Project proposes to relocate the existing garage, therefore a new curb cut will be required and existing driveway is to be replaced with standard curb and gutter. The scope of this project triggers the requirement for Frontage Improvements as required by Campbell Municipal Code 11.24.040. This is an older neighborhood constructed with attached sidewalk. The project is also proposing to relocate the existing driveway. The existing driveway does not meet accessibility (ADA) requirements and must be reconstructed as part of this project. As this is a relatively minor frontage improvement, the applicant can apply for an Encroachment Permit and hire a qualified concrete contractor to install a new accessible driveway curb cut per the attached City Standard Detail No. D-15. The applicant shall apply for and be issued the encroachment permit prior to issuance of the Building permit, and the new driveway shall be constructed before the applicant can obtain occupancy. PUBLIC WORKS DEPARTMENT CONDITIONS OF APPROVAL 1. Public Sidewalk Easement: Prior to issuance of any grading or building permits for the site, the applicant shall grant a 5-foot public sidewalk easement on private property contiguous with the public right-of-way along the Marianna frontage, unless otherwise approved by the City Engineer. The applicant shall cause all documents to be prepared by a registered civil engineer/land surveyor, as necessary, for the City's review and recordation. 2. C-1 Site Plans: a. Revise proposed site plan to include the dimension (25') from CL of right of way to the property line. b. Revise the site plan to match the proposed Detail 15 for the driveway approach shown on Sheet C-2. c. Show the proposed public sidewalk easement. d. Show the relocation of the private water meter on private property. e. Show all existing utilities encumbered on this lot per Tract Map 1147, see attached. f. Identify the location of the existing private tree and verify if the private tree is within the new driveway isle to the new garage. Coordinate with the planning department for a private tree removal permit, if necessary. Identify any resulting information on the revised site plan. Storm Drain Area Fee: Prior to issuance of any grading or building permits, the applicant shall pay the required Storm Drain Area fee, currently set at $2,120.00 per net acre, which is $297.00 4. Water Meter(s) and Sewer Cleanout(s): Proposed water meter(s) and sewer cleanout(s) shall be installed on private property behind the public right-of-way line. Revise plan to show these facilities (the WM per C-1) on private property. 5. The following conditions only apply if the applicant has a need to install / upgrade utility services (water, sewer, gas, etc.) in the street: a. Utility Encroachment Permit: Separate permits for the installation of utilities to serve the development will be required (including water, sewer, gas, electric, etc.). Applicant shall apply for and pay all necessary fees for utility permits for sanitary sewer, gas, water, electric and all other utility work. b. Utility Coordination Plan: Prior to issuance of building permits for the site, the applicant shall submit a utility coordination plan and schedule for approval by the City Engineer for installation and/or abandonment of all utilities. The plan shall clearly show the location and size of all existing utilities and the associated main lines; indicate which utilities and services are to remain; which utilities and services are to be abandoned, and where new utilities and services will be installed. Joint trenches for new utilities shall be used whenever possible. c. Pavement Restoration: The applicant shall restore the pavement in compliance with City standard requirements. In the event that the roadway has recently received a pavement treatment or reconstruction, the project will be subject to the City's Street Cut Moratorium. The applicant will be required to perform enhanced pavement restoration consistent with the restoration requirements associated with the Street Cut Moratorium.The City's Pavement Maintenance Program website (https://www.ci.campbell.ca.us/219) has detailed information on the streets currently under moratorium and the enhanced restoration requirements. 6. Encroachment Permit/Fees/Deposits: Prior to issuance of building permits for the site, the applicant shall obtain an encroachment permit (including fees, surety and insurance) for construction of the following standard public street improvements (Revise plan to show this work): a. Construction of a new City Standard Detail 15 Residential ADA compliant driveway approach. The Site Plan shall match the standard detail. Include the proposed sidewalk easement. b. Removal of existing driveway and replace with existing standard curb and gutter. c. Refer to the City of Campbell's website for the encroachment permit requirements at https://www.ci.campbell.ca.us/210/Details. 7. Stormwater Pollution Prevention Measures: Prior to issuance of any grading or building permits, the applicant shall comply with the National Pollution Discharge Elimination System (NPDES) permit requirements, Santa Clara Valley Water District requirements, and the Campbell Municipal Code regarding stormwater pollution prevention. The primary objectives are to improve the quality and reduce the quantity of stormwater runoff to the bay. Resources to achieve these objectives include Stormwater Best Management Practices Handbook for New Development and Redevelopment ("CA BMP Handbook") by the California Stormwater Quality Association (CASQA), 2003; Start at the Source: A Design Guidance Manual for Stormwater Quality Protection ("Start at the Source") by the Bay Area Stormwater Management Agencies Association (BASMAA), 1999; and Using Site Design Techniques to Meet Development Standards for Stormwater Quality: A Companion Document to Start at the Source ("Using Site Design Techniques") by BASMAA, 2003. Homeowner: I will need proof of ownership in the form of a Grant Deed of Title, or a copy of the Title Report in order to execute the easement. I've made it simple for you and we can refer to the tract map, otherwise you would have had to hire a surveyor for this. Send me a pdf please. Once I get it I can complete the deed and then you can sign and notarize it. Designer: Corrections on the Building Plans: First of all you'll need to change C-1 to a different designation for your building set of plans, call it A-0.1, Site Plan. Remove sheet C-2 from the building set of plans. Now, for the encroachment permit,this is what I will need from you directly, do not submit to the Building Department because you are applying for an encroachment permit (see attached). Attached is a redline mark up of sheet C-1. This C-1 cutout of the driveway should be placed on the C-2 sheet. "the note for the existing driveway" - use remove and replace instead of repair, and hatch that entire driveway with PCC (it will have to be removed and replaced with sidewalk and c &g). You can shift the 5' sidewalk easement down to 3' since we already have 2 more feet behind the existing sidewalk. You have to replace the entire frontage, I don't see how piece mealing it will get you the flowline and slopes and conformity. If you think it will work,you'll need to hire a civil engineer to for this Add notes to conform to adjacent public improvements. I am only looking for one sheet.
