Limo tech inc. a California corporation started in 2007 that has been in San Jgge citfrttbitELL Campbell as a mobile mechanic for fleet service operations. Because we weigilfRjservice Campbell businesses were a large part of our clients. Customers included large companies like west valley construction and small companies like bobs towing. Most of which were on the very same street we now reside on and this is why we decided to buy a building here. We changed the name and demographic of the company to expand and grow in 2012. IQ auto works became very popular to the (retail) clients because of our skill in auto repair and perfect reputation. Jeff Rooney bought the property at 805 East MCglincy lane for the business IQ auto works to operate in. We had outgrown the white oaks location and knew that we could not stay in this location without more space. The purchase was in November of 2015 with a move expected January 1st 2017 based on the fact that Tom Duffy company had a lease until DEC 31st 2016. Jeff purchased the building knowing that the space was suited for and legal for auto repair business based on in being an ml light industrial space. During the loan process and purchase process which took approx. 4 months not one person mentioned a "use permit". It was understood that the property was ml industrial and that was it. IQ auto was never required to have a use permit before and had done business for 10 years in the same area without one ever being mentioned. I received a letter from staff at Campbell code enforcement sometime in April and that was the first we heard of it. We called the city after receiving this letter. We had no reason to believe we were required to do anything but change the address for the business license which we were in process of when we received the letter. b) Types of vehicles serviced; IQ auto works at any given time or date may be conducting repairs on commercial vehicles up to 26000 lbs or less, class B & C Vans And standard Automobiles c) fully enclosed structure is already in place with no need for open bay doors. The building has 8inch thick brick wall to the front rear and back of the property. no sound is heard outside from inside operations. The rear parking lot is merely for parking and we do not make noise there other than during moving. D.larger vehicles do usually have backup beepers but they are limited to twice maybe 3 times a day no more than that. Other than this we do not make any abnormal noise. no loud speakers ( we use two way handheld radios) no sound systems. e) Tow Truck Service; IQ Auto works receive immobilized vehicles from the following tow truck companies; Any AAA network tow service companies and Bobs Towing f) Part delivery/Washing service; IQ Auto works at any given time or date may receive deliveries specific to auto repair from the following companies but rarely at the same times and never all at once; Oreilly auto parts, fast under car, allied auto parts, ssf, world pac, wheels of america, winchester auto parts, mex auto glass, usa auto supplies, ferrell distribution, Ikq, keystone, kappa, levon group, keyston bros, golden gate truck center, cummins pacific, peterson trucks, 1800 radiator, american tire distributors, allied exhaust systems, interstate battery systems of san jose, and all makes of vehicle dealerships (ie. chevrolet, ford, dodge, honda, toyota, lexus, subaru, saab, porsche, land rover, mitsubishi, nissan, fiat, infiniti, kia, audi, mazda, hyundai, mini, smart, and volvo) g) Hours of operation; H. Our parking lot has 3 lights that all piont down to the ground and do not disturb any adjoining properties. IQ Auto works at any given time or date may work these range of hours; 14.5 hours/day; open hours of operation are 8am to 6pm, and closed hours would be 7:30am to 8am, and 6pm to 10pm. i) Masonry wall; IQ Auto works already possesses a 10ft wood fence at rear of property line and 6ft steel chain fence with slats between businesses to the left and right of property line. the property behind us also has their own 6 foot chain link with slats fence along our loft plank board fence so there is no visibility between us. Masonry wall would be unnecessary. j: Our property is completely screened on all four sides opaque slat wall fence in front and rear sides K. storage of vehicles will be the majority of the parking spaces on the lot. These vehicles are usually drivable not unsightly and will be behind the gated area at all times. Our pr existing gate is approx. 25 feet from the front property line (the sidewalk) and the vehicles would be (stored) in these designated spaces as seen on the plan map. Customer parking is not required as we do not allow customers to park themselves for picking up or dropping off. The customer pulls into the center lane and gets out of the vehicle and shown the office lobby. Staff takes the vehicle and valets in an available spot. L. All employee vehicles will be and have been parked on the premises since we found out this was a requirement by the city. We have set 9 spaces nearest the front gate but behind it for these employee spots. Most of the time this is where they will be but not mandatory as all spots in the lot will be equally accessible. We figured this would look better and created more flow to have these spots empty when employees leave. M. Bay doors are in compliance and out of public view facing the adjacent building. Screening of sound is naturally taken care of due to the adjacent building blocking all noise and vision to the parallel street (union aye) N. there will be no residential use of the property O. Tandem parking will not be necessary if the center lane is considered ( loading zone) The designated spaces on the site plan will usually be full with waiting for repair vehicles but this business operates at fairly high speed and rotates the vehicles from exterior parking to interior bays quickly there for site circulation is not a concern. We keep the center lane from the rear of the building to the front of the building clear for ( fire lane)/ loading lane. When a customer pulls into the lot we have a greeter ready to take there car from the center lane and put it in a parking stall or a bay immediately to keep an open flow. We have 3 staff members that constantly monitor this operation. 2. phasing plan: 2 yrs to complete all recommended or required items. parking lot repairs and striping would be first order done within 6months as capital permits. Lets see what the City of Campbell permits and requires then we can make an accurate phasing plan. 3. Site circulation: Our business is by appointment only which allows to avoid traffic jams in most cases. To make sure that traffic jams are rare we leave the space in front of the gate to the sidewalk open as no parking and loading/ parts delivery only. This is currently not marked or designated but we will do what is necessary for signage to keep these spaces empty during open hrs within our control. We have instructed delivery drivers of all vendors that come to our facility to deliver parts in the lane inside the gated area and use this front of the gate area as a turnaround as to not reverse into the street. 4 customer base is comprised of 30% businesses with vehicles IE. construction companies, shuttle bus companies, most of which reside on east mclglincy lane and cristich, dell ave etc. 70% of business is comprised of autos from clients that live in and or work in the immediate area around bascom and union, white oaks road mcglincy lane and surrounding areas of Campbell. 5.All employees wear dark colored (black, dark blue, grey) uniforms for auto repair. no other id required 6. Customers are scheduled to drive in or tow in at certain times and dates where staff can have them pull into driveway center lane and get out of the vehicle then staff takes over for parking. We use a calender booking system that marks the hrs set aside for a certain job for a technician. We then can book appointments until the calender is full of hours. Once calender is full for a given time period (usually one week) We tell the calling customer they must wait until the following week 7. Staff would be limited to 14 at peak operations with office personnel and technicians. Currently 8 employees 8. Occasional backup beepers is the only noise outside of our building 9. 7:30am to 10pm total hrs. open from 8 am to 6pm 10. full operation behind the gated area. In front of the gate would be left open for a turnaround/ entrance and egress. 11. vehicles and customer name is entered into a data management system designed for auto repair facilities to track current progress on the job, some jobs are in and out within one hr and most are here for the day. We use a technician work sheet printed from the management software as a detailed job description and this sheet stays with the car until job is done. 12. currently we only stock oil filters and air filters. these fit on shelving that was existing in the building from torn Duffy occupancy. We do not like storing parts and carry no inventory. As for recycling metal from car parts there is a service that picks it all up and takes to a metal scarp yard. We fill plastic 55 gallon drums with metal parts inside the shop until full and call them for pickup. 13. However, the City initiated a Capital Improvement "Project No. 2001-23: McGlincy Ln Sidewalk Improvement", which constructed the frontage improvements for this section of McGlincy Lane to its ultimate configuration. The applicant is required to reimburse the City for those costs as detailed below. PUBLIC WORKS DEPARTMENT CONDITIONS OF APPROVAL 1. Reimbursements: Prior to issuance of any grading or building permits for the site, reimburse the City for previously constructed public improvements in the amount of $15,346.90 per Document No. 16523807 recorded in the County of Santa Clara. 2. Stormwater Pollution Prevention Measures: Prior to issuance of any grading or building permits, the applicant shall comply with the National Pollution Discharge Elimination System (NPDES) permit requirements, Santa Clara Valley Water District requirements, and the Campbell Municipal Code regarding stormwater pollution prevention. The primary objectives are to improve the quality and reduce the quantity of stormwater runoff to the bay. Resources to achieve these objectives include Stormwater Best Management Practices Handbook for New Development and Redevelopment ("CA BMP Handbook") by the California Stormwater Quality Association (CASQA), 2003; Start at the Source: A Design Guidance Manual for Stormwater Quality Protection ("Start at the Source")by the Bay Area Stormwater Management Agencies Association (BASMAA), 1999; and Using Site Design Techniques to Meet Development Standards for Stormwater Quality: A Companion Document to Start at the Source("Using Site Design Techniques")by BASMAA, 2003. 3. The plan shall clearly show the location and size of all existing utilities and the associated main lines; indicate which utilities and services are to remain; which utilities and services are to be abandoned, and where new utilities and services will be installed. Joint trenches for new utilities shall be used whenever possible. 6. Pavement Restoration: Based on the utility coordination plan, the applicant shall prepare a pavement restoration plan for approval by the City Engineer prior to any utility installation or abandonment. Streets that have been reconstructed or overlaid within the previous five years will require boring and jacking for all new utility installations. McGlincy Lane has not been reconstructed or overlaid in the last 5 years. The pavement restoration plan shall indicate how the street pavement shall be restored following the installation or abandonment of all utilities necessary for the project. 7.
