Dear Mr. Heath:
Thank you for your submittal of a Site and Architectural Review application for the
construction of a new two story, 10,020 square foot office building located at 2041 S,
Winchester Boulevard.
Your application has been deemed incomplete. Additional information and details are needed
in order to deem your application complete. These items are as follows:
1. Traffic Studv - As part of the environmental review for this project under the California
Environmental Quality Act (CEQA), a focused traffic study is required. Please find
enclosed a description of the work scope for the required traffic study.
2. Site Plan - The following information needs to be included on the site plan:
a. Indicate a new masonry wall, a minimum of six feet in height along the western
residential property line. Screening and buffering along the other commercial property
lines shall consist of landscaping or an attractive low wall or open fence.
3. Elevations - The following information needs to be included on the elevations:
a. Height of building to roof peak.
b. Exterior building materials.
Other Comments
The Gc:neral Plan designation and Zoning designation for the subject property has recently
changed, The General Plan designation has changed from Commercial to Central Commercial
and the Zoning designation has changed from C-2-S (General Commercial) to P-D (Planned
Development.) These changes were made in order to implement Campbell's vision for this area.

Winchester BouIevard is a speciaI interest area to the City of Campbell and requires a high level
of design review to revitalize and preserve the unique character of the Downtown area and
enhance the quality of development.
The Central Commercial General Plan designation calls for building forms along the street and
should include retail commercial uses on the ground floor with either office or residential uses
on the second floor. The P-D Zoning District allows some flexibility which is not allowed in
other zones to allow development that is more consistent with site characteristics while creating
an optimum quantity and use of open space and good design. The district allows a use or
combination of uses which are in conformance with the General Plan.
The subject site presents a unique opportunity to provide a high quality development along
Winchester Boulevard in compliance with the General Plan and Campbell's vision for this area.
Staff feels that a coordinated redevelopment project should be investigated which integrates the
front property with new development on the rear parcel.

The City of Campbell is requiring a transportation impact analysis (TIA) report for the proposed
10,020 square foot Office Building project located at 2041 South Winchester Boulevard (File
No. PLN 2001-131 (S)). Given the limited work scope below, a letter report may be sufficient
for addressing staff s concerns.
Methodology
Based on the anticipated AM and PM peak hour project trip generation, the TIA shall be a
focused traffic study conform generally to the Santa Clara County Congestion Management
Program (CMP) Transportation Impact Analysis Guidelines adopted May 7, 1998 (CMP
Guidelines) but will be less rigorous and focus only on issues that are appropriate for the project.
Specifically, inventories of the various transportation systems is not required.
The consultant shall be responsible for determining the study intersections based on the CMP
Guidelines (for now, only Winchester/Campbell and WinchesterlRincon require intersection
level of service analysis for Existing, Background, Project, and Future Growth scenarios) and
shall confirm with City of Campbell staff the study intersections, approved projects, trip
generation, and trip distribution pattern prior to evaluating intersection level of service. In
addition, the TIA shall address the following site-specific issues:

Site circulation: evaluate the merits, feasibility, and impacts of opening the property's
parking lot to the adjoining lots to the north and/or south
Site access
0 Northbound left-turn queues from Winchester Boulevard and whether mitigation
measures such as modification to median island and/or striping are recommended
0 Right turns only out - evaluate impact on circulation on Winchester Boulevard
between site driveway and Rincon A venue.

Staff Review and Response to Comments
Consultant shall submit a copy of the draft TIA to the City of Campbell Traffic Engineer at 70
North First Street, Campbell, CA, 95008. Subsequent to receiving comments from the Traffic
Engineer, the consultant shall revise the study to respond to comments. One reproducible copy
of the final report shall be submitted to the City upon completion of revisions. The City of
Campbell reserves the right to require multiple submittals of draft documents if the quality of the
analysis is inadequate.
Meetings
Consultant shall attend the Planning Commission meeting during which the project will be
reviewed. If the project is forwarded to the City Council, the consultant shall also attend the City
Council meeting during which the project will be reviewed by Council.

1 Review of this Developmental proposal is limited to acceptability of site access and
water supply as they pertain to fire department operations, and shall not be
construed as a substitute for formal plan review to determine compliance with
adopted model codes. Prior to performing any work the applicant shall make
application to, and receive from, the Building Department all applicable
construction permits.
2 Required Fire Flow: The fire flow for this project is 2,750 gpm at 20 psi residual
pressure. As an automatic fire sprinkler system will be installed, the fire flow has
been reduced by 75% establishing a required adjusted fire flow of 1,500 gpm at 20
psi residual pressure. The adjusted fire flow is available from area water mains and
fire hydrant(s) which are spaced at the required spacing.

Note: No building code issue has been reviewed at Development Review Committee; it will be reviewed in the
Building Pennit process. Please be aware that building codes are changing constantly; plans submitted for building
pennit shall comply with the code in effect at that time. Submit permit application together with required
documents to the Building Inspection Division to obtain a building permit. No construction can be commenced
without an appropriate building pennit.
It is recommended that this item be forwarded to the Planning Commission for review, with the following
conditions.

PERMITS REQUIRED: A building permit application shall be required for the proposed
structure. The building permit shall include ElectricallPlumbinglMechanical fees when such work
is part of the permit.
2.
CONSTRUCTION PLANS: The conditions of Approval shall be stated in full on the cover sheet
of construction plans submitted for building permit.
3.
SIZE OF PLANS: The minimum size of construction plans submitted for building permits shall
be 24 in. X 36 in.
4.
PLAN PREPARATION: This project requires plans prepared under the direction and oversight
of a California licensed Engineer or Architect. Plans submitted for building permits shall be "wet
stamped" and signed by the qualifying professional person.
5.
SOILS REPORT: Two copies of a current soils report, prepared to the satisfaction of the
Building Official, containing foundation and retaining wall design recommendations shall be
submitted with the building permit application. This report shall be prepared by a licensed
engineer specializing in soils mechanics.
6.
SITE PLAN: Application for building permit shall include a competent site plan that identifies
property and proposed structures with dimensions and elevations as appropriate. Site plan shall
also include site drainage details. Site address and parcel numbers shall also be clearly called out.
Site parking and path of travel to public sidewalks shall be detailed.

FOUNDATION INSPECTIONS: A pad certificate prepared by a licensed civil engineer or land
surveyor shall be submitted to the project building inspector upon foundation inspection. This
certificate shall certify compliance with the recommendations as specified in the soils report and
the building pad elevation and on-site retaining wall locations and elevations are prepared
according to approved plans, Horizontal and vertical controls shall be set and certified by a

architect or engineer of record shall prepare an inspection program that shall be submitted to the
Building Official for approval prior to issuance of the building permits, in accordance with UB. C

Inspection Division Counter.

The City of Campbell, standard Santa Clara Valley Non-point Source Pollution Control Program
specification sheet shall be part of plan submittal. The specification sheet (size 24" X 36") is
available at the Building Division service counter.

TITLE 24 ACCESSIBILITY - COMMERCIAL: On site general path of travel shall comply with
the latest California Title 24 Accessibility Standards. Work shall include but not be limited to
accessibility to building entrances from parking facilities and sidewalks.

COMMENTS
Apparently, a focused environmental impact report may be prepared to determine if the proposed
project will cause any positive traffic environmental impacts. If so, the Public Works
Department may have additional conditions of approval due to the impact in the public right-of-
way.
PUBLIC WORKS DEPARTMENT CONDITIONS OF APPROVAL
1.
Preliminary Title Report: Prior to issuance of any grading or building permits for the site,
the applicant shall provide a current Preliminary Title Report.
2.
Easements: Prior to issuance of any grading or building permits for the site, the applicant
shall cause Easements to be recorded for private utilities, private storm drains, reciprocal
ingress and egress, etc., as needed.
3.
Street Improvements: Prior to issuance of any grading or building permits for the site, the
applicant shall execute a street improvement agreement and shall cause plans for public
Street Improvements to be prepared by a registered civil engineer, pay various fees and
deposits, post security and provide insurance necessary to obtain an encroachment permit
for construction of the standard public street improvements, as required by the City
Engineer. The fee for a non-utility encroachment permit application is currently $255.00.
The plans shall include the following:
a. Removal of the existing driveway approach and construction of a new ADA compliant
approach;
b. Repair of the concrete sidewalk where the street tree has been removed;
c. Construction of conforms to existing public and private improvements, as necessary.
4.
Water Meter(s) and Sewer Cleanout(s): Existing and proposed Water Meter(s) and Sewer
Cleanout(s) shall be installed on private property behind the public right-of-way line.

5.
Soils Report: Prior to issuance of any grading or building permits for the site, applicant
shall provide a Soils Report prepared by a registered geotechnical or civil engineer, as
needed, to verify the feasibility of on-site percolation.
6.
Traffic Mitigation: Prior to issuance of any grading or building permits for the site, the
applicant shall satisfy the Traffic Mitigation conditions related to the public right-of-way
pursuant to the focused environmental impact report.
7.
Utilities: All new on-site Utilities shall be installed underground per Section 20.36.150 of
the Campbell Municipal Code for any new or remodeled buildings or additions. Applicant
shall comply with all plan submittals, permitting, and fee requirements of the serving utility
compames.
8.
Utilitv Installation Plan: Prior to issuance of building permits for the site, the applicant
shall submit a Utility Installation Coordination Plan and Schedule for approval by the City
Engineer for installation of street improvements and/or abandonment of all utilities. Streets
which have been resurfaced within the previous 5 years will require boring and jacking for
all new utility installations. Applicant shall also prepare pavement restoration plans for
approval by the City Engineer prior to any utility installation or abandonment.
9.
Grading and Drainage Plan: Prior to issuance of any grading or building permits for the
site, the applicant shall conduct hydrology studies based on a 10 year storm frequency,
prepare an engineered Grading and Drainage Plan, and pay fees required to obtain
necessary grading permits. The plans shall comply with the 1998 edition of the California
Building Code including Chapters 10, 11, 18, 33, and Appendix Chapter 33. The
preliminary grading and drainage plan has not yet been approved.
10.
Storm Drain Area Fee: Prior to issuance of any grading or building permits for the site, the
applicant shall pay the required Storm Drain Area fee which is $1,902.00.
11.
Storm Water Pollution Prevention Measures: Prior to issuance of any grading or building
permits, the applicant shall comply with the National Pollution Discharge Elimination
System (NPDES) permitting requirements and the California Storm Water Best
Management Practices handbook prepared by the Storm Water Quality Task Force, Santa
Clara Valley Water District and the City of Campbell Municipal Code regarding Storm
Water Pollution Prevention.
The objective of this condition is to reduce the quantity of runoff and improve the quality.
