A summary of the changes to each Title follows: Title 1: All changes proposed in Title 1 are related to changes in referenced publications and edition dates, and shall have no significant impact on current enforcement practices. Title 17: In preparation for the adoption of the 2010 California Fire Code, the Santa Clara County Fire Marshal's Association developed proposed "standard" amendments for all jurisdictions to utilize. The goal of the County Fire Marshals in this effort was twofold; first, there was the desire to retain the current amendments and fold them into the new Fire Code and, second, take this opportunity to consider new amendments to address fire and life safety concerns that have become apparent since the adoption of the 2007 California Fire Code. The amendments proposed for the City of Campbell to the California Fire Code are those developed by the Santa Clara County Fire Marshals and endorsed by the Santa Clara County Fire Chiefs Association. The following is a summary of only those amendments that are new or changed from those currently adopted by the City of Campbell (The section numbers identified are from the California Fire Code). All other amendments, such as those for Chapter 27 and Chapter 37, are consistent with the existing Fire Code adoption and primarily deal with hazardous materials and toxic gases. These amendments are necessary to ensure that the California Fire Code is consistent with Sections 17.06, 17.07 and 17.09 of the Campbell Municipal Code relative to hazardous materials and toxic gas use and storage. Amendment to Section 503.1.1 - APPARATUS ACCESS ROAD DIMENSIONS. This new amendment affects two aspects of fire apparatus access. First, if a building is equipped with fire sprinklers, the distance from the building to the access road may be increased to 300 feet from the 150 maximum stated in the Fire Code. Second, it deletes the exception that allows up to two single family dwellings on a property to be in excess of 150 from an access road. Because all new single family dwellings will be required to be equipped with fire sprinklers under the 2010 California Residential Code, they will be allowed to be up to 300 feet from an access road as indicated above. Addition of Section 503.7 - TRAFFIC CALMING DEVICES. This new amendment requires the Dated at Campbell, California, this design and location of traffic calming devices, such as speed bumps, to be approved by the Fire Department prior to installation. Such devices can result in response delays or damage to fire -' d a of /dy- --'l " A ' apparatus if not located and designed properly. Y Amendment to Section 510.1 - EMERGENCY RESPONDER RADIO COVERAGE IN BUILDINGS. © This amendment simply refers to Appendix J of the Fire Code for the design of radio repeater - ` - Y systems that may be needed in buildings where communications for emergency response crews Signature are not possible or are hindered by the building design or location. Addition of Section 510.1.1 - OBSTRUCTION BY NEW BUILDINGS. This new amendment requires that the owner/developer of any new building that interferes with emergency radio coverage of an adjacent building be responsible for the installation of radio retransmission equipment necessary to resolve the problem. Amendment to Section 806.1.1 - DISPLAY INSIDE BUILDINGS. This new amendment eliminates the prohibition in the Fire Code of the display of Christmas trees in non-sprinklered buildings. With this amendment, Christmas trees or other decorative vegetation would be allowed if treated with flame retardant. Amendment to Section 903 - AUTOMATIC SPRINKLER SYSTEMS. This amendment represents a change to the current requirement for fire sprinklers in the City of Campbell. Currently, fire sprinklers are required in new buildings when the building floor area exceeds 3600 square feet or if it is more than 3 stories in height. Because all new buildings with any residential use will be required to be equipped with fire sprinklers under the 2010 State Building and Fire codes, and because very few new commercial structures are/can be built without fire sprinklers for various reasons, the County Fire Marshals have proposed to lower the threshold for when fire sprinklers are required. The proposed amendment requires that sprinklers be installed in any new commercial (non- _
