepared by a registered civil engineer, pay various fees and deposits, post security and provide
insurance necessary to obtain an encroachment permit for construction of the standard public street
improvements, as required by the City Engineer. The fee for a non-utility encroachment permit
application is currently $255.00. The plans shall include the following:
a. Remove the two existing driveway approaches and construct new approaches to comply with
ADA requirements.
b. Install streetlights in accordance with the City's Street Lighting Policies.
c. Construction of conforms to existing public and private improvements as necessary.
30. Grading and Drainage Plan: Prior to issuance of any grading or building permits for the site, the
applicant shall conduct hydrology studies based on a 10 year storm ITequency, prepare an engineered
Grading and Drainage Plan, and pay fees required to obtain necessary grading permits. The plans
shall comply with the 1998 edition of the California Building Code including Chapters 10, 11, 18,
33, and Appendix Chapter 33.
31. Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination
System (NPDES) permitting requirements and the California Storm Water Best Management
Practices handbook prepared by the Storm Water Quality Task Force, Santa Clara Valley
Water District and the City of Campbell Municipal Code regarding Storm Water Pollution
Prevention.
32. Site Plan: Upon submittal of a formal application, the developer shall provide a complete
and accurate Site Plan in accordance with the Planning Division's checklist.
FIRE DEPARTMENT
33. Preliminary Review: Review of this development proposal is limited to acceptability of site
access and water supply as they pertain to fire department operations and shall not be
construed as a substitute for formal plan review to determine compliance with adopted model
codes. Prior to performing any work, the applicant shall make application to, and receive
from, the Building Division all applicable construction permits.
34. Required Fire Flow: The required fire flow for this project has been calculated at 2,750 gpm
at 20 psi residual pressure. As an automatic fire sprinkler system will be installed, the fire
flow has been reduced by 50% establishing an adjusted required fire flow of 1,500 gpm at 20
psi residual pressure (1,500 gpm is the minimum operating volume permitted). The adjusted

required spacing.
35. Automatic Fire Sprinkler System Required: Buildings requiring a fire flow in excess of2,000
GPM or, in excess of two stories or 35 feet in height, shall be protected throughout by an
automatic fire sprinkler system, hydraulically designed per National Fire Protection
Association (NFP A) Standard #13.
36. Hose Valves/Standpipes Required: Buildings three stories or more in height, or where
emergency access has been deemed minimal, shall be equipped with standpipes designed per
NFPA Standard #14, and be equipped with 2-1/2 inch hose valves, located within the stair
enclosure.
37. Fire Lane Markings Required: Ifnot already properly identified, provide marking for all
roadways within the project. Markings shall be pre fire department specifications.
Installations shall also conform to Local Government Standards and Fire Department
Standard Details and Specifications A-6.
38. Fire Department Key Box Required: The building shall be equipped with a permanently
installed emergency access key lock box (Knox), conforming to Fire Department Standard
Detail and Specification Sheet K -1. At time of final inspection, access keys shall be
provided to the Fire Department.

Existing Uses:
The existing church building facilities, located on the west side of Winchester Boulevard
near the intersection of Hamilton Avenue, include buildings used for Sanctuary,
Fellowship Hall, Chapel, Restrooms, Education, Administration activities and Day Care
activities. These buildings have been constructed at different times during the last 46
years. Regular religious and educational activities are conducted here, along with a Day
Care use. No full-term elementary or secondary classes are provided.
State of Proposed Use:
The proposed new three-story building will include uses already existing on the premises
for administration offices, music practice and youth activities. The proposed
improvements include spaces that provide for the first floor to be administration offices;
the second floor to be music practice rooms; and the third floor to be for youth education
and activities. Presently these activities are scattered throughout the various building and
requires weekly and rearrangement of furniture and equipment, including moving of
music instruments, youth activity equipment and office files to accommodate shared
space.
Parking and Traffic:
Required parking is based upon the fixed seating of the Sanctuary at the ratio of 1 stall
per 4 fixed seats. The required parking is (491 seats/4 =) 123 spaces. The existing
number of parking stalls is 142 stalls. Required accessible stalls equals 5 per ADA and
T-24 requirements. Seven accessible stalls are existing and recently upgraded. This new
building will generate no additional automobile traffic, since the same occupants are

Architectural Considerations:
This proposed three-story building is situated behind the Sanctuary building, having a
height and mass that screens it from view from Winchester Blvd. The PF Zoning allows
a maximum height of35 feet and maximum stories of 2-112, based upon the adjacent R-2
Standards. The proposed height of 44 feet matches or does not exceed the existing height
of the Sanctuary.
The adjacent properties have buildings located such that the proposed building will
hardly be seen. The apartment buildings on the west side have carports along the
property line and the church parking lot, other on-site structures and trees screen the
proposed building ITom view.
This new building will be important to the mission of the church in serving its religious
and educational activities and will contribute to the social needs of the community. Your

Existing Uses:
The existing church building facilities, located on the west side of Winchester Boulevard
near the intersection of Hamilton Avenue, include buildings used for Sanctuary,
Fellowship Hall, Chapel, Restrooms, Education, Administration activities and Day Care
activities. These buildings have been constructed at different times during the last 46
years. Regular religious and educational activities are conducted here, along with a Day
Care use. No full-term elementary or secondary classes are provided.
State of Proposed Use:
The proposed new three-story building will include uses already existing on the premises
for administration offices, music practice and youth activities. The proposed
improvements include spaces that provide for the first floor to be administration offices;
the second floor to be music practice rooms; and the third floor to be for youth education
and activities. Presently these activities are scattered throughout the various building and
requires weekly and rearrangement of furniture and equipment, including moving of
music instruments, youth activity equipment and office files to accommodate shared
space.
Parking and Traffic:
Required parking is based upon the fixed seating of the Sanctuary at the ratio of 1 stall
per 4 fixed seats. The required parking is (491 seats/4 =) 123 spaces. The existing
number of parking stalls is 142 stalls. Required accessible stalls equals 5 per ADA and
T -24 requirements. Seven accessible stalls are existing and recently upgraded. This new
building will generate no additional automobile traffic, since the same occupants are
using the new facilities. After the new building is completed, it is proposed to demolish

use. The music education and youth activities will include evening hours no later than 10
p.m. Saturday and Sunday activities will be related to the existing church activities that
primarily occur during the day with an occasional evening program.

Architectural Considerations:
This proposed three-story building is situated behind the Sanctuary building, having a
height and mass that screens it ITom view ITom Winchester Blvd. The PF Zoning allows
a maximum height of35 feet and maximum stories of 2-112, based upon the adjacent R-2
Standards. The proposed height of 44 feet matches or does not exceed the existing height
ofthe Sanctuary.
The adjacent properties have buildings located such that the proposed building will
hardly be seen. The apartment buildings on the west side have carports along the
property line and the church parking lot, other on-site structures and trees screen the
proposed building ITom view.
This new building will be important to the mission of the church in serving its religious
and educational activities and will contribute to the social needs of the community. Your
considerations for conditions that will allow approval are greatly appreciated.

Dear Mr. Morelan:
Thank you for your Conditional Use Pennit application for the construction of a new three story
administration/music/classroom building for the First United Methodist Church of Campbell
located at 1675 S. Winchester Blvd. The granting of a Use Pennit will require approval by the
Planning Commission and will be decided upon at a public hearing.
The Campbell Municipal Code allows a day care home for more than six children or a school
subject to approval of a Conditional Use Permit. A search of our records revealed no permit for
the existing pre-school on the site. This use can be included in the Conditional Use Permit
request for the new building.
Your application has been deèmed incomplete. Additional information and details are needed in
order to deem your application complete. These items are as follows:
1. Written Statement - Provide a written statement describing the project in detail and give
reasons why the application should be approved. Information should include the nature of the
use, potential traffic generation, hours of operation, and number of employees.
2, Sample Board - Provide samples of the building and roof materials and exterior paint colors.
3, Colored Elevation - Provide an 11 x 17 colored elevation illustrating an eye level view of
the project.
4, Preliminary Landscape Plan - A minimum of 12% of the net lot area shall be landscaping
including landscaping areas along adjacent property lines. Staff recommends that new
planting islands be added intermittently to the existing perimeter parking spaces in addition to
the new planting islands in the interior parking area.
5, Site Plan - The following information needs to be included on the site plan:

a. The accent panels need depth, articulation, or material change.
b. The material and colors should be indicated for the panels between the second and third

7. Fees - Please submit the difference of the fees for a Modification to a Conditional Use Permit
and a Conditional Use Permit. The total amount owed is $660.

other church activities on the site, often the same day, there is no increase in the parking requirement.
