SECTION 1(ADOPTION 'OF URGENCY MEASURES):
The urgencymeasures, standards,procedures. and
provisions established by Interim Ordinance No. 2334,
as previously extended by interim Ordinance No: 2335,
are hereby adopted and incorporated ,6y reference
into this interim ordinance as though fully set forth
herein, except as expressly modified in Section2-of this
ordinance.
SECTION 2 (REVISION TO. VACANCY PROVISIONS):
The provisions previously set forth in Subsection C
(Vacantparcel) of Section 4 (Site Eligibility) of Interim
Ordinance No. 2334; as incorporated; into this interim
ordinance by Section 1, are hereby revised Wead
as follows; with underlining indicating new text and
strikeouts (strikeout) indicating deleted text:
Vacant parcel.:A parcel located within the Single -
Family (R-1) Residential Zoning District or a legacy'
zoning district with a low density residential General
Plan land use designation, shall only be eligible for
a starter;iome project if it will meet satisfies the
definition of "vacant,` as provided in this interim
ordinance, on the date.that a development proponent i
submits an application fora starter home project no
later than the date of recordation of a final map or
issuance of a building permit, whichever occurs first
SECTION 3(SEVERABILiTY):Ifany section. subsectiod, i
sentence, clause, or phrase of this interim ordinance is '1
for any reason held to be invalid or unconstitutional by
a decision of any court of.competent jurisdiction, that
decision shall not affect the validity of the remaining
portions of this interim ordinance. The City Council
hereby: declares that it would have passed this interim
ordinance and each section; subsection, sentence,
clause, or phrase thereof irrespective of the fact that 1
anyone or more portions maybe declared invalid or
unconstitutional.
SECTION 4 (CEQA): Adoption of this interim ordinance -
is statutorily exempt from the California Environmental
Quality Act (CEQA) pursuant to Government Code
Sections 65852.28(e), 65913:4,5(b) and 66499 41(i).
SECTION 5 (STATE LAW): Any provision of this interim
ordinance that is inconsistent with Government Code
Sections 65852.28, 65913.4.5, or 66499.41 shall be
interpreted in a manner that achieves compliance with
State law. The provisions of this interim ordinance shall !
supersede and take precedence over any inconsistent
provision of the Campbell MunicipalCode to the extent
the Public Hearing. Questions may be addressed to

Act, the City of Campbell will generally, upon request,
provide appropriate aids and services leading to
effective communication for qualified persons with
disabilities so they can participate equally in the
public hearings, including qualified sign language

ways of making information and communications
accessible to people who have speech, hearing, or
vision impairments. Anyone who requires auxiliary aid
