PUBLIC WORKS DEPARTMENT PRELIMINARY COMMENTS
1. South Bascom Avenue: The City of Campbell's adopted Streetscape Standards identify this
portion of South Bascom Avenue as an Image Street with very specific frontage
improvement requirements as shown on pages 7 & 8 of the document. The applicant will be
required to dedicate an additional seven (7) feet of right-of-way along the South Bascom
Avenue frontage and construct these improvements as part of the proposed project. The
Streetscape Standards can be viewed here:

2. East Campbell Avenue: The City of Campbell is currently pursuing a plan line study for East
Campbell Avenue between Railway Avenue and South Bascom Avenue. This plan line
study will evaluate the existing right-of-way and determine any additional right-of-way that
may be necessary to accommodate multi-modal transportation needs, as well as to evaluate
and possibly incorporate proposed changes to the intersection of East Campbell Avenue and
South Bascom Avenue as identified in VTA's Bascom Corridor Complete Streets Study.
The E. Campbell Avenue Plan Line Study is anticipated to be completed by December 2020.
3. Stormwater Treatment (C.3): The applicant's plan is very preliminary and lacking any detail
on proposed grading, drainage, and stormwater treatment. Given the proposed intensification
of the site, suitable locations for LID stormwater treatment facilities need to be an integral
part of the design from the beginning.
4. Private Encroachments into the Public Right-of-Way:
a. From the drawings it is not clear if the applicant's proposal to create a pseudo portal
along their East Campbell Avenue frontage is solely within private property. Staff
would not support the proposal if it is within the public right-of-way.
b. The basement level parking garage appears to span the entire site up to the property
line on multiple frontages—the applicant shall identify any possible encroachment of
structural or foundation elements into the public right-of-way.
